Compact Forum
Following the refresh of the National Compact in December 2009, the Compact Forum in Derby have decided to adopt the national Compact to reflect best practice. The new Compact along with new Joint Commissioning Framework will be going to cabinet for approval in July. For more information visit the Compact website.

Voluntary Sector - 'Not soft option for cuts'
NCVO have published an article in which charity leaders have warned that the crucial nature of services delivered by voluntary organisations means they should not be seen as a 'soft target' for public sector spending cuts. The warning came after comprehensive new data published on 21 April by NCVO showed the voluntary sector's earned income from delivering statutory contracts had increased to £9.1 billion, up 128% since 2000/01.
Charities provide essential public services, such as meals on wheels and refuges for victims of domestic violence through to sports activities for disadvantaged children and support and advice for people looking for work.

Review of Grants Procedures
In 2009 DCC agreed that there was a need to restate the Council's policies and practices on grants to voluntary and community organisations - VCOs.

Welcome to Ros Vahey the new Director for Children and Young People at Derby City Council, following the retirement of Andrew Flack.
Three Wishes for Derby
Derby City Partnership is currently reviewing its long term vision for the city. The new vision will affect everyone who lives or works in Derby and will influence what Derby looks like and how we spend money on services and facilities. Starting in June we will be consulting with partners and the public about what they think the vision should be for the next 15 years by asking them what their 3 wishes are for Derby for 2026.
To help community groups to have their say we are developing a toolkit that can be used to run sessions with members on what their vision is for the future. Watch this space for more details on how your group can get involved! City for Children and Young People Voices in Action held an intergenerational 10 pin bowling event with the 50+ Forum which was very successful. One young person said 'I love my older people, they are so much fun!' It was so much fun in fact, the young people were invited to the 50+ Forum's Beetle Drive and there is the prospect of more bowling together in May.
Provisional figures for 2008 showed significant improvement for teenage conceptions in Derby over previous years. The overall drop from 1998 was 19.3% against 13.3% for England and 18.8% for the East Midlands. There were 237 teenage conceptions in Derby 2008 which is a rate of 51.5 conceptions per 1,000 females aged 15-17 years. This leaves 99 conceptions to be saved to meet the 2010 target of 55% by this December. Supporting developments include a new young people's Contraception and Sexual Health Service being developed at Coleman Street health centre due to open May/June 2010.

Strategic Action Plan for Third Sector in Derby
Following a structured process of consultation the Third Sector in Derby identified a range of actions that it wished to be taken forward. The resulting Action Plan describes the work that the Third Sector should seek to address over the coming years. The document lists five broad targets which the Sector has identified and then describes the actions that will need to be undertaken. Some suggested actions for voluntary and community groups have been included.

Violence Against Women and Girls - Consultation
 The Government Equalities Office (GEO) has developed a Strategic Action Plan with the support of other government departments to look at what the Government could be doing to support the sustainability of the violence against women and girls third sector project. The Equalities Office is keen to gather views from the Violence Against Women and Girls third sector, commissioners and others with an interest in the work. The Women's National Commission, which successfully raised the need to address the sustainability of the third sector project with government, has agreed to manage this consultation on the GEOs behalf. The consultation period will run until Friday 23 July 2010.

Citizens and Local Decision Making
Over the last few years there has been a steady decline in how far the public believe they have a say in decisions that affect them and their area. A year ago the Government brought in a new law that local councils and public services must inform, consult and involve local people in decision making.
A major piece of research has been carried out by Urban Forum with Ipsos MORI and the University of Manchester into what makes people feel more or less likely to be able to influence decisions affecting them. To read the full report visit the Urban Forum website.

Community Resilience
The Cabinet Office has opened a consultation on community resilience documents. These include guidance for individuals and communities on how to prepare for emergencies and a strategic national framework for community resilience, which sets out the Government's contribution to build and enhance community resilience across the UK.
