As the California drought worsens, some communities such as Orange County, San Diego and the Silicon Valley are expanding water recycling programs, and support for "toilet to tap" programs appears to be growing from a once-squeamish public.
"Because a lot of communities are running out of water, they sort of have to explore all their options". "Recycled water is certainly one piece of the puzzle, but it's probably not going to be the answer to solve everybody's problem."
The Silicon Valley Advanced Water Purification Center, located in San Jose, began operations last year and produces up to 8 million gallons per day of purified water from wastewater. The facility was built at a cost of $72 million in a partnership between the Santa Clara Valley Water District (SCVWD) and the city of San Jose. The facility treats wastewater that would otherwise go into the San Francisco Bay for use as reclaimed water in irrigation, construction and industrial uses. They eventually hope to use some of the purified water to refill groundwater sources.

Is it because the liklihood of getting fined or sued is so low that it's a better bet to not comply with the permit? Who knows....really!? ENVIRONMENTAL GROUPS TARGET LEAD WEIGHTS

Mortality in some waterfowl species, notably the common loon, has been linked to ingestion of lead fishing tackle and has prompted the imposition of bans on the sale and/or use of lead fishing tackle in several states and on National Park Service lands.
A provision to prohibit federal funds from being used to regulate lead fishing tackle and ammunition under the Toxic Substance Control Act (TSCA) was included in the 2014 federal spending bill. The temporary legislative fix provided in the federal spending bill supports and reinforces the Environmental Protection Agency's (EPA) previous decisions and will aid ASA in its efforts toward a permanent solution. While the EPA has consistently rejected these petitions, a permanent fix is needed to prevent an unnecessary ban from being approved.
The Hunting, Fishing, and Recreational Shooting Sports Protection Act (S. 225), introduced on January 21, 2015, may be the long-term fix that is necessary. This legislation will ensure that any future regulations on fishing tackle are established based on scientific data, not unjustified petitions.

SENATORS TARGET OBAMAs WATER RULE
Is balance possible when it comes to water? Is a "common sense" approach to dealing with drought and water use between states a pipe dream, or can we all figure this thing out without politicians making it a special interest nightmare?
A bipartisan group of senators introduced a bill Thursday to force the Obama administration to try again in its regulatory effort to define the federal government's power over streams, wetlands and other waterways.
The legislative effort goes further than previous Republican-led attempts to overturn the Environmental Protection Agency's (EPA) Waters of the United States rule, giving the agency specific instructions and a deadline for how it should write a new rule.
Republicans and centrist Democrats backing the bill by Sen. John Barrasso (R-Wyo.) said it would strike the right balance in defining the federal government's jurisdiction under the Clean Water Act.
"The legislation basically gives the EPA the direction that I believe it needs to write a reasonable rule that will truly protect America's navigable waterways and adjacent wetlands," Barrasso said at a Thursday news conference unveiling the bill.
"By striking the right balance, we're going to keep our waterways safe and pristine, and allow them to be used as natural resources," he said.
