New Streamlined Compact - Draft Version
A new draft version of the Compact was published in July. The streamlined draft Compact is a result of one of two recommendations to emerge from the Compact debate last year, the other was for the Commission for the Compact to be given statutory powers. The original document, written in 1998, is based on five codes of conduct which would be abolished if the draft version is approved.
The new version, about a third of the size of the original, replaces the codes of conduct with three sections: involvement in policy development; allocating resources and commissioning; and achieving equality. The draft Compact contains 96 undertakings for signatories, compared with almost 500 in the existing document. It also reflects changes in policy and practice and has removed duplication; in addition it contains sections on European funding, subcontracting and personalised budgets. It is seen as one of the best opportunities to shape the 'rules of engagement' between
government and the Third Sector for the coming years.
Consultation on the draft version closes on 12 October. A final version will be published during Compact Week from 2 to 8 November.
