Drayman Face Chassis Shortage in NY/NJ -

The Port of New York and New Jersey is being severely impacted by a shortage of chassis needed to deliver and pick up containers at marine terminals, according to drayage companies and forwarders/custom house brokers.     "There are no chassis available in the Port of New York," said Jeff Bader, the president of Golden Carriers and president of the Association of Bi-State Motor Carriers, a group that represents port truckers.  "Everyone's hoarding chassis, which they have to do in order to do their business. We're not going into a terminal unless we have a chassis to make a pick-up," he said.  "I'm getting calls from people I haven't gotten calls from in years, asking me for help to move freight. It's the perfect storm as they keep saying. There's not enough chassis, not enough labor. Everyone that's available to work is working.."   The port, like others around the country, has been severely impacted by winter weather and a dispute with the Waterfront Commission for New York Harbor about the hiring of additional workers, including workers who repair and maintain chassis.  Steve Schulein, a director at National Retail Systems, said that at a meeting of the bi-state association, "the majority of the truckers there were really up in arms about the condition and the lack of chassis."  Charles Riley, vice president at Steer Company and president of the New York/New Jersey Foreign Freight Forwarders and Brokers Association, said the shortage "does have a big effect" on importers, as some truckers are only able to get one move in a day at the terminals.

Container Imports Expected to Benefit From Retail Surge -
Import container volume in March is expected to reach 1.28 million TEU at major U.S. retail container ports, a 12.4-percent increase over March 2013, as retailers begin to stock up for spring and summer business, according to the monthly Global Port Tracker report.    Released today by the National Retail Federation and Hackett Associates, the report forecasts trends at ports in Los Angeles, Long Beach, Oakland, Seattle, Tacoma, New York/New Jersey, Hampton Roads, Charleston, Savannah, Port Everglades, Miami and Houston. "Retailers are bouncing back from the annual post-holiday slowdown and getting ready for the surge in activity that comes each year as the weather warms up," said Jonathan Gold, vice president for supply chain and customs policy at the NRF. "Congestion has been a problem for many ports during this slowdown, so operations will need to improve to handle the expected surge in the coming months."  Cargo movement at some ports has been slowed by a number of issues recently, including severe winter weather and shortages of labor and equipment.  The report forecasts that in the first half of the year, the same ports will handle 8 million TEU of imports, up 3.5 percent over last year. NRF is forecasting 4.1-percent sales growth in 2014, contingent on how Washington, D.C., policies on economic issues affect consumer confidence.  The report's volume forecast for months ahead is: April at 1.36 million TEU, up 5.1 percent; May at 1.44 million TEU, up 3.7 percent; June at 1.43 million TEU, up 5.3 percent; and July at 1.49 million TEU, up 3.4 percent.

FMCSA Proposes ELD (electronic logging devices) Mandate for Nearly All Trucks -

The Federal Motor Carrier Safety Administration on March 13 issued a revised proposal to mandate that electronic logging devices be installed in interstate commercial trucks and buses.

The requirement would help enforce hours-of-service rules, reduce paperwork burdens on carriers and ensure that drivers are not harassed, FMCSA said.  "By implementing electronic logging devices, we will advance our mission to increase safety and prevent fatigued drivers from getting behind the wheel," FMCSA Administrator Anne Ferro said in the statement. "With broad support from safety advocates, carriers and members of Congress, we are committed to achieving this important step in the commercial bus and truck industries."

In an effort to allay drivers' and motor carriers' fears, FMCSA said in its statement that the rule protects privacy because electronic logs would only be available to law enforcement or FMCSA during roadside inspections, compliance reviews and post-crash investigations.

Vancouver Port Strike Stops 90% of Container Truck Traffic -

Port Metro Vancouver says the disruption to its operations from a strike Monday by up to 400 container truck drivers and the non-unionized drivers who have joined them is having a dramatic effect on the ability of terminal operators to move goods.

"Goods are not moving and that is bad news for consumers and businesses," said Port Metro Vancouver president Robin Silvester.

Picket lines went up at nine separate locations around Metro Vancouver Monday, including the main port of Vancouver and Deltaport as well as at several trucking companies that carry containers to and from the port.  Silvester said there are currently no negotiations. Wages are not set by the port, he said, but by individual trucking companies.  The port said last week it was already feeling the effects of work stoppages that were then underway by some non-unionized truckers. On Monday, they were joined by up to 400 unionized truck drivers.
