BioDistrict Board of Commissioners Votes to Support Governor Jindal's Proposed Economic Development Package
BioDistrict also supports Rep. Neil Abramson proposal linking employment in the District to special, one-time refunds for the construction or renovation of blighted and abandoned properties.

As we witnessed in the recent announcement of GE selecting New Orleans as a location of a High Tech Center, we all must realize the role of public policy, business and Higher Education as we move toward the knowledge based economy. Likewise, the unprecedented opportunity for economic growth that the BioDistrict offers depends on the alignment and leveraging of prudent public policy, which includes a role for the Governor, the Board of Regents, Louisiana Economic Development, LSU, Tulane, Xavier, Delgado and related business interests to work together and leverage the catalytic construction into long term growth and job creation. The BioDistrict Board is in support!
According to the Greater New Orleans Community Data Center's September 2010 report, New Orleans had 43,755 residential addresses that did not have U.S. Postal Service indicating the potential for abandonment, blight or vacant lots. Additionally there were 5,105 commercial and other addresses that represent the potential for institutional blight and abandonment.
The Landrieu Administration has aggressively tackled the issue reducing that by 10,000+/- properties. Rep. Neil Abramson's legislative bill, HLS 12RS-336, seeks to give incentive for the thousands of new workers to buy, renovate/construct and live in Orleans Parish to grow our local tax base. The Bill also proposes steps to provide for Jefferson Parish to avail itself of the advantages. The BioDistrict Board is in support!

Water is a commodity that no one owns, everyone uses and will one day become scarce. It has been the subject of legal disputes and war. As New Orleanians, we have become used to the seemingly unending supply of Mississippi River water passing through the city everyday. It is our lifeblood and a source of living and economic vitality, but we are learning that it is under threat.

We often reference the BioDistrict as home to two health science centers, a school of dentistry, a major college of pharmacy and a nationally ranked community college, but we are also the home of significant research and entrepreneurial activity in connection with water and sustainability. An example is the recent launch of NanoFex, LLC (see below a profile of its founder, Mr. David Culpepper). NanoFex is the latest of a number of water related companies and innovative technologies to emerge for the District and our university partners. The Biodistrict believes a business sector combined with university research innovation will assist in retaining our current economic base while fostering growth in the biosciences sector.
The Time is now for all parties to make the commitment to build a bioscience industry in New Orleans creating more jobs and opportunities!

BioDistrict and the Knowledge Economy: Workforce is a key to solving crime issues.

Since our last issue, GE announced New Orleans will be the home of a new IT Center employing 300 people. Part of their decision hinged on "training for the future workforce" needed to sustain GE's new facility.

There is a growing belief that the only way to truly solve the crime issue is through a paycheck. Developing the support infrastructure of workforce training, university-driven innovation, entrepreneurial training and a diverse supply chain within a healthy neighborhood with world class facilities is the only way to create the "premier destination for healthcare and bioscience research." All of this is part of the State's plan which, if approved, will be useful in attracting new R&D facilities and headquarters to the district. To meet the needs and supercharge our industry recruitment, we envision a Health Education Center surrounding the old VA and Charity Hospital complexes to include at least one K-12 Charter School, a GED Testing Center, an expanded Delgado Allied Health Campus, undergraduate programming in biosciences, a start-up accelerator similar to Harvard's I-Lab and supporting facilities like open learning centers, libraries, day-care centers and housing.  |

The walkable campus connecting Mid-City, the Lafitte Greenway, the VA, the University Medical Center, Champion Square, Civic Center and downtown New Orleans will add millions in retail sales and new sales tax to the local economy.

Emerging Leaders Profile
Mr. David Culpepper, P.G.
Emerging Leaders are individuals who are taking up the charge of advancing the development of the bioscience industry cluster beyond just new buildings and into actual job creation and economic growth for our city and region.
David Culpepper, P.G., is CEO of NanoFex, LLC, a Tulane University spinout company, incubated within the BioDistrict at the BioInnovation Center, which uses cane sugar and chitosan from crab and crawfish shells to develop and produce next generation carbon microspheres with nano size zero-valent iron particles. These particles can be injected into the ground and will travel to the site of soil and groundwater contamination, where they stick to contamination and reduce it to non-toxic byproducts. NanoFex specializes in product development and manufacturing, with field deployment partnerships targeting the industrial and private soil and groundwater remediation market. Since 2002, Mr. Culpepper has owned and operated The Culpepper Group, LLC, a New Orleans environmental consulting firm. He has more than 28 years of experience in the environmental remediation industry and has been extensively involved with technical, management and business development practices. Previously, Culpepper served as a Vice President for the first publicly-traded company specializing in soil ground water remediation. He is now a member of the Emerging Leadership with the BioDistrict and biosciences community in Louisiana.

BioDistrict New Orleans has created a special group on LinkedIn called Bio New Orleans where professionals and employers can post job opportunities, discuss research findings or industry trends and network with other professionals in the biosciences industry. The aim is to create a bioscience community.
As of today, we have posted six new job openings and more will follow as the community builds. In five months, more than 210 multi-disciplined professionals have joined and started sharing ideas, leads, knowledge and contacts. Some are locals, some ex-pats looking to stay in touch, others are new friends like Kristy Meyers who lives in St. Louis but loves New Orleans and bioscience.
