Dear Members and Friends,

Happy Holidays!  I am honored to serve as the 2009 President for IREM Oregon-Columbia River Chapter 29.  I anticipate an eventful year for IREM as we continue to serve as your career partner.  Now more than ever, our focus is to serve as an industry resource - not only to our membership and Friends, but also to the public during these challenging times.  Our Executive Council has been busy planning our year and we are confident you will find our educational, programs, and events to be especially fulfilling in 2009. A measure of the success of our Chapter and one of our key goals will be to continue our Chapters history of achieving a five star chapter status from IREM National, the highest chapter ranking possible.

I would like to thank our outgoing Executive Committee for all their hard work and dedication for making 2008 a very successful year and for helping to reach what is certain to be another five star status year.  I am delighted to announce the following newly elected officers of the 2009 Executive Council:

Our newly elected officers were sworn in at our annual Inaugural Dinner and Awards by Skip Anderson CPM�, our 2008 Regional Vice President.  The event was held on election night, November 4th, at the Chart House and was well attended including a special visit by our 2009 Regional Vice President, John Hatton, CPM�.

With the recent completion of our signature event, the 21st Annual Forecast Breakfast, we are jumping into 2009 with momentum. The Forecast Breakfast was held on December 4th at the Oregon Convention Center, and although some of the sector forecasts from our speakers were sobering, the information was enlightening and the event itself was highly successful with almost 700 in attendance.

We have several exciting programs and events planned in 2009.  Please check out our newly revamped IREM website for upcoming events, educational offerings and other resources at www.iremoregon.org. In addition, you will find endless resources and national educational offerings, including the new IREMFIRST that features an online community for you to interact with other industry professionals including a knowledge center that contains information and resources to help guide you through this credit crisis.  All this information can be found on the national website at www.irem.org.

Our chapter is especially grateful for our many Friends of IREM and sponsors who contribute their time and money to help our chapter succeed.  Your contributions are a vital part of our Chapter's success for our mission of providing continued professional development through education and networking opportunities and to enhance professional real estate management - adding value to managed properties and industry professionals.  In 2009, we look forward to continuing to develop and enhance our relationships.

I look forward to seeing you at our monthly meetings and events.  Please feel free to contact me or any of the Executive Council members should you have any ideas, suggestions or comments.  We are always looking for ways to improve our services to our members, Friends, and the real estate community.  Your suggestions are always welcome and are a vital part of our success.

Don't Wait, start planning now for your education next year!!!
 
We have some very exciting classes coming up in 2009, the newest of which is the CID 201 Common Interest Developments:  Managing Condominium Association Properties.  With the trend in the marketplace to build mixed use properties, this is an excellent way to learn this fun and challenging piece of property management.   This class will be offered in February right here in Portland. 

Also back by popular demand is our MLK 405 Marketing and Leasing Multifamily Properties.   This class will help you position your property in the market to attract and retain new residents, provide you with key strategies for reaching qualified prospects and how to successfully close the deal.  The class is scheduled for March 09.

Prior to the December 9th Landlord/Tenant Legislation Coalition Committee Meeting Gwenn Baldwin, lobbist, sent an e-mail to some of the members.  She stated, "The Tenants are in a better position to get what they want out of this session than any other in recent memory.  If there is no Coalition Bill, than everything -- 30 day no-cause, rent control, mandatory inspections -- is potentially on the table.  We lose a buffer against rogue efforts to introduce big issues like rent control.  Right now, we are much better off with a Coalition Bill so long as we put our time and energy in our underlying needs." 

During the past three months, the Landlord/Tenant Legislation Coalition Committee has been negotiating the 30 day no-cause termination, retaliation language and fees.  The December 9th meeting began with Tenant advocates giving the Landlord representatives an ultimatum to choose one of three choices.

1) Change the 30 no-cause to a 60 day if the resident lives at the property for more than one year.  Within the first year, no-cause notice period would be 30 days.  After one year, no-cause notice period would increase to 60 days.  One year period renews if new Tenant added to unit.  Landlord can explain Reason for Eviction:  No-cause notice (30 or 60 days) can explain the reason for a termination without becoming a for-cause notice, so long as the notice clearly states:  (a) that the termination is without cause; (b) that Tenant has no right to cure; (c) that Landlord does not need to prove the reason for the termination.

2) Changing the retaliation language making it the Landlord's responsibility to prove they didn't retaliate against the Tenant.  The burden of proof is on the Landlord.

3) Dissolve the Landlord/Tenant Legislation Coalition Committee.

The members representing Landlords agreed to take #1. Changing the no-cause to a 60 day after one year residency with the exception of the IREM chair disagreeing.

The Coalition will work on the language for the no-cause 60 day, fees and dead tenant issues at the December 16th meeting.

Scholarship

EDUCATION SCHOLARSHIPS ARE AVAILABLE

Did you know Chapter 29 offers two local scholarships which support members who wish to advance their education and professionalism?  All members are encouraged to take advantage of the opportunity by submitting an application. 
 
  • The Jack Stevens Scholarship Fund provides chapter members with scholarships to further their professionalism through IREM classes.  The scholarship is available to CPM candidates or ARM applicants and is awarded annually. 

 

  • The Steve Barber Scholarship Program provides assistance to individuals pursuing professional education for the ARM designation.  Scholarships are awarded annually and designated for ARM core classes and instructor courses.  Applications are available through the local IREM office and can be submitted at anytime throughout the year.
 
Inquiries regarding these scholarships may be directed to the local IREM office at 503-228-0002.

Additionally, individuals interested in pursuing their CPM or ARM designations may apply for the following national education scholarships offered through the IREM Foundation.
 
  • The Paul H. Rittle, Sr. Professional Development Grant is available to students who need financial assistance to attend IREM courses.  The purpose of the grant is to provide assistance to individuals exploring a career in real estate management; it does not require a commitment to earning an IREM credential.  Applications may be submitted to IREM at any time and are reviewed each quarter. 

  • The Donald M. Furbush, CPM Professional Development Grant is available to individuals seeking to achieve the CPM designation.  Grants are awarded annually and applications for the award must be received by June 30th of each year.

  • The Bette Fears, ARM Professional Development Grant is available to assist individuals with the expenses associated with achieving the ARM certification. Grants are awarded annually and applications for the award must be received by June 30th of each year.

  • The Diversity Outreach Professional Development Grant is available to assist individuals from underrepresented population groups with the expenses associated with achieving an IREM credential.  This scholarship may be applied to course tuition, management plan submission fee, application fee, exam fee, one year of national and chapter dues, travel, hotel, and other expenses related to attending IREM courses.  Applications are accepted at any time and are evaluated quarterly.

These scholarships are an excellent resource to assist with your advancement of professional education in real estate management.  If you are interested in the national scholarship opportunities listed above, please contact the IREM Foundation at 312-329-6008.
