Importance of Advocacy

"Thank you for your testimony but are there the other deaf people? We want to hear from them, too." (1990)

 

Legislators were right. What is ADVOCATE? Advocate is someone like you: 

 

1) To support the plan and promote the interests of people who are deaf, hard of hearing, and deaf blind and;  

 

2) To get a group of people involved in lobbying as representatives of the Deaf community.

 

To make your advocacy effective and efficiently: 

 

1)  Plan in the summer, fall and winter at your meetings to discuss and decide any legislative issues such as interpreter services, jobs, homeliness, or anything to enhance the betterment of community for deaf, hard of hearing, and deaf-blind.

 

2)  Meet with the Chair of Education, Health, or/and Human Services to share your issues with the Chair and work with the Chair & the staff to prepare drafting the bill to be introduced at the first Hearing.  

 

3) Plan the informational meetings on the legislative process with the Public Access Room (PAR) and the tour at the State Capitol.

 

4)  Go to the Opening Day at the State Capitol on the Third Wednesday of January every year. This is an important start to let the legislators know in advance about your bill to be introduced. Attend the opening sessions in the House or Senate chambers in the morning and visit the legislator's offices to introduce and share your story in the afternoon (briefly for 5 to 10 minutes). Thank the legislators for listening to you & the staff for the refreshments.  

 

5)  IMPORTANT: Having the chance to meet the legislators of BOTH majority and minority parties face-to-face is the most effective way to get your message across. (NOTE: The majority party is the one that the Governor is elected and the minority party is not.)  

 

6)  Letters, phone calls and emails are also good way to contact your legislators of your district. Contact the PAR at (808) 587-0478 to find out who the legislators are in your Senate and House District #.

 

You already worked hard work by:

 

1) Having the Deaf Rally at the Department of Human Services building; 

 

2)  Marching to the State Capitol; 

 

3)  Meeting with the Governor and legislators;

 

4)  Testifying for your rights and most importantly; 

 

5)  Being on the TV news!

 

Lastly, as your advocate, it is my opportunity to applaud your hard work at the legislature. You are now the leaders, not the followers. You are the advocate. Your job is to make sure that the Comprehensive Services Center continues its operation with State funds.  

 

Remember, you are the winner, not the quitter.  Now it is the time to begin my new life to be with my grandchildren in Kentucky and Maryland.  

 

I'll definitely miss you but will always treasure my precious memories working with you all and will visit you someday soon.

DCAB thanks...

The Disability and Communication Access Board expresses gratitude to former Program Support Technician, Jacob Dalton for his work with DCAB.  We wish him well in his pursuit for a Bachelor's degree from the University of Hawaii at Manoa.  

 

DCAB is still in the process to hire a Program Support Technician. The Program Support Technician provides administrative support to DCAB's communication access services that includes assisting with the testing of sign language interpreters, aggregating test results, and maintain the statewide database of communication access providers.

Hawaii Quality Assurance System
Continuing Education Program

The Disability and Communication Access Board is seeking a web designer/programmer to consult with the Communication Access Specialist, Kristine Pagano and develop the Hawaii Quality Assurance System Continuing Education Program website.

Comprehensive Services Center

The Department of Human Services, Division of Vocational Rehabilitation (DVR) established a Comprehensive Services Center (CSC) for Deaf, Hard of Hearing and Deaf-Blind.  DVR invited the community to a blessing of the CSC new office located at 200 N. Vineyard Boulevard, Suite 501 in Honolulu, Hawaii on March 28, 2014. 

The CSC currently offer five (5) classes for DVR clients.  The five instructional classes are American Sign Language, English, Math, Social Skills and Technology.

CSC to offer community workshops for free!

The Department of Human Services, Division of Vocational Rehabilitation (DVR),  Comprehensive Services Center (CSC) contracts with Signs of Self, Inc. (SOS) to provide free community workshops for the Deaf, Hard of Hearing and Deaf-Blind. 

A series of community workshops will be held from April to June 2013.  The first workshop entitled, Microsoft Access (The Next Level) will be held from April 8 to May 29, every Tuesday and Thursday nights from 5:00 p.m. - 6:30 p.m. The class is limited to five students who are deaf, hard of hearing and deaf-blind.  This course will focus on how to use Microsoft Access that includes, Microsoft Word, Microsoft Excel, Mircosoft Power Point and Microsoft Access.  Attached is the flyer in Word document, please click the SOS Community Workshop Flyer.

Hawaii Quality Assurance System (HQAS) 

The Hawaii Quality Assurance System (HQAS) was established in 2000 and offers sign language interpreters who do not hold national certification an opportunity to obtain credentials valid within and recognized by the State of Hawaii. 

 

The 2014 test schedule are:

April 21 and 22, 2014
Deadline to apply is March 10, 2014 

 

Two or more candidates who live on the neighbor islands may take the HQAS or HQAS+H test on their respective island, pending available funding.
