Last legislative session, House Joint Resolution 1003 was passed unanimously in both the House and Senate with the support of the Governor, the Regents and the Technical Institutes. This bill started the process of amending the constitution (Amendment R on the ballot) to include the recognition of the Technical Institutes as having the primary responsibility for recruiting and training our skilled workers. For the first time, they will be constitutionally recognized as having the mission of providing the certificates and degrees associated with skilled workers. This Amendment will provide the foundation for subsequent actions that will give them a seat at the table for direct input for State budgeting and policy instead of through the State K-12 Board of Education and, most importantly, a voice for the skilled workforce we all depend upon!

As you know, getting an amendment passed takes a vote of the people and that is the challenge where we need your help. Many amendments do not pass the vote of the public in South Dakota simply because the public doesn't understand them so they vote "no".   In order to get Amendment R passed, a relatively expensive marketing campaign estimated to be around $500,000 has to be conducted to educate the voters as to the need for this fundamental change in support of the skilled workforce. We not only need funds to conduct the campaign for passage of this amendment, we need your political support by allowing the use of your company's name as a supporter of this amendment.
