AAa/e networks with Phil
Free Members Mixer with Metro's Phil Washington a huge success!
On Thursday, November 5, Metro's new CEO Phillip A. Washington mixed and mingled with AAa/e at an exclusive, members-only luncheon in the courtyard of the Chinese American Museum in DTLA's Historic Plaza. Accompanying Phil were two Metro executives and 3 staff members. Also in attendance were six Metro prime firms. While Phil gave a short talk about all of Metro's AEC projects and their innovations, guests enjoyed a delicious Mexican buffet and aguas frescas under the sunshine blue skies of the lovely autumn day. Phil reported that he is enjoying the rich cultural diversity of Los Angeles, and looks forward to attending AAa/e's future transportation programs. Special thanks to Board Members Diana Ho and James Okazaki, and Association Manager Dianne Ochoa for organizing such a successful mixer. LAUSD Update SBE/DVBE procurement goals adopted
LAUSD's "Small Business Enterprise and Disabled Veteran Business Enterprise Procurement Goals, Strategy and Policy (Res-003-15/16)" was adopted at the October 13, 2015 Board of Education meeting, as follows:
- SBEs be provided 10% bid preference when bidding for the procurement of goods, or delivery of services in response to invitations for bids for only amounts under the annually adjusted bid threshold amount set for contracts pursuant to Public Contract Code section 20111
- SBEs submitting proposals or qualifications can earn up to 15% of the evaluation scoring points
- SBEs will be afforded the maximum 5% bid preference for construction contracts pursuant to Public Contract Code section 2002
- Districtwide SBE participation minimum goal of 25% for all contracts and procurement activities as adopted in 2003; and further establishes a DVBE participation goal of 5% for all contracts and procurement activities
- As adopted in 2010, the Facilities Services Division will apply a bid preference of up to 5 percentage points to SBEs bidding on low bid contracts up to $1M for both facilities and non-facilities contracting

CHSR Update BAC representative Linden Nishinaga reports
- Linden Nishinaga has requested a revision-dated CHSR project master schedule. If finally adopted by the Authority, this project management tool will provide the public with much better overall and detailed project tracking and timely procurement information on the entire Project.
- A new RFP for Small Business Development Services has been released as HSR 15-68. For this and other current tenders go to the CHSRA website at www.hsr.ca.gov/.
- In his CHSR Project presentation, BAC Chair mentioned that current design-build construction is taking place utilizing EPA Tier 4 standards for non-road diesel engines pursuant to reducing harmful emissions into the atmosphere.
- For ongoing CP-1, prime contractor Tutor Perini/Zachry/Parsons (TPZP) is now building the Project's first vertical construction as the 16 columned Fresno River Viaduct in Madera, CA.
- Issue of separated (and equal) 30%/10%/3% goals for professional services on DB contracts continues with planned follow-up meetings between the Authority and key members of the PSC. Both Nishinaga and Esther Shaw of CMAA are involved given they are the co-authors of this formal PSC request of the Authority.
- The Authority has been hosting a series of Burbank to Los Angeles Project Section Community Open Houses November 10-19, 2015, the first of which was held at Los Angeles Union Station.

Caltrans SBC Update Regional Small Business Council convenes in DTLA's District 7 Headquarters
- Caltrans Directors in Districts 7, 8, and 12 warned that when El Niño hits, Caltrans moves at warp speed to get mudslide cleanup and roadway repairs underway, therefore, get your firm SBE, DBE, and DVBE certified and in the Caltrans contractor/vendor database ASAP!
- SBE A/E Mentoring Program aims to increase small A/E business participation in So. Cal. transportation projects. The next Calmentor program will launch Spring 2016, where SBE protegés will be paired with Prime contractor mentors.
