CALIFORNIA STATE LEGISLATURE NARROWS LIST
OF BILLS IMPACTING THE BUSINESS COMMUNITY

The California State Legislature returned from its summer recess on July 14 to consider action on 21 legislative bills that could negatively impact the state's business community. Among the list of proposed "Job Killer" bills compiled by the California State Chamber of Commerce during the first half of the legislative session, they identified 14 bills that could negatively impact the state's fragile recovery from the national recession that has slowed the entire national economy.
The Alhambra Chamber of Commerce Board of Directors has communicated its opposition to many of these bills and has recommended that our local state legislative representatives oppose their approval and signature by the Governor.
In addition to the these 14 bills that have now moved on for final action by the companion legislative body and signature by the governor, there are also seven proposed constitutional amendments that all deal with lowering the vote requirement for tax increases by the state legislature from the current two-thirds to only 55%.
One or more of these amendments could appear on a future ballot making it easier for future tax increases to be approved by our Sacramento based legislators. The Governor has until Sept. 30 to sign a bill into law. The Alhambra Chamber of Commerce opposes the lowering of the vote requirement for tax increases proposed by our state legislative representatives.

Gary Frueholz, Dilbeck Real Estate Agent
Gary Frueholz and Dilbeck Real Estate
Alhambra is a crossroads city in many respects. Culturally and economically, Alhambra spans a myriad of worlds. And certainly in real estate this is true for our city. Alhambra not only has residential real estate but also commercial properties, industrial zoned land, and multi-unit apartments.
A realtor with a skill set and experiences that address this diversity is Gary Frueholz at Dilbeck Real Estate. Although known locally for residential transactions, Mr. Frueholz has a background in real estate development and international transactions.
"Rarely do you see a city as culturally and economically diverse as Alhambra," he said. "This creates opportunities for people looking for a wonderful place to live and also for business."
Mr. Frueholz recently received his certification as a Certified International Property Specialist (CIPS) from the National Association of Realtors. Dilbeck Real Estate supports its agents in obtaining this certification by providing partial reimbursement of fees.
This designation is fitting for Mr. Frueholz since he has previously worked in real estate development in Asia during the 1990s with large regional real estate organizations such as Maeda Pacific Construction and the Government of Guam. Mr. Frueholz also has a Masters Degree in Real Estate Development from the University of Southern California and is a past member of the Alhambra's Planning Commission.
While in United States Territory of Guam, Mr. Frueholz was the project manager for a project which constructed affordable housing for typhoon victims. "The homes we built in Guam had to withstand winds of 230 miles per hour," added Gary. "We worked with organizations such as the Federal Home Loan Bank of Seattle and FEMA."
Alhambra's economic diversity has provided Mr. Frueholz opportunities to use his real estate development background at Dilbeck Real Estate and also in his service during past years as an Alhambra Planning Commissioner.
Gary's areas of expertise include guiding projects through the entitlement process, calculating return on investments, real estate construction financing, conceptual planning, and meeting with city agencies.
Currently, Mr. Frueholz connects to the local community through being a member of the Rotary Club of Alhambra, the Pasadena Tournament of Roses Association, and the First Baptist Church of Alhambra.
"Alhambra's diverse qualities create opportunities," Mr. Frueholz added. "When you least expect it, opportunities present themselves."
