A new UN code of practice, requiring container weights to be verified before shipping, will come into force in July 2016. The new regulation is relevant and critical to the entire supply chain. Under-declaration of container weights, or unsafe loading, has been responsible for many serious truck accidents, freight claims, and was also implicated in the sinking of the MSC Napoli in 2007. |

FMCSA Announces Electronic Logs Mandate
Rule Scheduled for Official Publication December 11

By early December 2017, an estimated 3 million commercial drivers will have thrown out their paper logbooks. A long-anticipated rule requiring electronic logging devices for truck and bus driver hours of service was announced Thursday morning. "Since 1938, complex, on-duty/off-duty logs for truck and bus drivers were made with pencil and paper, virtually impossible to verify," said U.S. Transportation Secretary Anthony Foxx. "This automated technology not only brings logging records into the modern age, it also allows roadside safety inspectors to unmask violations of federal law that put lives at risk." An electronic logging device, or ELD, automatically records driving time. It monitors engine hours, vehicle movement, miles driven, and location information. Although many fleets already are using some version of electronic logbooks, the agency estimates making them mandatory will save 26 lives and prevent 562 injuries each year. Truck and bus drivers who currently use paper log books must adopt ELDs within two years. The agency estimates about 3 million drivers will be affected. Motor carriers that are already using electronic log systems compliant with current federal rules (defined as Automatic On-Board Recording Devices, or AOBRDs) have an extra two years to switch over to the new ELD requirements. The rule permits the use of smartphones and other wireless devices as ELDs, so long as they satisfy technical specifications, are certified, and are listed on an FMCSA website. Canadian- and Mexican-domiciled drivers will also be required to use ELDs when operating on U.S. roadways.

FMCSA Removes CSA Data from Public View -
The Federal Motor Carrier Safety Administration has announced that, as of Dec. 4, "much of the information previously available on the FMCSA website related to property carrier's compliance and safety performance will no longer be displayed publicly."
The agency said the action was taken in light of Congress passing the Fixing America's Surface Transportation (FAST) Act highway bill on Dec. 3. FMCSA stated that while it is not prohibited from displaying all of the data from its Compliance, Safety, Accountability program, no information will be available for motor carriers "while appropriate changes are made."Per the bill's text, the FAST Act reforms the Compliance, Safety, Accountability program by requiring a "thorough review and reform of the current enforcement prioritization program to ensure that FMCSA's Compliance, Safety, Accountability analysis is the most reliable possible for the public and for enforcement purposes."Following reviews by the GAO, the Department of Transportation Inspector General and various law enforcement organizations, the Act requires that FMCSA analysis of enforcement data be temporarily removed from public websites on the day after enactment, until the agency has completed reforms required by this Act. Enforcement and inspection data reported by states and enforcement agencies will remain available for public view."
NY-NJ's GCT Bayonne Plans Truck Appointments -
The GCT Bayonne expects to pilot the Port of New York and New Jersey's first truck appointment system in the first half of 2016. As ports struggle to handle volume surges from large ships, there's increased interest in the use of appointment systems to even out the peaks and valleys of truck arrivals. Many port truckers say truck appointments at terminals would be unworkable unless terminals can provide reliable turns times. Truckers worry they will be penalized if they miss an appointment because they were delayed by road traffic or delays during an earlier call at another terminal. "The key to winning trucker acceptance of appointments will be making sure that the system is usable and that they know we have their interest in mind", said Richard Cecil, VP Information Technology at GCT USA, operator of GCT Bayonne, previously known as Global Terminal. The Port of Virginia is also working to implement an appointment system next year. U.S. Import Volume Forecast to End Year with a Whimper -
U.S. retailers expect import volume to slip 0.1% year-over-year in December. December imports will hit 1.4 million twenty-foot equivalent units, capping a year of 5.5% more volume than in 2014. The forecast of lackluster growth reflects retailers attempts to balance high inventory and inventory-to-sales ratios, reduced demand for winter clothing because of warmer than usual weather and holiday shopping demand. Retail sales have been slower than expected, with retail sales up 0.1% year-over-year in October, while total inventories rose 2.5% in September from August, according to the most recent Department of Commerce statistics.

Holiday Food Drive Kicks Off December Fun
CS Employees Partner Once Again with Youth Villages and Food Bank
At Cornerstone, we feel strongly about taking care of our customers, our employees and the communities in which we live. We recognize the importance of sharing resources through donations of time, money and efforts to those who are in need.
Mid-South Food Bank Holiday Food Drive:
The entire month of December at Cornerstone's HQ office in Memphis, TN is dedicated to the Mid-South's Food Bank Holiday Food Drive. This non-profit organization serves more than 300 charitable feeding programs in 31 counties across three states (West Tennessee, North Mississippi, East Arkansas). For every non-perishable food item donated to the food bank, employees earn one day of wearing jeans to work. The food drive is in full swing with non-perishable food items stacking up in the hallways. Employees love wearing jeans to work and helping others in the process. This years goal is to donate more than 2,351 items (to beat our 2014 count). If we reach our goal, all employees at HQ will receive two free movie passes.
Youth Villages "Holiday Hero" Program:
Youth Villages is a private nonprofit organization dedicated to helping emotionally and behaviorally troubled children and their families live successfully. Some children do not have families and would not have Christmas without support of this program. Youth Villages makes sure every child receives holiday gifts by having them fill out a wish list. "Holiday Heroes" sponsor a child by purchasing/wrapping $100 worth of gifts from the child's wish list, or by sending a $100 cash donation so that Youth Villages can fill their wish list. Cornerstone has proudly participated in the "Holiday Hero" program since 2007. This year we are excited to say that Cornerstone employees sponsored 42 deserving children, helping them have a very Merry Christmas!
Ugly Christmas Sweater Contest:
And to add even more holiday cheer, Cornerstone employees held their second annual Ugly Christmas Sweater Contest at the Memphis/HQ office. Participants were creative, colorful and a few were downright hilarious.
Anital Vidal took top honors as her rendition of a Christmas Tree.
