'Just Wage' Launched
 
Wages
 
A new campaign has been launched to fight the trend to pay scandalously high salaries to chief executives and senior managers.  Called 'Just Wage' the aim is to get groups to abide by a maximum 5:1 ratio in the spread from highest to lowest paid person, so for example, if the Chief Executive is paid £100,000, the cleaner should be paid no less than £20,000 pro rata. New Minister for Civil Society
Nick Hurd
 
The Commissioner for the Compact, welcomes Nick Hurd's appointment as New Minister for Civil Society.

"This is very good news for the voluntary and community sector. There has been no time in my 40 odd years, working in or with the sector, at which it has been more important for the Government and the sector to work together effectively. I see government/ voluntary sector partnership working as being crucial not just for the future  of public services but equally for the re-engagement of disillusioned or excluded people in civic life."

Welcome to the June issue of Your City, Your Voice, the policy update from Community Action.  We have lots of news and information relating to the 3rd Sector, locally and nationally, including our regular round up of news from Derby City Partnership.

Derby City Partnership News Update 
Vision for Derby
There are now 4 weeks to go until the launch of Derby City Partnership's 3 wishes consultation with local people and organisations on the future of Derby.  To help us make long term plans for the future we will be asking local people, throughout July, to think what they would like life to be like in 15 years time and tell us their 3 wishes - one for themselves, one for their neighbourhood and one for Derby.  We are asking all partners to tell us their own aspirations for the future and encourage local people to make their 3 wishes.  Toolkits to help your organisation get involved in the consultation will be made available over the next few weeks.  If you don't receive your toolkit by 25 June, call 01332 256906 and we will happily send one to you.  
 
City for Children and Young People
The recent joint meeting of the Children and Young People's Executive and Derby Safeguarding Children Board considered a number of key issues:

Children's Trust
Before the change of Government, legislation was passed to make Children's Trust Boards statutory bodies with direct responsibility for the Children and Young People's Plan.  While the current national coalition could abolish Children's Trusts, members expressed their strong and clear commitment to the partnership approach.
Inspection of safeguarding and children in care
This partner-wide inspection will happen over the next 12 months with a notice period of 10 working days.  It will be very intensive, similar to the old Joint Area Reviews.  This is a critical inspection which will have a significant impact on any future assessment of the Council and its partners.  All members of DCP need to take responsibility for raising awareness of the inspection within their organisations and, for those relevant partners, of ensuring they engage with the preparation process.  
Serious case reviews - follow up action plans
Safeguarding Boards now have a responsibility to challenge Children's Trust Boards on their performance on safeguarding children. One element is ensuring that all agencies learn from Serious Case Reviews (SCR).  Derby has completed 2 SCRs over the last 18 months, after not having had any for 4 years, and there is another in progress.  One strong emerging theme was the impact of domestic violence; this needs a stronger partnership response with much better intelligence and risk assessment to get support to families and vulnerable women more quickly.   
Sexual exploitation strategy
Internationally, police intelligence is showing increasing criminal trends in on and off line grooming and child exploitation.  The cases often have added sensitivities and complexities because of the cross cultural nature of the crimes and perpetrators.  To ensure Derby has a robust and partner led response to these challenges, a multi-agency strategy is being developed based on best practice from other areas and local expertise and experience.  
 
Healthy City
There have been a number of recent changes in membership of the Healthy City Executive following changes in staffing at NHS Derby City and Derby City Council.  Derek Ward has been seconded as interim joint Director of Public Health whilst a permanent replacement for the post is recruited.  Derek will initially chair the Healthy City Executive and Cath Roff, Strategic Director for Adults, Health and Housing will join the Executive in a leadership role.
 
Cultural City
Cultural City Strategy and Action Plan 2009 to 2011 has reached the end of a successful first year with 84% of the first year's actions having been completed including:

Opening new library facilities in Allenton and Mackworth with Chellaston to open in June and developing a museum within each library reflecting local interests;
Derby Theatre reopened in October 2009 and work to establish audiences is ongoing. The amateur show allocation in 2010 is fully booked celebrating a welcome return of amateurs to the theatre;
Development of the Leisure Strategy for new sports facilities across the city which will further support health related projects such as B Active, Make Your Move Your Way and others which have again exceeded their targets this year; 
Feste 2009 was developed and delivered successfully.  Plans are fully underway for 2010 which will include a strong participatory theme, a major community project and a range of international artists;
Derby and Derbyshire Year of Culture 2017 - The Steering Group has been meeting regularly and is in the process of finalising a pre-bid report which looks at the strengths in the cultural offer in Derby and Derbyshire and sets out a vision for the Year of Culture 2017.  Once finalised the report will be circulated; and
Cultural Landscape project - £750,000 has been awarded by emda over 3 years for this project which includes the main festivals of Format, Feste, Derby Jazz Festival, Summer Rhythms and Festival of Light.
 
City for Safer, Stronger and Cleaner Communities
Substance Abuse - Work on alcohol has been a focus for the partnership. The National Support Team visited in February and provided a series of recommendations to improve alcohol support in the city.
Youth Offending Service - 2010 marks the 10 year anniversary of the Youth Offending Service, and this is celebrated with continued strong performance against its national targets.
Offenders and Offending - Section 108 of the Policing and Crime Act 2009, took effect on the 1 April 2010, giving the Community Safety Partnership a new duty to reduce re-offending.  The new duties strengthen the link between crime reduction and reducing re-offending.
Confidence, satisfaction and perceptions - work is ongoing in the Community Safety Partnership to improve perceptions and build confidence, which builds on the work of Operation Relentless during October and November 2009.

NHS Derby CityDerek Ward is the Interim Director of Public Health for NHS Derby City following the departure of Mike Sandys who had been acting in this position since Andrew Wakeman, the previous Director of Public Health for Derby City moved on.  We will keep you informed of any developments.
 
Communities Matter - A Vision for Neighbourhoods

Community Matters is the largest national umbrella organisation for the grassroots community sector.  For more than 60 years Commmunity Matters has represented their members interests at a national level by promoting the role of small community organisations in a thriving civil society.  Their aim is to build stronger communities in which everyone is valued and can play their full part.  They have developed a vision for neighbourhoods and the future of the voluntary groups that support them. Welcome for New Director

The Health and Social Care Forum for the city welcomed Cath Roff as the new Director of Adult Care, Health and Housing.  Key issues were discussed including personalisation and the importance of the voluntary and community sector within health and social care delivery in the city.  Kath Cawdell, of Community Action Derby said "We hope to continue the very productive relationship that we have developed with this department and hope to welcome Cath at future meetings".
 
NCVO Responds to Queen's Speech

Responding to the Queen's Speech Stuart Etherington, NCVO Chief Executive said:
"The Government has recognised that the voluntary and community sector must play an important role in realising our shared vision of the good society.  But our organisations will need to receive the right support and resources, if they are to play their full role in civil society and to deliver high quality, responsive public services".  To read the full response visit the NCVO website
