Meet with Congressman Mike Thompson
Pension Reform Discussion
Jess Zuniga and Greg Armstrong met with Congressman Mike Thompson last week at a Chamber event, where the congressman was the featured guest speaker at a breakfast meeting held in American Canyon. Prior to the meeting, Jess and Greg spoke with the Congressman about pension reform. The issue is timely as NECA, along with SMACNA and MCA, are undertaking a concerted effort to lobby members of congress to support a proposal of "Solutions Not Bailouts" with respect to pension reform. We shared background information with Congressman Thompson concerning the issue.
California has 122 multiemployer plans across the state. There are over 1,000,000 covered participants in those plans (plus families members), and altogether these plans have a combined $5.8 billion in assets as of the end of plan year 2012. Twenty-eight of those plans are in the Red Zone under the Pension Protection Act categorization scheme; 19 are in the Yellow Zone; and 75 are in the Green Zone. Virtually all of these plans, their participants, family member beneficiaries, and the communities they live in would benefit greatly by the added flexibility Congress could allow to trustees to preserve and strengthen benefits (without taxpayer funding) under the legislative reform proposal "Solutions Not Bailouts" that is pending on Capitol Hill.

Measure BB Approved
Alameda County
Alameda County voters said yes to Measure BB, passing this critical transportation measure with nearly 70% support.
The 2014 Transportation Expenditure Plan, which responds to the county's continued transportation needs, will be funded by Measure BB. Measure BB will generate nearly $8 billion over 30 years for essential transportation improvements in every city throughout Alameda County. Also known as the "jobs" Measure, this plan will:
- Expand BART, bus and commuter rail for reliable, safe and fast services, including BART expansion and improvements within Alameda County, bus service expansion and commuter rail service improvements.
- Keep fares affordable for seniors, youth and people with disabilities, including affordable senior shuttles, vans and services that help keep seniors independent, and critical funding for student transit passes to ensure youth can affordably get to school. It also funds reliable and inexpensive transportation for people with disabilities.
- Provide traffic relief, including funds to every city in the County to repave streets, fill potholes and upgrade local transportation infrastructure. It also invests in aging highway corridors to upgrade on and off ramps, using modern technology to manage traffic and improve safety.
- Improve air quality and provide clean transportation by reducing pollution using innovative technology and expanding bike and pedestrian paths, and BART, bus and commuter rail expansion and operations.
- Create good jobs within Alameda County by requiring local contracting that supports residents and businesses in Alameda County.
The 30-year plan includes strict accountability measures to ensure all $8 billion for County transportation improvements are spent on approved projects. It requires open and transparent public processes to allocate funds, annual independent audits, an independent watchdog committee made up of people who live in Alameda County and annual compliance reports distributed to the public that detail costs and how specific performance measures are met. Safety is the Electrical Contractor's Responsibility
Important Information
Electrical contractors are responsible for the health and safety of employees who are exposed to a variety of hazards. Some of these hazards are obvious, such as electrical shock and electrocution. Others, such as musculoskeletal disorders (MSDs), back injuries, slips and falls, or automobile-related incidents may not be as obvious. The occurrence of these injuries is increasing as the scope of work performed by the typical electrical contractor and the age of the work population increases. While much of their work is still concentrated in construction, they may also perform building maintenance or installation of data and networking applications. Electrical hazards are addressed in specific standards for record-keeping, the general industry, shipyard employment, marine terminals, and the construction industry. Click here for more information.

Attention NorCal NECA Members
Consider Joining One of These Committees!
Codes & Standards Committee and East Bay Uniform Code Committee: These committees are designed to advance the cause of electrical safety and help improve the quality of electrical construction. Both committees are dedicated to providing a monthly forum where contractors, and electrical inspectors are exposed to current code practices, education, news and events. Meetings are held every 3rd Tuesday beginning at 4:30PM, June, July and August.
Member Services Committee: New in 2015, the Membership and Management Services Committee will combine into one cohesive committee called Member Services. This committee is tasked with providing quality educational programs for our contractors, organizing events and activities, recruitment, Project Excellence Awards, leadership, and various other membership activities. This committee currently meets quarterly at noon at the Chapter office, Dublin.
Joint Safety Committee: This joint committee of NECA/IBEW Local 595 is tasked with recommending safe work rules as established by OSHA, as well as various other safety related events and programs. The committee meets on the last Wednesday of each month at 4:30PM at the Chapter office, Dublin.
The chairpersons of our committees are appointed by our Chapter president or Division Chairs. We welcome the recommendations of committee chairs as well as hearing from you directly. Please contact us and let us know if you are interested in serving. We're excited about what 2015 will bring and look forward to new participation and ideas!

California Electricians Certification Exam
Class at the ZNE Center
Attention! There is still time to sign up for the State Certification Exam preparation class at the Zero Net Energy Center this week instructed by Joe Buhowski. This four night session class starts Tuesday, November 11th through Thursday, November 20th from 5:00 - 8:00PM
at the ZNE Center in San Leandro.
