Simplifying Event Licensing
DoCMS 
The Department for Culture, Media and Sport is consulting on three separate simplification proposals relating to the Licensing Act 2003: Licensing Statements; Interim Authority Notices; and Temporary Event Notices.

Transport and Volunteering
Traffic 
Greater Manchester Centre for Voluntary Organisations is looking for people to take part in a new research project.
 
The project will look at the connections between volunteering and access to transport, and any other transport-related issue that your organisation faces when it comes to recruiting, managing and retaining volunteers.  For more information or to take part in the project email Susanne Martikke
 
The Protection of Children
 
The Protection of Children in England:  A Progress Report, was published last year. 
The report highlighted the significant positive progress that has been made in the child protection system and the commitment of people working at the front line.
 
A consultation on Working Together to Safeguard Children began in December.

Single Equality Scheme Consultation
 
The Department of Communities and Local Government have opened a consultation on the Department's first Single Equality Scheme 2010 to 2013.
 
The consultation sets out suggestions for priority areas and outcomes for Communities and Local Government's (CLG's) Single Equality Schemes.
 
The consultation suggests some high level outcomes designed to promote a debate about equality and diversity priorities across communities.

Welcome to the February issue of Your City, Your Voice, the policy update from Community Action. We have lots of news and information relating to the 3rd Sector, locally and nationally. This month we have lots of consultations and news of Your Sector, Your Say, the first forum for community and voluntary groups in Derby.

How are Public Services in Derby Performing?
To find out how public services in Derby and Derbyshire are performing visit the One Place website.  This is a new website that provides independent information on local issues in England. The site includes assessments of each area, the local public services on offer and a wide range of information on how these public services are performing. You can also discover how well local public organisations, such as councils and police forces work together to meet local needs. 
 
Derby City Council logoDerby City Council Options for Core Strategy - Consultation
Derby City Council are consulting on their draft Options for the Core Strategy. This strategy looks at core development in Derby including roads, buildings and green spaces. 
 
There are two alternative approaches to the broad strategy that will guide the location of new development over the next 15 to 20 years:
 
Option A: Concentrating development in the urban area; and 
Option B: Regeneration with greenfield expansion.
 
The consultation paper also sets out options for a range of topic based policies, including affordable housing, employment land, retail policy and responding to climate change.  The consultation will end on the 31 March 2010.

Partnership Stakeholder Event
Derby City Council are holding a partnership stakeholder event to discuss the Derby Children and Young People's Action Plan for 2010 to 2011, entitled Next Steps.
 
Date:           Friday 5 March 2010
Time:          9:00 am to 3:30 pm
Venue:         YMCA, London Road - car parking spaces are limited at
                   the venue, however an overflow car park can be found
                   next door at HSS hire. 
 
In response to popular demand the programme will include:
 
A question and answer panel giving an opportunity to ask officers from across the Partnership questions about the Children's Trust and Children and Young People's Action Plan;
Outcome group activity; 
Targets and actions achieved, supported by evidence; and
New priorities for 2010 to 2011.

DatesYour Sector, Your Say
A date for your diary and a survey!
 
The date for your diary is 24 March 2010. On this date we will be holding the first forum for all voluntary and community groups in Derby called Your Sector, Your Say.
 
To find out the needs and priorities of voluntary and community groups in the city we would like you to take part in a short survey. The outcome of the survey will inform the Your Sector Your Say forum - so this really is a chance for you to get your issues in the spotlight.
 
You can fill out the survey online or visit the Community Action website, download a copy and email it back or print it off and post it back to us.
 
The Your Sector, Your Say forum will be held at the new YMCA building on London Road, Derby. The outcomes from the forum will then be refined into an Action Plan for the voluntary and community sector in Derby. DoHAge Equality in Health and Social Care
The Department of Health (DoH) has launched a consultation on Age Equality in Health and Social Care. The consultation focuses on preparing the NHS and social care in England for the age requirements in the Equality Bill that will affect the provision of services of public functions.

MusicMusic Licensing and Third Sector Organisations 
NAVCA and other third sector organisations have met with Angela Smith, Minister of State for the Third Sector,to discuss proposed changes to music licensing and the impact that this will have on third sector organisations.
 
The Government proposes that charities and voluntary and community groups should pay for a license when they play recorded music in their own premises. A lot of the media coverage of this issue concentrates on charity shops but it will also affect local groups and community centres.  NAVCA will be working with other organisations including NCVO and Community Matters on this issue. We will keep you informed of progress.

Personal Care at Home
The Department of Health is currently running a consultation on the proposals for regulations and guidance made under the Personal Care at Home Bill. Subject to the Bill's passage through Parliament, the intention is that councils will have to provide free personal care to those who meet the specified criteria. The impact of this is that they will have to provide care to some people who currently fund their own care and they will no longer be able to raise charges on the personal care element of care received at home for people who meet the criteria.

older peopleSheltered Housing Needs - Consultation
Derby City Council is currently undertaking a review of sheltered housing needs and warden provision in Derby and has commissioned Peter Fletcher Associates to carry this out on their behalf.
 
As part of the review they want to find out from older people in Derby what their housing needs and aspirations are both now and in the future.  In order to do this they are aiming to consult with a wide range of older people through a variety of means including surveys and informal meetings.  They would welcome the opportunity to talk with any groups of older people that would like to be involved in this review process and in shaping future services for Derby.  The format of any meeting would be informal and takes about an hour.
 
Derby City Council is committed to ensuring that any future changes in the provision of sheltered housing and floating support services reflect the needs and aspirations of older people in the city and provide good value for money.
