State and Federal Legislation Session 2013
The 2013 Hawaii State Legislation Session is coming to an end. It's been a busy session. The DCAB monitored legislative bills relating to people with disabilities. The Standing Committee on Communication Access monitored the Comprehensive Deaf Services bill. Currently the H.B. 1430 has passed the Senate and is now HB 1430, HD2, SD2, CD1 with an appropriation of $400,000. The bill is awaiting signature by the Governor. http://www.capitol.hawaii.gov/measure_indiv.aspx?billtype=HB&billnumber=1430&year=2013Federal legislative news: The Captioning and Image Narration to Enhance Movie Accessibility (CINEMA) Act is on its way to amend Title III of the Americans with Disabilities Act (ACT) to require move theater complexes or two or more theaters to make captioning and video description available for all films at all showings.
The Air Carrier Access Amendments Act would amend the Air Carrier Access Act to require air carriers make captioning and video description available for visually-displayed entertainment programming, live televised events, recorded programming, and motion pictures that is available in-flight for passengers. The bill would authorize the U.S. Access Board to promulgate accessibility standards for individuals with disabilities to operate touchscreen or other contact-sensitive controls independently.

American Sign Language Videos
Two (2) educational online videos about the Americans with Disabilities Act in American Sign Language (ASL) are posted online at www.dcabasl.com
The first video, entitled "Americans with Disabilities Act Title III - Effective Communication in Medical Settings," showcases a Deaf woman requesting a sign language interpreter for her doctor's appointment and asserting her rights by educating her doctor about the Americans with Disabilities Act.
The second video, entitled "Americans with Disabilities Act Title III - Effective Communication in Medical Settings," showcases a Deaf man researching with his medical insurance company about provisions of sign language interpreters for his medical appointments. With the information he learned about his medical insurance coverage, he makes a dental appointment and educates the dentist office about the Americans with Disabilities Act and his medical insurance coverage.
DCAB is currently finalizing the last educational video that focuses on communication access to obtaining a driver's permit and license.

Interpreting in Behavioral Health Settings Seminar
The Disability and Communication Access Board sponsored the "Working Effectively with Sign Language Interpreters in Behavioral Health Settings" on April 19, 2013 from 9:00 a.m. to 12 noon in Honolulu, Hawaii.

The seminar featured Belinda McCleese, Deaf Services Coordinator at the County of Orange Behavioral Health Services, Multicultural Development Program.
Participants left the seminar with a better understanding of mental health issues upon the deaf and hard of hearing population, the role of an interpreter, and awareness of the importance of a clinician briefing with an interpreter before and after a session. The goal of the seminar was to provide guidelines on how to effectively work with sign language interpreters in the mental health setting.
Feedback from clinicians and professionals whose clients are deaf and hard of hearing would like a follow up seminar.

Workshops for Sign Language Interpreters
The Disability and Communication Access Board, Kapiolani Community College - American Sign Language Interpreter Program, Hawaii Registry of Interpreters for the Deaf Inc., and Hawaii Interpreting Services co-sponsored the April 19 and 20, 2013 workshops for sign language interpreters at Kapiolani Community College.
The first workshop, entitled "The Value of Ethics," presented by Belinda McCleese and Patty Sakal on April 19 from 6:00 p.m. to 9:00 p.m. provided an opportunity for sign language interpreters to explore their own value of ethics and how to apply the ethics in their profession.
The second workshop, entitled "Interpreting in the Mental Health Environment," presented by Belinda McCleese on April 20 from 8:30 a.m. to 5:00 p.m. provided interpreters the opportunity to develop and increase knowledge in the interpreting and mental health field.
Continuing education units were provided to assure the public that interpreters are trained with the necessary skills to meet the definition of a qualified interpreter under the Americans with Disabilities Act in providing effective communication.
The feedback from the workshops were so positive, that the DCAB will sponsor two more workshops for sign language interpreters to address emerging topics in the next fiscal year.

Hawaii Quality Assurance System (HQAS)
The Hawaii Quality Assurance System (HQAS) was established in 2000 and offers sign language interpreters who do not hold national certification an opportunity to obtain credentials valid within and recognized by the State of Hawaii. The next HQAS test is May 30 and 31, 2013.
The deadline to apply is May 16, 2013. Two or more candidates who live on the neighbor islands may take the HQAS or HQAS+H test on their respective island, pending available funding.
