Moves Made in the Senate on LWCF

Last Wednesday, there were significant developments on the Land and Water Conservation Fund (LWCF) Reauthorization coming out of the U.S. Senate. LWCF is the federal source of many of our state grant funds for recreation, parks and conservation. The leadership of the Energy and Natural Resources Committee introduced a broad, 350-page energy reform bill which included permanent reauthorization of the LWCF.

Key components of the LWCF language:

  • Bill maintains the 40 percent minimum funding of the federal land acquisition program with new conditions and guidance.
  • Bill establishes a 40 percent minimum for "grants to states." This covers the State Assistance Program, but also Forest Legacy, Cooperative Endangered Species, and a "battlefields" program. So, while there would now be a guaranteed minimum appropriation for "stateside," the account is now made up of four individual programs.
  • Bill does NOT include dedicated or permanent funding - simply reauthorization of LWCF.
  • Bill has nothing in it addressing the issue of state funding for parks in larger metropolitan (urban) areas.

New Nature Playground Opened in Scranton

SCRANTON, PA - the nature playground features a beaver dam and bicycle trail and is unlike any other in the city or even the state.

The ribbon was cut Monday morning to open the Nay Aug Avenue natural play area. It's a trip to nature, right in the city. WNEP-TV (Moosic, Pa.)
