Feed Manufacturing Study Group to Meet Dec. 3rd - All Interested Members Are Invited To Attend

 

Chairman John Austel and CGFA staff have rescheduled the meeting of the CGFA Feed Manufacturing Study Group for Tuesday, December 3rd from 9:30 am until approximately 12:00 noon. The meeting will take place at the DoubleTree Hotel in the Sonoma Room- 1150 Ninth Street, Modesto, CA 95354 (209) 526-6000.

 

The staff would like to have input and discussion with the committee on various issues facing the industry at this time.  

 

Topics will include:

  • Discuss strategy and potential comments for the FSMA Public Meeting being held on December 6th at the John E. Moss Federal Building, Stanford Room in Sacramento.   The purpose of that public meeting is to review one of several proposed rules that will establish the foundation of, and central framework for, the modern food safety system envisioned by Congress in the FDA Food Safety Modernization Act (FSMA). The meeting is also designed to solicit oral stakeholder and public comments on the proposed rules, inform the public about the rulemaking process (including how to submit comments, data and other information to the rulemaking dockets), and respond to questions about the proposed rules.
  • Provide input on legislation and regulations impacting feed manufacturers.
  • Address major problems facing feed industry and recommend solutions to CGFA Board of Directors for action and implementation.

White House Pushes for Farm Bill; Senate SNAP Number

 

This week, the White House released a report detailing the social and economic benefits of the Supplemental Nutrition Assistance Program (SNAP).  National Economic Council Director Gene Sperling briefed reporters on Tuesday, emphasizing that White House supports the amount included for SNAP in the Senate bill.  House Republicans passed a nutrition bill which included $40 billion in SNAP cuts, while Senate Democrats passed a farm bill that included $4 billion in food stamp cuts, leaving a $36 billion difference for conferees to reconcile. These cuts would be in addition to $11 billion that was cut from the program earlier this month, when emergency benefits implemented because of the recession were allowed to lapse.

 
OMB Seeks Comments on Carbon Analysis

The Office of Management and Budget (OMB) published a notice in the November 26th Federal Register seeking comments on the document entitled "Technical Update of the Social Cost of Carbon for Regulatory Impact Analysis under Executive Order 12866".  Under the Executive Order, the "social cost of carbon" (SCC) is meant to be a comprehensive estimate of climate change damages such as changes in net agricultural productivity, human health, and property damages from increased flood risk.  It is used by EPA and other federal agencies to estimate the climate benefits of rulemakings and has come under fire by Republicans who charge that the Obama Administration overestimates the SCC.

USDA Continues Suspension of Certain Estimates and Reports; Reminds Farmers to Plan for Sequestration

The National Agricultural Statistics Service announced that as it is starting the new Fiscal Year with the FY2013 sequestration-level funding under a continuing resolution, it is unable to reinstate the programs that were suspended in March 2013.  The following

  • July Cattle Report
  • Potato Stocks Reports
  • June Rice Stocks Report
  • All Hops and Hops Stocks Estimates
  • Annual Mink Report
  • June on- and off-farm stocks for Austrian Winter Peas, Chickpeas, Dry Peas and Lentils
  • July acreage forecasts for Austrian Winter Peas, Dry Edible Peas and Lentils
  • All Catfish and Trout Reports including Catfish Feed Deliveries and Catfish Processing; however, NASS will publish the annual catfish and trout report using data collected during the census of aquaculture.
  • NASS will publish the Non-Citrus Fruit and Nut Annual Summary; however, there will be no forecasts, no preliminary summary and no monthly prices in FY2014.
  • NASS will publish the Vegetable Annual Summary; however, there will be no forecasts or monthly prices in FY2014.
An Overview of New 2014 Laws Affecting California Employers

Once again, California enacted many new employment laws that will affect California employers' day-to-day operations and policies in 2014.

Some of the new laws for 2014 make significant changes in key areas, such as a new minimum wage, new protections for immigrants and expanded leaves of absence.  Other new laws make small changes to different parts of existing law or relate to specific industries, such as garment manufacturers or the car wash industry. 

Unless specified, all new legislation goes into effect on January 1, 2014.

News Releases from UC Davis Campus

Cornell's Helene Dillard Named Dean of Agricultural and Environmental Sciences

Helene Dillard, a plant disease expert, associate dean and head of Cooperative Extension at Cornell University, has been named the new dean of the College of Agricultural and Environmental Sciences at the University of California, Davis.

 

Dillard, a native Californian and UC Davis alumna, will on Jan. 27 assume leadership of the college, which is ranked among the very top agricultural and environmental research institutions in the world.

"Helene Dillard is both an accomplished scientist and a highly skilled administrator," said UC Davis Chancellor Linda P.B. Katehi.  "She has been a strong supporter of fundamental research and, through her own educational and research efforts, has demonstrated a commitment to solving practical societal problems, especially through Cooperative Extension and its service to agriculture, the environmental community and the general public."

 

In her new position, Dillard will be the chief academic and administrative leader for UC Davis' founding college, home to 15 departments focusing on the agricultural, environmental and human sciences.    

 

 

Roger Beachy to Head New World Food Center at UC Davis

Charged with linking transformative research with partnerships to address challenges and opportunities at the intersection of food, agriculture and health, acclaimed plant biologist Roger Beachy today was named founding director of the new World Food Center at the University of California, Davis.

 

Beachy, internationally known for his scientific leadership and groundbreaking research related to disease-resistance in crops, will assume the new position Jan. 1.

 

"Roger Beachy brings the perfect blend of scientific acumen, experience and vision that are critical for launching the new World Food Center on its proper trajectory," said UC Davis Chancellor Katehi. "We are delighted to have him join us and quite excited about what he and the center's future partners will accomplish as they work together to achieve global food security for the next generations."

 

The World Food Center, announced by Katehi in March during the international Climate-Smart Agriculture Conference at UC Davis, is intended to increase the economic benefit from campus research; influence national and international policy; and convene teams of scientists and innovators from industry, academia, government and nongovernmental organizations to tackle food-related challenges in California and around the world.

2014 Grain & Feed Industry Conference - Monterey, CA

The CGFA staff and the GFIC committee have finalized plans for the 2014 Grain & Feed Industry Conference.  As you know, the Grain & Feed Industry Conference is an annual two-day educational event that is planned and coordinated by the California Grain & Feed Association.  The basic purpose of the conference is to provide mill managers and key employees of grain handling and feed manufacturing operations an educational program consisting of both managerial and technical information specific to the industry.
