Dear Paws Cause Member:

It's hard to believe that this month marks the third anniversary of Hurricane Katrina!  It seems fitting that HSL finally sold its Wagner Street property--the site of our destroyed New Orleans shelter--earlier this month.  Because of the terrible market, we were not able to get what we'd hoped after years of trying, so we'll have to keep relying on caring people like to you to fund all of our recovery and rebuilding efforts.  This, however, does mark the end of a difficult era and a new beginning for the Humane Society of Louisiana.  We hope to see you at some of the Katrina anniversary observances planned for the last weekend of this month; ceremonies marking the unveiling and dedication of the National Katrina Animal Memorial statue will also be held.

Making Tracks for Animals Around Louisiana!

Our Southwest Chapter (Lake Charles) has been very busy!  Members have developed and implemented a comprehensive plan to make Lake Charles more animal friendly on a multitude of levels.  The chapter started an innovative NEW LEASH ON LIFE pet therapy program, which involves juvenile detention centers, nursing homes and women's centers.  Group representatives also recently met with Mayor Randy Roach to discuss their legislative agenda, which includes the passage of pro-animal legislation on both the city and parish levels.  The group is also overseeing the development of the city's first dog park and intends to launch essay writing and poster-making contests focusing on the humane treatment of animals throughout the school districts.  The group will announce a local BE KIND TO ANIMALS DAY in the coming months.

A new HSL community group call the Magnolia Chapter will serve the Washington Parish area.  The group's main goal is to raise funds for spay/neuter programs.

HSL recently helped out  at the Washington Humane society in Bogalusa; our volunteers participated in a clean-up day at their private shelter.

Last month, members of our Livingston Chapter participated in the state's largest ever cruelty seizure of animals, in a severe and outrageous case involving more than 800 dead and seriously ill animals, mostly birds.

Thanks so much for helping us send another lifesaving transport of pups to the East Coast in late July!  HSL's Johnna Harris attended and spoke at a pet fair in New Hampshire, to help get out the word about our state's great animals in need of loving homes!

Pet Overpopulation

HSL Board member and attorney, Ariel DiGiulio, recently chaired the meeting of Louisiana's Pet Overpopulation Advisory Council in Baton Rouge.  HSL created this council through state legislation several years ago.  It was held up for quite some time over unrelated legal issues, which were finally resolved last year.  The Council created an Animal Friendly license plate and will provide grants to organizations, shelters and vets providing low cost sterilization surgeries across Louisiana!  Programs like this have raised hundreds of thousands of dollars for homeless animals through the sale of license plates...the only thing missing is for many, many more plates to be sold!  Ariel and HSL are creating a web site and materials, which will help us promote the sale of the plates.  Together, we can raise needed funds to cut Louisiana's euthanasia rates and save lives!  If you'd like to volunteer to help us promote this program, please email or call us today.  We can particularly use people with graphic design, public relations and copy writing skills.

HSL Launches Investigation
 into Mass "Euthanasia" at Tangipahoa Shelter

Members of our Tangipahoa Chapter recently launched an investigation into the mass killings that took place at the parish animal control shelter.  Sadly, the lives of more than 160 cats and dogs were lost.

"We have been working closely with our local government and with this animal control facility for the past year and a half," says Randy Stegall, President of the chapter, "And we are disappointed that none of our representatives were advised, notified or informed of this action, until after the animals were killed.  We have fielded scores of phone calls from concerned citizens and several veterinarians, who feel that a different course of action was available.  Several veterinarians informed us that corona viruses are highly treatable, especially in adult dogs, with very inexpensive drugs and antibiotics," said Mr. Stegall.  "Everyone who has contacted us--and we have had communictaions from around the state and country--believe that our local government could have taken an alternative, non-lethal approach to this problem.  We agree wholeheartedly with those sentiments."

The Tangipahoa Chapter will file a public records request, which will allow them to review all of the animal shelter's internal communications; this should bring the actions which led to this tragedy to light.  The group also intends to create a Shelter Oversight Committee, which will help create and implement shelter protocols.  HSL's Jeff Dorson spoke at the group's recent press conference and discussed the need for state oversight over private and public animal shelters.  "We fully intend to use this opportunity to educate our state legislators about the need to create a shelter regulatory agency, like those already in place in other states, such as Texas," said Dorson.
