Your load back rest stops your material from falling backward when your mast is tilted. We see load back rests damaged and destroyed quite often. While it's certainly expensive replacing them, an accident involving an employee is an expense no one wants to pay. OSHA's regulation is
1917.43(e)(2), it reads: Load backrest extensions. Where necessary to protect the operator, fork lift trucks shall be fitted with a vertical load backrest extension to prevent the load from hitting the mast when the mast is positioned at maximum backward tilt.

OSHA says you do if the operator is further than twenty five feet away from the truck, you also need to lower forks to the ground and set the parking brake. If the operator gets off the truck and goes anywhere they lose site of the truck, they also need to lower the forks, turn the truck off and set the parking brake. On a side note, some manufactures warranties are based on "key on" hours. If you're not using the truck, you might see turning it off as a warranty protection.
