Come See The World Series Trophy
Many of us celebrated the San Francisco Giants' victory in the 2012 World Series. The Giants have been great supporters of youth sports as well. In 2011, the Jr. Giants program started in Live Oak involving hundreds of local youth in a non-competitive league that works to build character, leadership and community skills. Our local Jr. Giants are hosting the tour of the World Series Trophy in our county. On March 5, 2013 the trophy will be on display at Soquel High School from 6:00-8:00 p.m. A donation of at least $1.00 will be requested to support our local Jr. Giants program. Pictures packages will also be available from the Giants for those who want to take their picture with the trophy. Volunteers are needed to help make this visit a success. About Anna Jean Cummings Park
About a year ago I was approached by members of the Soquel High Disc Golf Club about the possibility of establishing a disc golf course at Anna Jean Cummings (AJC) Park adjacent to the high school. They explained that the terrain on campus is not adequate for a disc golf course but that the upper portion of the park might provide a good location for this recreational activity. Over the course of the year the students developed their plan and made presentations to the Parks and Recreation Commission.
The club also reached out to members of the Soquel community and found that there are some long-term residents of Soquel who question the appropriateness of disc golf at AJC Park. Some community members have registered their opposition with me about the disc golf proposal and also have expressed concerns about the adoption and impact of the disc golf course at Pinto Lake Park. These community members are interested in keeping the upper portion of AJC Park in its natural state.
The Park's Master Plan refers to a future discussion about the upper region of Anna Jean Cummings Park. With competing ideas for the future recreational opportunities for AJC Park, it seems like the right time to have a community meeting to gauge the community's interest. On February 5, 2013, at 7:00 p.m. at the Soquel Congregational Church, I invite you to join me for a discussion about the two plans to assess what our future steps should be. I have made no commitments in either direction, and I hope to have a fruitful community dialogue about the park. |
I'll Be Doggone
Last year the Animal Shelter Services of Santa Cruz County began increasing their enforcement of a decades-long policy of the Board of Supervisors that prohibits dogs off-leash in public places. While the Board of Supervisors made no change in policy, the Animal Shelter made staffing changes to respond to complaints they had been receiving. This enforcement has resulted in some angry dog owners who feel that the lack of enforcement for years created a de-facto policy of allowing dogs off-leash. However, this enforcement has also led other community members to finally feet safe to walk and recreate on the beaches after feeling threatened for years by the large numbers of dogs that were not controlled effectively by their owners.
The Animal Shelter Board heard testimony over two meetings and decided last August that they have no jurisdiction to recommend where dogs can run off-leash. They wrote that the Board of Supervisors may want to "consider expanding opportunities for fenced off-leash area that address your community's needs and which recognize public safety, environmental safeguards and the well-being of the animals." I then solicited proposals from two groups - Live Oak Off Leash Advocates (LOOLA) and Leash Law Advocates of Santa Cruz County (LLASCC ) which you can read here.
I am sending these two proposals, along with the letter from the Animal Shelter Board to the Parks Division of the County Public Works Department. I will ask them to set a meeting date for the Parks and Recreation Commission to review these materials, take testimony, and consider making recommendations to the Board of Supervisors. I anticipate that the Parks and Recreation Commission may review these materials at its April meeting. |

Gun Shop Moratorium Update
Thank you to all the community members who came to the January hearings about establishing a temporary moratorium on gun shops in the unincorporated areas of the county. Many who couldn't come also sent letters and emails. After lots of testimony from the public, the Board of Supervisors unanimously adopted my recommendation for a temporary moratorium. Staff from the Planning Department, Sheriff's Office, and County Counsel have been meeting to review regulations in other cities, litigation in other communities and looking at our local situation. They will be reporting back to the Board on February 12th with draft regulations. Stay tuned for more information. |

Cast Iron Main Replacement Project
Soquel Creek Water District will be replacing 1-1/2 miles of old cast iron water main along Soquel Drive between Main Street in Soquel Village and Cabrillo College through most of 2013. The old cast iron is an inferior product installed in the 1960's that has a history of splitting and losing large quantities of water while damaging the surface roads. This $4 million dollar project is part of the District's on-going water main replacement plan to upgrade inadequate water mains.
Traffic control and partial road closures will be implemented during construction starting in January 2013 through to January 2014. Construction hours will be between the hours of 8:30 a.m. and 4:30 p.m., with possible night work for heavily utilized intersections.
