Is Government Regulation Necessary for 
America's Water Quality?

Your answer to that question may stir up strong feelings depending on a bunch of different factors. Regardless, I would argue that many of our regulations are necessary if properly applied.

Those who want less regulation argue that if you remove government restrictions, the free market will force businesses to protect consumers, provide superior products or services, and create affordable prices for everyone. Does this perspective properly consider water quality protection?  
There's no question in my mind that "most government" is inefficient and creates a big bureaucracy that unnecessarily increases the cost of doing business for everyone. Is this true when it comes to protecting our water quality?

Those who argue that government regulations are necessary to protect consumers, water quality and the general public claim that corporations are not looking out for the public's interest in the short term and long term, and that it is precisely for this reason that regulations are required. How does this apply to water quality protection?

Demonstrating ones "intent to comply" with the NPDES Permit and other federal, state and local requirements will protect our watersheds, as well as our pocket books in the future.
