USEPA SUED to ACT
on STORMWATER RUNOFF LAWS
Many in the regulated community will tell you that the USEPA over enforces environmental regulations, when in fact the reigns are held rather tight against enforcement with more of a focus on education and outreach. Many environmental protection groups believe the USEPA is not enforcing them enough. Seeking again to force Uncle Sam's hand, environmental groups are demanding a court-ordered deadline for federal rules to control runoff from construction projects and developments.
"This inexcusable delay in obeying a clear court order is, unfortunately, all too typical of EPA foot-dragging on the crucial stormwater pollution problem," said NRDC senior attorney Larry Levine. "The agency has repeatedly promised a much-needed update of all its stormwater protections, and repeatedly failed to come through."

What is a
FLOATING SURFACE SKIMMER?

We're still getting alot of questions about this thing called a "Floating Surface Skimmer", so here it is again for your reading pleasure!
Sk - FLOATING SURFACE SKIMMER
A floating surface skimmer is a buoyant device that releases and/or drains water from the surface of sediment ponds, traps or basins at a controlled rate of flow. It "skims", or dewaters, from the water surface where sediment concentrations are at a minimum in the water column instead of draining from the bottom where sediment concentrations are their highest, and drains to a riser or the backside of a dam.
The US EPA, Georgia EPD and every other state in the country now require the use of a surface water skimming devices on all temporary sediment ponds on NPDES Permitted sites during construction. If a SWPPP designer believes it's "infeasible" and will not work on any given project, a thorough explanation for avoiding it's use must be submitted to the regulatory plan reviewer. In Georgia, the plan reviewer is the Local Issuing Authority with an MOA or other Level 2 Certified Design Professional or Plan Reviewer.
