ALHAMBRA CHAMBER OF COMMERCE BOARD OPPOSES
STATE PROPOSED ANTI-BUSINESS LEGISLATION
By Owen Guenthard, Legislative Affairs Director
At the June Board of Directors meeting, the Alhambra Chamber's leadership voted to unanimously oppose two bills currently before the California legislature in Sacramento.
The more onerous of the two bills is Assembly bill 2416 by Assemblyman Stone from Scotts Valley in central California. This bill was first introduced as an effort to prevent wage theft; but it has morphed into an unfair precedent in the wage-and-hour arena by allowing employees or anyone authorized by the employee to file liens on an employer's real or personal property, or property where work was performed based upon alleged-yet-unproven wage claims. The type and number of liens that may be filed is overwhelming; and the bill could severely disrupt commercial and personal real estate markets.
The second bill opposed by the Chamber's Board was Senate bill 1021 introduced by State Senator Wolk from Davis. This bill discriminates against commercial property through a split roll by allowing school districts to impose a higher parcel tax on commercial properties based upon use or square footage thus allowing layers of new taxes on commercial versus residential property. This is felt by many observers to be another end run around California's Prop 13.
In a related matter, the California Chamber of Commerce recently released their list of "Job Killer" bills and the voting records of our California legislative representatives. Alhambra's two state legislators, Senator Kevin de Leon and Assemblyman Ed Chau both opposed all the recommendations by the California State Chamber of Commerce.
On a positive note, the Alhambra Chamber board voted to support the recommendation of San Gabriel Valley Economic Partnership to add the Azusa to Claremont segment to the long over due Gold Line Transportation Plan.

West Main Animal Hospital, Alhambra, celebrated its 33rd anniversary in May. Owner veterinarian Dr. Laszlo Frics holds one of his favorite patients.
West Main Animal Hospital celebrates 33rd anniversary
For 33 years, pets have been receiving quality health care, with a bonus of love and compassion, at West Main Animal Hospital, 2216 W. Main St., Alhambra.
Veterinarian Dr. Laszlo Frics bought the hospital from veterinarian Dr. George Wilson, who had owned it since 1978, on May 4, 1981. West Main Animal Hospital became a member of the Alhambra Chamber of Commerce as soon as they opened.
Dr. Frics' father was a veterinarian, which greatly influenced his decision to become a vet. "The more I'm in this field, the more I feel I made the right decision," he said. "The human-animal bond and how medicine helps animals and also helps to extend their lives is exciting and keeps me motivated. Also, the people who come in here are just so nice."
There are three other veterinarians at West Main Animal Hospital: Dr. Gabrielle Fisher, Dr. Phillip An, and Dr. Scott Sloan.
"The doctors are extremely progressive in their field," said Registered Veterinary Technician and Office Manager Gracie Patino. "I have been here for 33 years and have seen the progression of veterinary medicine and where the profession itself has gone." The staff shares Dr. Frics' commitment and has been with him for years.
"I enjoy working and growing in such a loving and supportive environment," said Veterinary Technician Cathleen Ganzzino.
"Since I walked through those doors in 2008 and started working as a kennel attendant, I knew right away, and with certainty, that I wanted to be just like Dr. Frics," said Dr. An. "He always arrived to work with a big smile on his face, and he genuinely treated all of his staff like his own family. It's now five years later, and I would not want to be anywhere else but here. I am so blessed to have found such a wonderful boss, mentor, and friend."
Receptionist Amparo Iglesias added, "Apathy is so common these days; it is nice to have a boss who is passionate about his work and compassionate about his patients, our pets."
The clients agree with the hospital's staff. "Dr. Frics and his staff are the best around," said client Pat Payne. "He takes such good care of our animals."
"They are fantastic," added client Bill Gravitt. "They have excellent staff and doctors, and they are all very caring and professional."
Dr. Frics was asked once when he planned to retire. His answer was, "I'm retired already, but I come to work every day because I love it." That's real dedication.
West Main Animal Hospital's hours are 9 a.m. to noon and 2 p.m. to
6 p.m., Monday through Friday and 9 a.m. to 3 p.m. on Saturdays.
