California HME Update
Update on Medi-Cal Claw Back Timing
Since the final state budget did not provide relief on the claw back or retroactivity of the 10% provider rate cut for DME and medical supplies, CAMPS has contacted DHCS to determine when providers may see the process begin. In  communication last week we were told that any claw back would not likely occur until at earliest the end of 2014. It could be later than that. We will stay in touch with DHCS and alert you to implementation and the specifics of the recoupment, i.e. earlier communication indicated would be done over a 24 month period. The longer this is delayed the more opportunity there may be for a change of heart by the Governor.

New Delays for Some Counties on Duals Transition

DHCS announced today that there will be a delay in enrollment for Dual Eligibles, otherwise known as the MediConnect program. Enrollment in Alameda and Orange counties is now delayed until July 1, 2015. You might remember that CalOptima had issues of quality metrics in the CMS review that resulted in an initial delay. In addition, the Alameda Alliance has experienced financial solvency issues of late and the Department of Managed Health Care recently appointed a conservator to oversee the financial solvency of the entity.
