"Leadership is solving problems. The day soldiers stop bringing you their problems is the day you have stopped leading them. They have either lost confidence that you can help or concluded you do not care. Either case is a failure of leadership."

Attention NorCal NECA Members
Consider Joining One of These Committees
Codes & Standards Committee and East Bay Uniform Code Committee: These committees are designed to advance the cause of electrical safety and help improve the quality of electrical construction. Both committees are dedicated to providing a monthly forum where contractors, and electrical inspectors are exposed to current code practices, education, news and events. Meetings are held every 3rd Tuesday beginning at 4:30PM, June, July and August.
Member Services Committee: New in 2015, the Membership and Management Services Committee will combine into one cohesive committee called Member Services. This committee is tasked with providing quality educational programs for our contractors, organizing events and activities, recruitment, Project Excellence Awards, leadership, and various other membership activities. This committee currently meets quarterly at 12PM at the Chapter office, Dublin.
Joint Safety Committee: This joint committee of NECA/IBEW Local 595 is tasked with recommending safe work rules as established by OSHA, as well as various other safety related events and programs. The committee meets on the last Wednesday of each month at 4:30PM at the Chapter office, Dublin.
The chairpersons of our committees are appointed by our Chapter president or Division Chairs. We welcome the recommendations of committee chairs as well as hearing from you directly. Please contact us and let us know if you are interested in serving. We're excited about what 2015 will bring and look forward to new participation and ideas!

IMPORTANT Contractor Registration
For Public Works Projects in California
Reminder.... On July 1, 2014, the Department of Industrial Relations launched an online application for public works contractors to meet the requirements of Senate Bill 854. SB 854, which became effective June 20, 2014, establishes a new public works program to replace the Compliance Monitoring Unit and Labor Compliance Program requirements for bond-funded and other public works projects. The new program will cover all public works in the state rather than just selected categories of projects. Beginning July 1, 2014, contractors MUST register and meet these requirements using the online application before bidding on public works contracts in California. The application also provides agencies that administer public works programs with a searchable database of qualified contractors. Application and renewal are completed online with a non-refundable fee of $300. Read the SB 854 Fact Sheet for a complete list of requirements, as well as Instructions for completing the form.

Meeting with San Francisco PUC
Opportunities for NECA Contractors
Last week, Darlene Besst held a follow-up meeting with the San Francisco PUC on upcoming Hetchy Systems Improvement Program (HSIP), a $1 billion capital upgrade of the upcountry assets of the Hetch Hetchy Regional Water System. In addition to discussing ongoing opportunities for work, they asked for our held in disseminating two Job Order Contract (JOC) opportunities with in the Hetch Hetchy region.
JOC 55 C-10, Hetch Hetchy region
JOC 54, San Francisco region micro sized
Both JOCs are due on Thursday, December 11, 2014. San Francisco PUC staff has asked to attend a NECA contractor meeting for an opportunity to discuss future Hetch Hetchy projects and their desire to work with NECA contractors. Darlene will be working on arranging for their participation at a division meeting in the Valley in February. We will continue to work on insertion of safety language in their specs.
