Before anything, a community must be safe.
We can talk about all manner of amenities and development, but if a community is not safe, the rest will not go far.
Farmers Branch is a safe place to live.
Our crime stats bear that out and its a consistent rating we get from our citizens every time we conduct our satisfaction surveys.
You feel safe here, and that is something that should not ever be taken for granted.
A large part of what goes into the success of our public safety agencies is the degree of citizen involvement we have. Community outreach programs like the Citizen Police and Fire Academies and Citizens on Patrol not only give our residents an inside look at their public safety agencies, these programs inform, educate and, frequently, enlighten them on how and why our police officers and firefighters do what they do.
The Farmers Branch Citizen Police Academy has been held every year since 1998, offering residents a chance to learn a lot of what our officers learn, on their way to a better understanding of their local agency.
Citizens on Patrol, while a separate program, was a natural progression where interested citizens have a chance to literally pitch in and lend their eyes and ears, in an organized way, to help our officers do their jobs.
Chief Sid Fuller brought Citizens on Patrol with him when he came here in 2006. He says it illustrates how special this City really is.
"Farmers Branch Citizens on Patrol not only act as our eyes and ears on the streets by observing and reporting criminal activity, a walk through the Justice Center will reveal citizen volunteers doing many tasks that free up sworn officers to be in the field doing police work," he said. "Our City is better because of our Citizens on Patrol."
In the last three and a half years, alone, Citizens on Patrol have dedicated more than 15,300 hours to the Farmers Branch Police Department. That's equivalent to 384 (or more than seven years' worth of) 40-hour work weeks for a full-time employee.
That's huge.
For a City Manager, being able to celebrate our public safety agencies with this degree of confidence and reassurance is a tremendous thing. Everyone in Farmers Branch should rest easier knowing that our highly trained police officers are out there, freed up to do their jobs by the dedicated volunteers that have their backs.

LBJ, 35 projects issue traffic alerts for the coming week
FARMERS BRANCH ~ As the LBJ overhaul winds down and the 35 project kicks up, both have issued traffic alerts that may affect Farmers Branch drivers in the coming week. 
- LBJExpress: There will be a full closure of the intersection of north and southbound LBJ at Webb Chapel from 8 p.m. Thursday, August 13 to 6 am, Friday, August 14.
- 35Express: Drivers approaching Farmers Branch from the north should know that 35Express will close the southbound I-35E entrance ramp at Belt Line on Thursday, August 13 at 9 p.m. The ramp will remain closed for about two years, until mid-2017.

More traps WNV-positive, City sprayed again tonight
FARMERS BRANCH ~ With three mosquito traps in Farmers Branch testing positive for West Nile Virus, all residential areas of the City will be sprayed for mosquitoes on Tuesday, August 11 and again on Wednesday, August 12, beginning at 9 p.m. and concluding no later than 5 a.m. the next morning.

Farmers Branch Environmental Health officials offered a glimmer of good news in that the numbers of mosquitoes contained in each of the traps was down significantly from previous weeks. All areas are being sprayed as the three traps are strategically located in different parts of the City's residential neighborhoods.
Residents are advised, as a precaution, to bring in pet dishes or cover them, cover aquatic ponds, fish ponds and birdbaths and do not go outside during the posted hours.
As incidence of West Nile Virus increases throughout North Texas through the late summer months into fall, residents are reminded to drain standing water, use insect repellent with DEET, and to avoid being outdoors at dawn and dusk when mosquitoes are most active.
Mosquito dunks (larvacide briquettes), for the treatment of standing water, are available free of charge (limit one per household) at Farmers Branch City Hall and at the Farmers Branch Senior Center.

Relive the 80s Friday at Tastes & Tunes as summer series winds up
FARMERS BRANCH ~ The band Live 80 will be harkening back to the days of parachute pants and pushed-up sleeves while food trucks sell their wares at the final 2015 installment of Tastes & Tunes, set for Friday, August 14 at The Grove @ Mustang Station, corner of Bill Moses Parkway and Denton Drive.
Food trucks on site will include The Guava Tree, Rockin' Ricks, Oink n Moo BBQ, Jack's Chowhound and Cup-Cakin' Machine. In addition, beer and wine will be on sale.
Admission to the event is free with folding chairs and blankets recommended for lawn seating. Tastes & Tunes is sponsored in part by Mustang Station and DART.

Saturday:
 Free animal adoptions up for one day only, 9 am to 3 pm
FARMERS BRANCH ~ The Farmers Branch Animal Adoption Center will be offering all adoptable pets without adoption cost for one day only on 'Clear the Shelter Day,' Saturday, August 15.
The Center will be open from 9 a.m. until 3 p.m. that day and will be hoping to 'clear the shelter' of all adoptable pets.
The effort comes as part of the second annual such event where more than 50 shelters across north Texas will be attempting to adopt as many pets as possible.
Although the normal $85 pet adoption fee will be waived, all regular services remain the same for pets adopted that date. Those services include microchipping, first round of vaccinations including for rabies, spay or neutering, a free veterinarian exam at participating local clinics, and, for adult dogs and cats, testing for heart worm and feline leukemia.
Last year, 38 participating shelters adopted more than 2,200 pets.

Aqua Event offers food truck & door prizes to Frog Pond folks
FARMERS BRANCH ~ The folks at the Farmers Branch Aquatics Center just gave everyone an additional reason to get wet this weekend. The popular food truck, 'Easy Slider,' will set up shop at the Aquatics Center on Saturday, August 15 from 12 noon until 2 p.m. with their menu of sliders, bottled water and caramels.
Additionally, door prizes will be raffled while the truck is set up on site.
The outdoor 'Frog Pond' at the Farmers Branch Aquatics Center is in its final month of summer operation. It offers two water slides, a lagoon pool, a lazy river and a kids' play pool structure.
The Aquatics Center is located at 14032 Heartside Place, next to the Community Recreation Center, near the corner of Heartside Place and Valwood Parkway.

Water/sewer rate increase proposed to offset pass-through costs
FARMERS BRANCH ~ The record rainfall of 2015 in addition to a legal battle over the source for local drinking water is combining for a perfect storm that will likely result in higher water and sewer rates for the new fiscal year.
Most costs associated with water service come from Dallas Water Utilities, the City's water provider, and the Trinity River Authority, the City's wastewater service provider.
"About 80 percent of our water and sewer expenses come from fixed costs that are passed along to us by the Trinity River Authority and Dallas Water Utilities," said Farmers Branch Managing Director of Finance and Administration Charles Cox. "In addition to that, local water sales are down 15 percent, or about $3 million, because of the record rainfall this spring. "When it rains, people don't buy water, but when it rains a lot, those numbers become even more pronounced."

Council budget workshop to be replayed thru Aug
FARMERS BRANCH ~ Council discussion on the proposed 2015-2016 Fiscal Year budget, from their August 11 workshop, will be replayed on FBTV at about 9:15 p.m. (following regular City Council replays) through Monday, August 17 and at 9 a.m. Saturday, Sunday and Monday, August 15-17.
Mayor Bob Phelps and the City Council will consider the upcoming year's tax rate in public hearings at their regular meetings on August 18 and September 1.
Also, at the September 1 meeting, the Council will hold a public hearing on the proposed budget. They are scheduled to consider adoption of the new budget on September 15.
The new fiscal year starts October 1.

Town Hall Meeting replays finish up Friday

FARMERS BRANCH ~ Caffeine and conversation is on the schedule for the next installment of Coffee with a Cop, set for Saturday, August 22 at The Diner, 3330 Beltline.
Planned from 9 until 10 a.m., members of the Farmers Branch Police Department will be there to talk to residents and answer questions on whatever topic they choose.

Annual blood feud set for Battle of the Badges
FARMERS BRANCH ~ With bragging rights at stake, the Farmers Branch Police and Fire Departments will square off in their annual quest to raise the most blood donations in the Battle of the Badges, set Friday, September 11.
Planned for 9 a.m. until 5 p.m. anyone wishing to donate blood should go to the Farmers Branch Community Recreation Center and cast a ballot for the Police or Fire Departments along with their donation.

The two, 35-foot tall water slides sit ready in the early morning for the crowd of riders that will come later in the day.
