BioDistrict New Orleans: An Economic Engine for Louisiana's Southeast Super-Region
Unprecedented investment in the physical infrastructure of the district is underway. The brochure prepared by GCR, Inc. in conjunction with LSU Economist and Louisiana Revenue Forecasting Member James A. Richardson speaks to potential return on investment in bioscience.
  
Make no mistake Louisiana is already competitive in the bioscience industry. The bioscience industry employes 13.5% of Louisiana workers!  Having that base makes our effort to build a successful hub even more important. It tells us that with a sustained commitment from local, regional, state, political, business and philanthropic organizations working towards the common goal of creating a premier bio hub is closer to reality than we thought. 

 

 

The holistic approach undertaken by the BioDistrict, connects the construction of the new facilities with people. Our approach as witnessed by last month's Collaborative Workshop centers on capitalizing on our unique research strengths, which includes engaging in direct dialogue with our constituents and the biopharmaceutical industry to continue development of strategies and public policies that will provide a multitude of opportunities.  

 

Simultaneously, we are moving to create the environment that will enable our hub to emerge. Activities like assisting in the plans to develop a new facility for the Math & Science High School within the district and the April workshop that provided key policymakers and practitioners with information to promote the economic conditions that will enable the BioDistrict to emerge as a premier hub on the global landscape and the bioscience industry to flourish in the Southeast Super-Region and throughout Louisiana.

Next Up: Look for a follow-up conference in conjunction with the New Orleans Regional Planning Commission and the US Economic Development Administration later this summer that will include the biosciences and other categories of university based scientific research from Dillard, LSUHSC, Loyola, Tulane, UNO and Xavier.

 

BioDistrict Catalytic Projects -- Moving New Orleans into the Future  Key Developments Veterans Affairs "Project Legacy" and the State's University Medical Center to join BioInnovation and Cancer Research Centers to form the nucleus of the planned district. 

The BioDistrict holistic approach  towards economic development represents the best opportunity to break from the past and lead New Orleans into the future as the city "we want to become."  A city where one of the pillars are constructed in concert with the knowledge based economy for higher quality, better paying jobs and economic growth will be created -- permanently reversing the current pattern of brain drain forever.

What's the Key to Success for maximum economic benefit to the community?

  

The key to success is maintaining a consistent level of commitment from private and public stakeholders, investors and above all, the members of the community. The first step is operational funding from the City and the State in the amount of $1.5 million for 2012-13 and beyond.

The residential and retail projects will be driven by private developers and will respond to market conditions, i.e., positive demand. There is no timeline for completion and no contemplated public taking of property. Our economic analysis and planning has identified demand for additional retail and in-city housing that will be consistent for the next five years.

BioDistrict New Commissioner Introduction
Mr. Darrick A. LeBeouf, Sr.

 

Commissioner LeBeouf, is currently a Director of Government Relations and Public Affairs for  Pfizer based in New Orleans, Louisiana. He has the responsibility of legislative and regulatory affairs for Pfizer in the states of Louisiana, Mississippi, Oklahoma and Arkansas.

 
Commissioner LeBeouf currently serves as Vice-Chair of the Louisiana PhRMA Task Force. He serves on the Pfizer Civil Justice and State Attorneys General 

Outreach team for Pfizer assisting in the development of policy for these two areas.

 

Prior to Pfizer, Commissioner LeBeouf worked 6 years as the Director of Government and Legal Affairs for the New Orleans Redevelopment Authority ("NORA").

 

Commissioner LeBeouf has over 13 years of legislative and legal experience, including serving as a deputy legislative assistant to former New Orleans Mayor Marc Morial.

 

Commissioner LeBeouf received his Bachelor of Arts in English from Pennsylvania State University and his Doctor of Jurisprudence from Loyola University Law School New Orleans. He is a member of the State Bar of Louisiana.

  

Commissioner LeBeouf resides in New Orleans, Louisiana with his wife ,Sunni J. LeBeouf and their two sons.

 
Commissioner LeBeouf has a rare combination of experience in government, law and community development, moreover he loves New Orleans.

Jason P. Mueller - Adams and Reese LLP

 

Emerging Leaders are individuals who are working to advance the development of the bioscience industry beyond just new buildings and into actual job creation and economic growth for our city and region.

 

Jason Mueller is a partner in the New Orleans officeJason Mueler of Adams and Reese LLP, where his practice is concentrated in intellectual property and technology, providing counseling to clients

regarding patents, trademarks, copyrights and trade secrets. Mr. Mueller is actively involved with the BioDistrict and the bioscience community throughout the State of Louisiana, assisting universities and private entities, including technology start-ups, in obtaining and exploiting intellectual property rights in the biotechnology and life science areas, including prosecution of patent applications, license negotiations and related counseling. He has also managed patent portfolios for major international medical device companies. In Louisiana, Adams and Reese acts as General Counsel for the Louisiana Cancer Research Consortium and the Louisiana Organ Procurement Agency. The firm's intellectual property practice team has more than 25 attorneys focused on intellectual property work throughout the southeastern United States, including an office in Washington DC, proximate to the United States Patent and Trademark Office.  

  

Mr. Mueller is now a member of the Emerging Leadership with the BioDistrict and biosciences community in Louisiana.

BioDistrict New Orleans has created a special group on LinkedIn called Bio New Orleans where professionals and employers can post job opportunities, discuss research findings or industry trends and network with other professionals in the biosciences industry. The aim is to create a bioscience community.

As of today, we have posted six new job openings and more will follow as the community builds. In five months, more than 295 (up five since the last newsletter) multi-disciplined professionals have joined and started sharing ideas, leads, knowledge and contacts. Some are locals, some ex-pats looking to stay in touch.

  • Elk Place (riverside) between Tulane Avenue and Canal Street will be closed to vehicular traffic for a period of 30-45 days. Canal Street-bound traffic will be detoured to O'Keefe Avenue.
  • Bus routes 28 M.L.King, 39 Tulane, 51/52 St. Bernard, 57 Franklin, 62 Morrison, 63 New Orleans East Owl, 64 Lake Forest Express, 84 Galvez, 88 St. Claude, 100 Algiers Owl, 101 Algiers Loop, 102 General Meyer and 114/115 General DeGaulle will be affected.
