Legislative Session 2013

American Sign Language Videos
A series of educational online videos about the Americans with Disabilities Act in American Sign Language (ASL) are almost complete.
The first video entitled, "Americans with Disabilities Act Title III - Effective Communication in Medical Settings" is posted on the Disability and Communication Access Board website and YouTube. The link is:

Our office and committee members received many praises about the online video. Many look forward to the next two videos that are in the editing stages to include audio description for the blind and people who have low vision.

Workshops for Sign Language Interpreters
The Disability and Communication Access Board, Kapiolani Community College - American Sign Language Interpreter Program, Hawaii Registry of Interpreters for the Deaf Inc., and Hawaii Interpreting Services will co-sponsor the March 15 and 16, 2013 workshops for sign language interpreters at Kapiolani Community College.
The purpose of the workshops is to provide interpreters in the community the opportunity to develop and increase knowledge and competency in the interpreting field while maintaining their credential. Continuing education units are provided to assure the public that interpreters are trained with the necessary skills to meet the definition of a qualified interpreter under the Americans with Disabilities Act in providing effective communication.
The workshops registration, agenda, location and times will be announced in our next E-News. Please reserve the March 15 and 16 dates, if you are interested in participating.

Division of Vocational Rehabilitation Information
The Department of Human Services, Division of Vocational Rehabilitation Services (DVR) announced their agency's name change from Vocational Rehabilitation and Services for the Blind Division to Division of Vocational Rehabilitation Services. The name change reduces confusion that any person with a disability not only the blind can receive vocational rehabilitation services.
The Division of Vocational Rehabilitation Services issued one Request for Proposal, HMS-802-1403 Job Placement and Retention Services for the Deaf on Oahu. The deadline to apply is January 14, 2013. For more information, please visit the website:

The Deaf and Hard of Hearing Advisory Board (DHHAB) supports the establishment of a Comprehensive Deaf Center to improve the quality of life and increase the statistics of employment for the Deaf, Hard of Hearing and Deaf-Blind.
The DHHAB will work with DVR to establish a Comprehensive Services Center.
The Pacific Basin Rehabilitation Research and Training Center received $300,000 to provide classes for DVR Deaf and Hard of Hearing clients to improve American Sign Language, English and Math skills necessary for employment.

Emergency Text to 9-1-1 Information
On December 12, 2012, the Federal Communications Commission (FCC) proposed to require all wireless carriers, including certain providers of text messaging applications, such as iMessage, to make it possible for consumers to send emergency text messages directly to 9-1-1. However, there are 9-1-1 centers that are not ready to accept text messages.
The four largest wireless carriers, Sprint Nextel, AT&T, T-Mobile, and Verizon, voluntarily committed to make 9-1-1 text messaging possible by May 15, 2014. Text to 9-1-1 trials were implemented in Black Hawk County, Iowa; City of Durham, North Carolina; and State of Vermont.
The FCC will require by June 30, 2013, an automated "bounce back" error message to consumers who send text messages to 9-1-1 centers that are not ready to receive texts.
This means, after June 30, 2013, if you have an emergency and send a text message to a 9-1-1 center that does not have the ability to accept texts, you will receive a text message that explains to reach 9-1-1 in another way.

Hawaii Quality Assurance System (HQAS)
The Hawaii Quality Assurance System (HQAS) was established in 2000 and offers sign language interpreters who do not hold national certification an opportunity to obtain credentials valid within and recognized by the State of Hawaii. The next HQAS test is January 17 and 18, 2013. The deadline to apply is January 3, 2013. Two or more candidates who live on the neighbor islands may take the HQAS or HQAS+H test on their respective island, pending available funding.
