The Port of Virginia Launches New Terminal System
Navis N4 Terminal Operating System Now at Norfolk NIT
The Port of Virginia successfully launched the Navis N4 Terminal Operating System (TOS) this past weekend at Norfolk International Terminals (NIT) without any disruptions in operations, wrapping-up an intensive two-year preparation effort.
"All operations are proceeding as planned," said John F. Reinhart, CEO and executive director of the Virginia Port Authority. "Our work on this project allowed us to launch two weeks ahead of our originally announced schedule. At NIT, we now have the technology infrastructure in place for a twenty-first century terminal operating system."
The critical 24-hour switch-over began at 7 p.m. on Friday, June 20, which marked the start of the migration of data, in a step-by-step process. At that point, all cargo and vessel operations were put on hold. At 8 a.m., a typical four-hour Saturday truck gate commenced and went along without issue followed by a start of rail operations at 1 p.m. and vessel operations at 7 p.m.
"There were no reportable incidents and the team was very comfortable in this new environment," Reinhart, said "Now the team is in the stage of building familiarity with the technology and based on their training and preparation, we are encouraged by the progress."
When compared with the current terminal operating system, N4 will provide some very real advantages. Most importantly, it replaces a 25-year-old legacy system that has reached the end of its usefulness. Operationally speaking, N4 will provide real-time visibility across all areas of the operation at NIT; it provides short- and long-term planning capability and is flexible, allowing features to be customized as demand requires.
For more than two years, the port's N4 team planned, trained and tested the system to ensure work in all areas of the operation run smoothly. Additional resources were in place at NIT for the launch and will remain there in the coming weeks continue to support the transition.
"Our goal was to make this a smooth transition for all stakeholders in The Port of Virginia and we achieved that very goal," Reinhart said. "We had vision, we were prepared and the benefits to all the port users and stakeholders are to come.
"We also want to thank all of our colleagues who worked so diligently to see this project through to such a successful start; this is a real testament to their professionalism, dedication and expertise."

U.S. Customs and Border Protection Issues Guidance for Potential Port Disruption -
Tuesday, June 24th, U.S. Customs and Border Protection issued procedures for a possible trade disruption that could cause major delays and diversions of vessel cargo arriving and departing from West Coast ports. These disruptions will occur unless the International Longshore and Warehouse Union and the Pacific Maritime Association, which represents shipping lines and terminal operators at 29 ports along the West Coast, agree on a new contract. The current contract between the Union and the Maritime Association will expire on June 30th. Click link to review instructions from CBP HQ. Guidance for Possible Strike
US railroads' intermodal traffic hits historic mark -
The volume of intermodal units traveling on U.S. railroads last week was the highest ever seen, the Association of American Railroads reports. U.S. carload and intermodal volume both grew for the week ending in June 14. A total of 270,243 intermodal units moved on U.S. railroads, up 0.2 percent from the previous week and 6.3 percent higher than the same week in 2013. Carload volume also grew, totaling 295,132 units, 0.8 percent higher week-to-week and 2.2 percent higher year-over-year. "Total combined U.S. traffic for the first 24 weeks of 2014 was 12.96 million carloads and intermodal units, up 4.4 percent from last year," AAR said.
NY-NJ port performance task force unveils report -
An industry group seeking ways to improve performance of the Port of New York and New Jersey has issued 23 recommendations covering chassis, trucking, communication, performance indicators, and more. The New York-New Jersey initiative is the most comprehensive of several recent efforts by ports to address productivity issues. Virginia launched a similar industry task force in response to delays at Hampton Roads terminals last winter. Port Metro Vancouver in British Columbia also has conducted a portwide efficiency review. The New York-New Jersey recommendations are the product of 3,000 hours of meetings over nearly six months by the task force and five working groups that focused on terminals, drayage, intermodal equipment, rail, and communications. The task force was announced in December in response to last year's summer-long gridlock at port terminals. Nearly 100 people representing 60 companies and organizations participated in the group and its committees. The recommendations will be discussed at an open forum July 15 in Newark.
Canadian truckers slam US plan to double border fees -
Canadian truck drivers are bristling at a U.S. proposal to more than double the fees they pay to authorities at the border.
Canadian truck drivers would see their annual transponder fees jump from $105 to $320 under a U.S. Department of Agriculture proposal to hike its Animal Plant and Health Inspection Services fees. Including the Customs and Border Protection fee, Canadian truck drivers would have to pay $420 annually to cross the border into the U.S. Trucks without a transponder would see the cost of making a trip to the U.S. rise from $10.75 to $13.50. The fees would apply to Canadian trucks that haul agriculture and food shipments, which must be cleared by the USDA, and to those hauling non-perishables. The USDA said the increase is needed to cover the cost of operating its Agriculture Quarantine Inspection program.
