On behalf of the BioDistrict New Orleans Board of Commissioners and staff, we publish our biweekly newsletter about the plans, opportunities and activities of the BioDistrict.
Please take a moment to remember those who lost their lives during the terrorist attacks eleven years ago.
In our last issue of our newsletter, which can be found in our archives by clicking on the link to the right, we highlighted the importance of developing a high school in the District that will cater to students interested in a career in the sciences and/or engineering. We also believe a K-8 feeder school is a requirement that will need to be developed as the population grows. Of particular interest to us is a "Blended Learning School", which gives students the option of doing their lessons on computers.
We ask for your continued support of our mission, as we launch into the implementation phase of creating thousands of new, high paying jobs, better healthcare and new educational opportunities in a sustainably built environment. Building the ecosystem necessary to support this industry is difficult but critical work that will be the reason this effort will succeed.

BioDistrict New Orleans: Accelerating Economic Development by increasing collaborations in university research and innovative drug development platforms
Key research initiatives are taking place with District member institutions and others throughout Louisiana.
All promising to advance research on chronic diseases, cancer and drug development.
Louisiana joined a number of other states this week winning a 5 year $19.9 million Institutional Development Award Program for Clinical and Translational Science (IDeA-CTR) grant from the National Institute of Health (NIH). This is a positive sign that our efforts at accelerating research to grow the biosciences industry in Louisiana is taking hold. The funds will be used to create the Louisiana Clinical and Translational Science (LA CaTS) Center to facilitate research in chronic disease prevention and improving healthcare for the underserved population of Louisiana.

The LA CaTS Center is comprised of four primary collaborating institutions: Pennington Biomedical Research Center and BioDistrict member institutions; LSU Health Sciences Center-New Orleans, Tulane Health Sciences Center and Xavier University of Louisiana. Also participating are four research partners; LSU Health Sciences Center-Shreveport, Research Institution for Children at Children's Hospital and LSU in Baton Rouge.
"This is a 'game changer' for Louisiana as it has created a new working network of medical research partners while putting best practices in medicine and preventive care into action. Importantly, as part of the LA CaTS Center, researchers at each institution will now benefit greatly from access to the collective expertise and resources of all the academic institutions," said Dr. Cefalu.
"Simply stated, the knowledge created by medical research results in new medicines, new treatments, and new technology and businesses which creates job growth," said Steve Nelson, M.D., Dean, LSU School of Medicine in New Orleans and leader of the LA CaTS efforts at LSUHSC-New Orleans.

Following up on the findings and recommendations of the Academia-Industry Collaborative Workshop sponsored by EPSCoR, Xavier and the Biodistrict, we are pleased to host Dean Harris Berman and his esteemed colleagues from the Tufts University School of Medicine.
The discussion will focus on potential collaborations to increase investment by the biopharmaceutical industry in local academic research and drug development commercialization in the key areas of: Infectious Disease, Cancer, Diabetes/Wound Healing, Neurodegeneration, Drug Discovery Technology Platforms and Drug Metabolism.
This is but one small example of the launch onto the global stage of the biopharmaceutical industry -- creating thousands of quality, high paying, sustainable jobs in New Orleans.

New Orleans Works issues Request for Proposal for Workforce Partnerships

One of the earliest initiatives of the BioDistrict was to begin developing a conveyor belt for New Orleanians to access quality high-paying jobs. In fact, the second most important condition to develop a bioscience industry in New Orleans is the availability of a trained, skilled workforce willing to go to work in this industry. In all of the industry calls we receive, questions of workforce are in the top five following flood protection, crime, schools.
WHAT THIS RFP IS DESIGNED TO ACHIEVE
New Orleans Works (NOW) is seeking proposals from hospitals and other healthcare facilities to develop hospital-led or hospital-centric workforce partnerships in the greater New Orleans area. NOW envisions available funding will enable hospitals and other healthcare facilities to prepare low-skilled job seekers and incumbent workers for career pathways to address critical workforce needs, improve worker retention and increase patient satisfaction. New Orleans Works will provide up to $250,00 in funding to cover a range of activities, including the cost of licensure and/or certification training and coaching for entry-level and incumbent workers that lead to career lattice advancement.
WHAT IS A WORKFORCE PARTNERSHIP?
A Workforce Partnership is a collaborative group comprised of key stakeholders that work together to meet the workforce skill needs of employers and offer best practices for training low-skilled workers for jobs within an industry sector that is critical to a region's economy. Workforce Partnerships support and enhance education, training and job placement for low-income, low-skilled unemployed adults or incumbent workers. High-quality workforce partnerships are employer-driven, innovative sector approaches to help low-wage workers succeed in the economy while also improving the competitiveness of a group of employers.

For Ms. Kelisha Garrett and her co-partner an investment in the BioDistrict creates an opportunity to get in on the ground floor of the growth that will follow during the construction phase and into the commercial strip development as Tulane Ave emerges as the next great American inner city retail corridor. UrWay has quickly become a cool breakfast and luncheon location for those in the know.
Ms. Garrett was also named as the Mid-City Community Representative to the BioDistrict Board of Commissioners in June.

Direct New Orleans Flights added by Southwest Airline
One of the other key drivers is business friendliness. New Orleans has lacked the direct connections today's business traveler demands. For the airline industry it is purely about the number of people in seats.
Southwest has agreed to increase their daily flights to a total of 114 by March 2013. This increase translates into new business, patients, and economic opportunity for New Orleans.

The BioDistrict is growing and now is the time to get involved! New construction is proceeding according to plans and additional new investment is sure to follow.
We are creating the positive buzz and increasing in size the number of commitments to attract outside investment and provide for quality, better paying jobs and economic opportunity for New Orleanians.
BioDistrict New Orleans has created a special group on LinkedIn called Bio New Orleans where professionals and employers can post job opportunities, discuss research findings or industry trends and network with other professionals in the biosciences industry. The aim is to create a bioscience community.
In ten months, more than 454 (up 25 since the last newsletter) multi-disciplined professionals have joined and started sharing ideas, leads, knowledge and contacts. Some are locals, some ex-pats and some have never been to New Orleans and are sharing in our growth and want to stay in touch.
This is how industry hubs are formed, thrive and take on a life of their own.
