BioDistrict Health Education Campus Creating the Future for New Orleanians
AECOM, the BioDistrict Master Planner, proposes the creation of a Health Education Campus where students, faculty and the bioscience community can co-mingle and where employers will be able to train, recruit and provide life long learning for their current and future employees. We propose the construction of an expanded Delgado College, a Math and Science High School, a GED testing center and a Digital School for the emerging digital media industry that includes bioinformatics, gene and infectious disease mapping and electronic health records.
The new paradigm for economic development in the 21st century knowledge economy has shifted toward putting knowledge first. One successful example of this is in Denver, where planners combined two universities and a community college into one "shared" campus, creating Auraria Campus. As a result: - Student enrollment soared from 21,000 to over 62,000 students today.
- Nearly $475 million is generated annually by Campus operations, student spending and visitor spending
- More than 7,500 workers are employed
- $2.2 million in sales/use tax revenue is generated for the state
- Direct and indirect impact is just over $1 billion and supports more than 14,000 employees
Imagine a similar campus in downtown New Orleans--enticing potential employers who will occupy existing office buildings!
In the knowledge economy, the cities that will have growth potential, will be those that have invested in research, new ideas, new technologies, new processes, and upgraded the skills for their workers.
The recent move of Ochsner employees, the new University Medical Center and VA hospitals, the Louisiana Cancer Research and the BioInnovation Centers in the BioDistrict, serve as the first evidence of the importance of a trained workforce on economic growth.

Board Member Spotlight
Dr. Gene D' Amour, Interim Chair
In this issue's Board Member Spotlight, BioDistrict New Orleans is proud to highlight the accomplishments of Dr. Gene D'Amour, Senior Vice President for Resource Development at Xavier University. At Xavier, Chairman D'Amour is responsible for Research Administration, Technology Transfer, Title III, Government Affairs and Board Relations.
Chairman D'Amour has consulted more than thirty universities, foundations and government agencies throughout his career. Previously, Chairman D'Amour served Tulane University as Associate Dean of the Graduate School, Associate Provost, Vice President for Research and Project Administration and Vice President for Institutional Program Development and Government/Agency Affairs.
Chairman D'Amour also chaired Louisiana's state-wide NSF EPSCoR committee from 1985 to 2002. As Chair, he led strategic planning processes for the newly created $250 million Board of Regents Support Fund.
Chairman D'Amour has been and will continue to be instrumental in the continued development of BioDistrict New Orleans.
