State Legislators vote along party lines on business issues
By Owen Guenthard, Legislative Affairs Director
The California State Chamber of Commerce recently released their tally
of the Senate and Assembly voting records on 14 major Chamber priority bills addressed during the first year of the 2013-2014 legislative session. This was the 39th such report that attempts to measure the performance of legislators on a group of important bills significantly affecting member companies and local chambers, as well as small and large companies. The report appeared in the Nov. 8, 2013, issue of the California State Chamber of Commerce Alert publication.
The report is an attempt to measure the attitudes of legislators toward private enterprise, fiscal responsibility, and a general positive business climate. The 14 major bills considered fall into five general areas of concern: civil litigation, economic development, environmental regulation, health insurance costs, and labor and employment mandates. The summary of the legislature voting results were as follows:
Voting 80% or more with the Chamber:
Senate - (R) = 12 (D) = 0
Assembly - (R) = 25 (D) = 0
Voting 60% - 79% with the Chamber:
Senate - (R) = 0 (D) = 2
Assembly - (R) = 0 (D) = 3
Voting 40% - 59% with the Chamber:
Senate - (R) = 0 (D) = 3
Assembly - (R) = 0 (D) = 16
Voting less than 40% with the Chamber:
Senate - (R) = 0 (D) = 23
Assembly - (R) = 0 (D) = 35
Alhambra's two local state representatives' voting records went along the general trend of the total senate and assembly voting patterns. Both elected representatives voted less than 40% of the time in support of
the state Chamber's 14 key bills.

In fairness, an analysis of a legislator's overall attitude toward business issues cannot be measured solely on a small select group of 14 bills. The fact that many anti business bills are stopped before they reach the floor for a vote and are rejected in policy or fiscal committees are also very important considerations. This report of voting records does not capture these actions and the literally thousands of votes cast on thousands of proposed laws over the period of a Sacramento session.

What are the Duties of a Chamber of Commerce
Board Member?
 |
Joe Pavon, Al's Towing
|
It has been a pleasure to serve on the board of directors for the Alhambra Chamber of Commerce over the last decade and also as Chamber president for 2006-2007. The Chamber's commitment to excellence is evident by the willingness to assist emerging businesses while continuing to support already established businesses throughout Alhambra. Our Chamber continues to focus on a healthy economic future for Alhambra businesses while also serving as voice for the business community.
In addition, the synergy created among city officials and Chamber members is priceless. Communication among city officials and our members creates a partnership that strengthens our city as a whole. With more than 415 members, the Alhambra Chamber of Commerce will continue to enhance its role of business guardian in our community for many years to come.
My experience with the Alhambra Chamber of Commerce has assisted my growth both personally as well as professionally. Furthermore, I urge anyone with interest to visit with us at the Chamber and to assist as an Ambassador or future board member.
