Implementation of Catalogue Page for Medi-Cal

As a result of the signing of CAMPS sponsored legislation SB 728 (Negrete- McLeod) the requirement to submit a catalogue page from 2006 on claims submission for By Report DME items for Medi-Cal will be eliminated. DHCS had a public comment period in December. The proposal stated that providers would also need to submit the invoice from the manufacturer. CAMPS objected to that new requirement and it has been deleted from the final policy instructions. DHCS has provided us with the following schedule for implementation; - The effective date is January 1, 2013.
- The projected implementation date is May 16, 2013.
- Claims received for dates of service on or after January 1, 2013, will be reprocessed using the new catalog page requirements.
- A provider bulletin will be published around May 15, 2013.

Update of Medi-Cal 10% Provider Rate Cut
|
There is no news yet on the petition filed by CAMPS and the provider coalition to request an en banc review of the Ninth Circuit Court of Appeals panel decision to reverse the provider rate cut injunction. We should be hearing fairly shortly. In the meantime we are joining with other coalition partners to sponsor a bill to prohibit the retroactive application of the cuts to June 1, 2011 should our legal challenge fail. We expect that amendments to an existing Senate bill will be made next week when the Legislature reconvenes. When that happens we will share the bill number and Senate author. This will be a challenge since the Governor has shown no interest in not pursuing retroactive application and has included an ongoing savings in the 2013-14 budget proposal of $640 million.
