On Thursday, July 16, Rose Casey, PE, OCTA's Director of Highway Programs presented OCTA's massive Capital Development Program to AAa/e members and guest. Funded by Measure M2, Proposition 1B and other State, Federal and local funds, this $5 billion program includes 43 high profile projects with accelerated delivery schedules. CA High Speed Rail Project UpdateBAC representatives Linden Nishinaga Reports:
BAC's Professional Services Committee (PSC) continues to pursue its request for the Authority to separate the Authority's 30%/10%/3% SBE/DBE/DVBE goal on design-build (DB) contracts between construction and professional services. In response the Authority is conducting an extensive examination on this request for which will take several months.
The PSC is also requesting the Authority to allow qualified Architectural & Engineering (A&E) firms the option to use the Safe Harbor Overhead Cost Rate (currently at 110%) in accordance with the guidelines of the Federal Highway Administration (FHWA) pilot project. The PSC deems this would remove a potential initial business financial burden that may otherwise prevent and/or inhibit new, small, micro, and DBE consulting firms from participating in the CHSR Project.
In June the Authority issued a Request for Expressions of Interest for the delivery of an Initial Operating Segment (IOS) as RFEI HSR No.15-02 pursuant to an EOI submittal date of September 14, 2015. For further details go to: www.cahighspeedrail.ca.gov
The Authority issued a Request for Qualifications for Environmental and Engineering Services on the San Francisco to San Jose and San Jose to Merced Project Sections as RFQ No. HSR 15-34. A Pre-Bid Conference was arranged on August 12, 2015 in San Francisco
