Arts Projects Save Taxpayers Money
Arts projects working with offenders save the taxpayer an average of £4.50 for every £1 invested in them, according to a study from New Philanthropy Capital. The report, Unlocking Value, was commissioned by Arts Alliance and examined the results of three organisations - Clean Break, Only Connect and Unitas - who work with different groups of offenders. The report found that they brought about savings of between £3.06 and £5.89 for every £1 invested in them.
Only Connect more than halved expected rates of reoffending, from an estimated 57.5 per cent to 25.9 per cent once the charity started working with individuals. This generated savings of more than £3.2m to the criminal justice sector over six years.
Re-offending costs the government between £9.5bn and £13bn a year, with two in five adults re-offending within a year of release, the report said. Report author David Pritchard said that the findings helped to demonstrate the value of arts organisations working with offenders, but added that more charities working in this field needed to collect data to show the impact they have on people's lives. |

BIG Lottery Fund - Consultation on Proposed Policy Changes
The Government are proposing to refresh the BIG Lottery Fund policy directions and NAVCA is concerned that the Government risks failing to fulfil its commitment to "reform the Big Lottery Fund to ensure that only voluntary and community sector projects are funded and to prevent funding of politicised projects."
The relevant paragraph (2B) of the proposed policy directions relating to England currently reads:
[In exercising any of its functions ... the fund shall take into account] ... The need to ensure that money is distributed to projects that benefit local people and local communities served by the voluntary and community sector
NAVCA feels that the proposed policy direction falls short of the Government's existing commitment because it does not specifically state that BIG funding should go to voluntary and community sector projects, putting at risk at least £1bn funding for local voluntary action over the next 10 years. NAVCA believe the Government can reaffirm its commitment with a small but crucial change; their proposed new wording is:
[In exercising any of its functions ... the fund shall take into account] ... The need to ensure that money is distributed exclusively to voluntary and community sector projects that benefit local people and local communities
NAVCA is urging people to respond to the consultation and propose their suggested changes. To read the consultation in full visit the Cabinet Office website. |

Quality Survey
Quality standards in the voluntary sector is an area of continual development to make sure groups and organisations continue to meet the needs of their service users.
Groups and organisations are being encouraged to adopt formal 'quality systems', such as ISO 9001, to show that they are strengthening their groups and organisations and raising their standard of work. It is also an area that needs to be evidenced to funders.
To gain an understanding of the current thinking in the voluntary and community sector we are carrying out a survey. The brief survey consist of five questions and your help would be very much appreciated. |

National Compact Views Wanted
The National Audit Office are looking for views and comments from voluntary sector organisations on the workings of the Compact - the agreement on public/voluntary sector relations - by 18 November.

Nick Hurd, the Minister for Civil Society, announced the study last year as part of a series of measures that he said would provide an "unprecedented level of scrutiny of the Compact".
The NAO was initially due to publish its findings in July but they are now expected by the end of the year. To give your views email the Compact team. |
