Voter ID laws, new single member districts for the City of Austin, and the upcoming 2014 state elections have voting in the news lately.  The CAN Dashboard includes lots of information about local, state and national elections and efforts to increase voting participation.
Board to Focus on Diversity, Inclusion and Cultural Competence
Seton Board Chair Charles Barnett, Austin Police Chief Art Acevedo, AISD Superintendent Meria Carstarphen, and UT-Austin leaders to join the CAN Board of Directors for a discussion of the impetus, challenges and benefits of creating an organizational focus on diversity, inclusion and cultural competence.   The meeting at 1 p.m. on Friday, September 13th will be held in the Boards and Commissions Room of Austin City Hall.  The meeting will be televised and recorded for later viewing on Austin Channel 6

Community Council Application Deadline is September 15th
Each year the CAN Community Council holds an open application process for new members.  The role of the Community Council is to provide a link between the community at large and the policy makers and elected officials who serve on the CAN Board of Directors.
On-line applications are accepted year-round.  Applications received by September 15, 2013 will be considered for election to the Community Council for either a two or three year term beginning in January 2014.
Community Council Focus on Affordable Housing Bond Election and Voter ID Law
  
The September 12th meeting of the CAN Community Council will include an overview of the Affordable Housing Bond Election and a discussion of how the new Voter ID law will be implemented in Travis County.  The meeting will be held from 5:30 - 7:30 p.m. in the Boards and Commissions Room of Austin City Hall.  The meeting will be televised and recorded for later viewing on Austin Channel 6.

Budget Season
Most homeowners will see a slight increase in property taxes

 

Local city and county governments are in the final rounds of adopting budgets for the coming year.  Final budgets and tax rates will be adopted in September for fiscal years that begin October 1st. 

 

The proposed City of Austin budget of $3.3 billion includes expenditures that are 3.4% higher than this year's budget.  In a budget highlight document, the finance department estimates that the impact of increased property taxes and fees for the "typical" resident will be about $14.39 a month, an increase of 4.8%. Public hearings on the proposed budget will be held this Thursday, August 22nd and next Thursday, August 29th at 4 p.m. at City Hall.

 

Travis County Commissioners are considering a budget that will increase spending by $30 million to a total of $844.3 million next year.  The proposed tax rate of 49.46 per $100 assessed value is less than this year's tax rate, but with rising property values, the median annual tax bill will increase by about $20. Public hearings will be held on August 17th, 20th and 24th with anticipated final approval on August 24th.

 

The City of Pflugerville's proposed budget totals $62.2 million. Due to growth and higher property values, a slightly lower tax rate of 57.86 cents per $100 valuation will bring in additional city revenues while leaving the tax bill for the average homeowner unchanged.

Savings program helps low-income Austinites build a better future
 

piggy bankThe City of Austin was awarded a federal grant to provide financial education and matched savings accounts to low-income residents.  For every $1 saved, the City of Austin will provide a match of $3.  The maximum amount that a family can contribute to the program is $2,000 which, with the match, becomes $8,000.  The matched savings can only be used for the purchase of a home, for a small business investment or to pay for secondary education.  Legal residents of the City of Austin who earn no more than 60% of the Median Family Income ($43,920 for a family of four) are eligible to participate.  Participants must also complete 16 hours of financial education and may participate for no more than two years.  For more information, contact  the Neighborhood Housing and Community Development Office at 512-974-3100.

Nonprofits Get Out the Vote
Report underscores potential of nonprofits to get out the vote
  

A new report by Nonprofit Vote and Tufts University reports that nonprofits are especially suited for increasing voting among populations least likely to go to the polls.  Can Nonprofits Increase Voting Among Their Clients, Constituents, and Staff? reports that even among demographic groups known for lower turnout, those engaged by nonprofits voted at higher rates than all registered voters. The report examines the challenges nonprofits faced and strategies that worked to incorporate voter engagement into ongoing programs and services. The report highlights the ability of nonprofits to close participation gaps and expand the electorate through the personal contact they already have with the people they serve and engage every day. 

Growth Transit ROI
A look at the economic development potential of urban rail in Austin 
  
CAPCOG Sustainable Places Project and the City of Austin will host a Regional Forum that examines the connections between economic development, transit and growth.  Experts in economic development, planning and computer modeling demonstrate 21st century tools to help communities make the most of their resources.  Austin will be used as a case study in how a $1.2 billion urban rail transit system can increase tax revenue, jobs, affordable housing, environmental protection, and savings for residents, taxpayers and government.
  
The forum will be held on Friday, August 30th from 9 to 11 a.m. at the Omni Austin Hotel, 4140 Governors Row.  The event is free, but registration is required by August 26th. 
Sexually Transmitted Infections
$83 million in lifetime medical costs 

 

There were more than 62,000 newly diagnosed sexually transmitted infections in Travis County in 2011.  The Austin/Travis County Health and Human Services Department estimates that people infected with STI's in Austin and Travis County will incur a total of $83.3 million in direct medical costs over their lifetime. An analysis by the Department was recently published in the July/August Travis County Medical Society Journal.   

 

The Health Department estimates that in 2011, 3,763 people were living with HIV; 78,556 with herpes; and 257,832 with the human papilloma virus.   

Liveability Summit
100 Ideas for a More Affordable Austin

Liveable City will host a summit, 100 Ideas for an Affordable Austin, on Saturday, September 7th from 1 - 4 p.m. at St. David's Episcopal Church, 301 E. 8th Street. The summit will explore what affordability means to Austin residents and will lay the groundwork for a more coordinated and effective community response to affordability. Gearing Up for Health Reform
Find out how to enroll clients in the Health Insurance Marketplace

 

The Health Insurance Marketplace begins enrollment on October 1st. The online Marketplace will offer side-by-side comparison of private insurance options for individuals, families and small businesses. Legal residents earning up to 400% of the federal poverty level can receive a tax credit to help offset the cost of health insurance for them and their families, but many are unaware of the opportunities available to them.  

 

The Regional Healthcare Coverage Coalition invites service providers and others who want to learn more about the implementation of health care reform in Central Texas to attend a meeting on September 16th from 9 - 11:30 am. The meeting will be held at the Clinical Education Center at Brackenridge Hospital, 1400 North IH-35, Room 1.115.  Register online

Mental Health First Aid
Training for landlords

  

The Ending Community Homelessness Coalition (ECHO) is offering Mental Health First Aid training for landlords.  Mental Health First Aid is designed to teach the public key skills to help someone developing a mental health problem or crisis. 

 

The two-day training on September 20th and 27th will be provided by Austin Travis County Integral Care and equips landlords and property managers with information on how to handle mental health emergencies, how to approach tenants with mental health challenges, and how to access mental health resources.  There is a small fee of $20 for the training. Economic Development Summit

 

The Small Business@Work Energy & Transportation Economic Development Summit provides an information and networking platform to maximize the sustainable growth of small business in the energy and transportation industry.  The summit will offer an overview of upcoming energy and transportation projects in Texas, opportunities to network with others and information about innovative financing options for small businesses seeking to do business in the energy and transportation industries.
