On behalf of the BioDistrict New Orleans Board of Commissioners and staff, we hope you are doing well and in a safe location as Hurricane Isaac comes ashore. With that said we elected to publish our biweekly newsletter about the plans, opportunities and activities of the BioDistrict confident that preparations and improvements made to the city following Katrina will show we are in a much improved environment.
In our last issue of our newsletter we highlighted Scientific Research Strengths found in New Orleans, and in doing so introduced you to the growing concern over West Nile Virus. We did not predict the rapid pace in which the virus would spread throughout the USA this summer, which shows us how connected we all are to each other and how\why biodefense research is even more important.
Today, we are pleased to announce that Sibling Capital has opened an office in the BioInnovation Center adding to the ecosystem we need to succeed in the long-term development of this industry sector.
We ask for your continued support of our mission, as we launch into the implementation phase of creating thousands of new, high paying jobs, better healthcare and new educational opportunities in a sustainably built environment. Building the ecosystem necessary to support this industry is difficult but critical work that will be the reason this effort will succeed.

We are pleased to present this update on the activities of the BioDistrict and our plans for the development of the biosciences industry that will provide world-class biosciences research and development; local, regional, and global healthcare delivery; and stable, high-paying jobs for professionals, managers and workers representing a wide range of skills.
Mr. Tom Murphy, a Sr. Resident Fellow, ULI/Klingbell Family Chais for urban development and former Mayor of Pittsburgh will speak on the need for cities to build the Innovation Economy through education and the commercialization of university research and innovation.

The final chapter about the post Katrina rejuvenation of New Orleans has not been written yet. We have the opportunity to take the step into the global marketplace by making informed, intelligent decisions about what our future will be.
This is our best opportunity to reverse the recent trend of losing our best and brightest but we must take action by supporting our efforts at the polls and by making a financial commitment.

BioDistrict New Orleans: A Lasting Economic Development Organization
To reverse the brain drain and provide for our children to remain in New Orleans, we are engaged in aligning of education and workforce development/training with industry needs.
As the world becomes interconnected, we can see what the successful economic development efforts have produced and the structured alignment used to create and then support the results. New Orleans is not unique in that regard. We have successfully remade ourselves following the oil & gas industry consolidated in Houston by being a tourist and convention destination. Over the years, we have become a sports destination to the mix culminating with mega events like the Super Bowl, the BCS National Championship and the Final Four. All good news and creates a positive image for the city.
The Scope of the Problem for Industry
Employers need a better quality of workforce in order to compete globally. If a community cannot supply an adequate number of people to satisfy the demand then they are left with three options: 1) recruit outside of the market to move people in, an expensive and time consuming process; 2) move to the community that is providing an adequate supply; or, 3) limit the work you do locally and open up branch offices.

I was recently invited to a luncheon meeting by Mr. John Hollowell, Executive VP Deep Water, Shell Upstream Americas to discuss the Oil & Gas emergency response consortium following the Macondo blowout called the Marine Well Containment Company which was formed by Chevron, CononcoPhillips, ExxonMobil and Shell for the sole purpose of containment in the event of another blowout. It is an impressive operation and is now the global standard for blowout response. From a bioscience standpoint, it is a level of preparedness that will save all forms of life throughout the marine and wetlands ecosystems.
What really struck me was how much Shell,who remains committed to New Orleans, is doing on the front to manage the risk and preserve both lives and their operations. It was an impressive display of technology that few know about that is in part based here in New Orleans that services multiple operations throughout the Americas. The 1,000 Shell employees in New Orleans are a well trained and dedicated workforce that are facing the same issues that all technology industries are facing -- a future workforce. In fact, they have the same workforce demographic issues we face in bioscience, i.e., easy recruitment of the younger professionals and ex-pats or lifelong new Orleanians who won't leave; and, little or no interest from the middle management, i.e., the 40 year olds with kids in moving here.
The Long Term Fix Starts with the First Step
Whether it is the BioDistrict member universities, new start-ups or companies that we are recruiting this issue must be aggressively dealt with. We have an advantage in the biosciences\healthcare sector because of the number of training institutions all ready in place. For us, it is a matter of alignment, coordination and addition of a few critical connecting programs and expansion of some existing programs to meet the demand.
One institution committed to relocate into the BioDistrict is the New Orleans Charter Math and Science High School, an Orleans Parish Public Open Admission Charter school focused on a Science, Technology, Engineering, Arts and Math education curriculum.
The students who attend Sci High are learning through classroom & internships the value of their education and the community. The faculty is focused on the students and the lessons that they need to enter into the global economy prepared to compete.

At a recent presentation I was impressed with the students command of complex science about math, biology and genetics. They are also being taught about "soft skills",i.e., learning how to interview, writing a resume and developing ideas and concepts in a team environment. Dr. Roy Weiner said,"this is what New Orleans needs and industry demands of their future workforce." As a New Orleanian taxpayer, I felt good about the system and the focus on the lessons being taught.
A lasting Model for Economic Development
Our goal is to attract more companies by demonstrating a commitment to the conveyor belt system of workforce development and training. Clearly the needs are going to be much broader than just school children but they require the most immediate attention because of the time it takes to develop the facilities to accommodate the development of today's students who in no time will be providing a meaningful impact on the workforce numbers.
As an example, within the Houston Medical Center is the nationally ranked (US News and World Reports - #36) Michael E. DeBakey High School For Health Professionals. The public school is one of the key drivers of investment in the Center. It also provides up to 50 scholarships per year to international students for the purpose of expanding medical education throughout the world.
The next major focus of the BioDistrict is getting the construction of new schools within the District underway.

BioDistrict Emerging Leader -- Mr. Brian Isern
Sibling Capital, Co- Founder and Vice President
Mr. Isern is primarily engaged in performing financial and operational due diligence; processing and executing transactions; monitoring Sibling's investments in addition to business development and fundraising. Prior to co-founding Sibling Capital, Mr. Isern worked in the investment banking department of Global Hunter Securities. At GHS, Mr. Isern was an analyst in the High-Yield Debt Capital Markets Group, where he advised growing and middle market companies on a range of transactions.
While attending business school at Tulane, Mr. Isern was an Investment Research Manager with Burkenroad Reports in addition to one of fifteen candidates selected to perform portfolio research and manage a $2.2 million portfolio of equities for the Darwin Fenner Fund. From 2005 to 2009, Mr. Isern served as VP at Transwestern in Washington, DC where he specialized in commercial real estate executing transactions from $3 million to $250 million in value.
As reported by Silicon Bayou News, Sibling Capital has just completed the first transaction and decided to move into the BioInnovation Center and become part of the whole Biodistrict effort to develop the industry sector. Sibling will seek new investments in chemistry, medical and material sciences.

BioDistrict Start-up InnoGenomics Technologies, LLC earns $1 million from NSF to complete prototype of their patented DNA ID kit
InnoGenomics is lead by Dr. Sinha is currently CEO and President of InnoGenomics Technologies, LLC.
He is also an adjunct Professor of Biochemistry and Molecular Biology at Tulane University's School of Medicine in New Orleans, Louisiana and Adjunct Professor in the Department of Criminology at the University of South Florida in St. Petersburg, Florida.

The traveling exhibit, sponsored locally by Tulane University School of Medicine, speaks to a number of bioethical issues facing the research community.
Thanks to United States Holocaust Memorial Museum, the National WWII Museum, Tulane University and Dr. Ben Sachs for their leadership for showcasing this exhibit on the horrors of deadly medicine. The BioDistrict is growing and now is the time to get involved! New construction is proceeding according to plans and additional new investment is sure to follow.
In every way New Orleans is succeeding in remaking herself. We are creating the positive buzz and increasing in size the number of commitments to attract outside investment and provide for quality, better paying jobs and economic opportunity for New Orleanians.
BioDistrict New Orleans has created a special group on LinkedIn called Bio New Orleans where professionals and employers can post job opportunities, discuss research findings or industry trends and network with other professionals in the biosciences industry. The aim is to create a bioscience community.
In ten months, more than 451 (up 22 since the last newsletter) multi-disciplined professionals have joined and started sharing ideas, leads, knowledge and contacts. Some are locals, some ex-pats and some have never been to New Orleans and are sharing in our growth and want to stay in touch.
This is how industry hubs are formed, thrive and take on a life of their own.
