Accepting 2014 Scholarship Applications Now! AAa/e Foundation set to award thousands of dollars to AAa/e student members
Each year, the AAa/e Foundation recognizes the talent of AAa/e student members and young professionals who have demonstrated a measurable level of involvement and service to the Asian-Pacific Islander community, as well as higher education programs who are bridging the gap between U.S. students and Asia. At the 2013 Annual Awards Banquet in October, a grand total of $21,500 in scholarships was awarded!
This year, the Foundation is offering scholarships to the following categories:
1. High School Students
2. Community College Students
3. Undergraduate Students
4. Post Graduate Students
5. Emerging professionals for student debt reduction
6. College and University Programs that build bridges between American students and Asia
Past recipients include students from Cal Poly Pomona, USC, SCI-Arc, Woodbury University, and UCLA to name a few. Applications must be postmarked on or before Wednesday, May 30, 2014. Eight MWD luncheon attendees get free tour of the Bay-Delta
On Tuesday, April 29, eight guests at the May AAa/e luncheon were invited to join Metropolitan Water District's Business Outreach Director John Arena on a guided tour of the Bay-Delta Conservation Plan. As confirmed by Torrance Water Commissioner and AAa/e Board member Linden Nishinaga, these lucky tourists, over the course of two full days (May 31 - June 1), will get a first-hand overview of the vital Sacramento-San Joaquin River Delta (Bay Delta) and a proposed $25 billion State public works project that will help MWD improve its fresh water delivery reliability from this major resource to Southern California. At the DoubleTree in Little Tokyo, our luncheon guests got to network with MWD's Bay Delta Initiatives Manager Stephen Arakawa, PE and Program Management Section Manager Wally Lieu, P.E., who presented MWD's two-year outlook on AEC contracts and strategies the agency is taking to combat the impacts of California's drought. Students learn about AAa/e Foundation Scholarship
At the 12th Annual ACE Mentor LA 2014, which took place at Robert F. Kennedy Community School on May 10, AAa/e President Albert Lueng and AAa/e Foundation Board Member Stella Lee shared Scholarship and Student Membership information to high school students who are interested in AEC careers. ACE is now the construction industry's fastest-growing high school mentoring program, reaching over 8,000 students annually.

Caltrans SBC Update
Professional Services Committee reviews District 8 Pilot Procurement A&E Selection Process!
Objective 1 of the Professional Services Committee in 2014 is to review current and proposed A&E selection process language and prepare recommendations that would ultimately lead to an increase of SBE/DBE/DVBE firms being selected as prime consultants and sub-consultants. During the March Caltrans Statewide Small Business Council in Fresno, Caltrans' Department of Procurement and Contracts reported that a new selection process pilot program was launched in District 8. Pilot Program highlights include:
- References are mandatory and must be submitted with SOQ for each featured project
- Consensus scoring versus individual scoring for initial and final evaluation
- The SOQ will be considered along with the interview
- If the panel has no clarifying questions, there will be no need for an interview
- Properly clarifying responses during the interview can only increase score

CHSR Project - BAC Rep Update, May 2014
Public Policy & Government Affairs Committee Chair Linden Nishinaga reports the latest on the California High Speed Rail Projects
Recent California High Speed Rail Project updates include:
- The California High Speed Rail Authority (Authority) announced that the CHSRA's and FRA's Final Environmental Document (EIR/EIS) for the 114-mile Fresno to Bakersfield project section has been made available for public review.
- Via an RFQ, the Authority presently seeks a project and construction management (PCM) consultant team to oversee the next project phase, CP-2/3.
- The Authority announces that from May 20 through May 29, 2014 it will host four Community Open House meetings at various locations throughout Southern California for the Project's 60-mile Palmdale to Los Angeles section.
- At the April 17, 2014 BAC Meeting in Los Angeles, it was learned that for CP-1, 27% of the total design-build contract was awarded to SBE sub-contractors to include SBEs and DBEs.
