Winter 2010
Greetings!

Tim AllenAs the Birmingham construction market continues to weather the severe economic downturn, which has gripped the national economy since 2008, the local outlook has several projects on the horizon that may help maintain a respectable level of construction activity during the second half of 2010 and entering 2011. 
 
Current major projects underway include the $483 million Benjamin Russell Hospital for Children, $45 million Fair Park Improvements, $35 million Cityville-Block 121 Development, and the Railroad Reservation park in Downtown Birmingham.  Serveral local school systems -including Birmingham and Jefferson County - continue in their capital buiding programs.  The City of Birmingham continues its Park Improvement program, Street Resurfacing, and ADA Improvements.  The Birmingham Zoo has begun the Trails of Africa project, estimated at $12million. 
 
Construction projects on the horizon include:  the $175 million Birmingham-Shuttlesworth International Airport Terminal Modernization, the $50 million Huffman High School, the $50 million Pizitz Building development, the $35 million Intermodal Transportation Facility, the Southern League/Negro Baseball League Museum and Renovation of Rickwood Field, the UAB  District Steam System, and the $450 million BJCC Multi-purpose facility. 
 
ALDOT continues to work on completion of the huge I-22 Interchange at I-65 N, and surveyors are collecting data as you read on the design for the proposed elevated portion of US Hwy 280.  Federal stimulus funds are slowly entering the local economy for projects and programs  that will hopefully provide added motivation for developers and lenders in the area.
 
So, while we are in the midst of very trying times, we want to encourage our contracting community to know that there is activity on the horizon that will continue to get stronger in the coming months.

Bessemer High School Opens Doors for Minority Contractors

A unique approach by C.W. Woods Contracting services on the new $50 million Bessemer City High School helped to open doors for minority contractors.  Work began on the school in the fall of 2008, was completed in December 2009, and opened January 2010.  Chris Woods, the firm's president, served as the project manager but his role in the project was about more than the contract, rather developing and nurturing relationships.  "It takes a contractor to help a contractor," said Woods. 

 

By working directly with each individual contractor, Woods helped to come up with value-engineering ideas that maximized cost savings to the owner.  The project was broken down into manageable packages for individual contractors to bid upon.  Woods said, "There was a minority bidding just about every package."  Packages included masonry, metals-structural steel, carpentry work, thermal-moisture, etc.  Woods oversaw their work throughout the course of construction, but also provided project administrators, which helped the contractors manage his staff, and helped them to be more efficient.  "We worked together as a team," said Woods.

 

The Birmingham Construction Industry Authority helped certified contractors prepare to bid the packages.  BCIA Certified Contractor Ron Sellers of KIMRO Painting was awarded the painting contract.  Sellers admired the hands on approach Woods took;  "He (Woods) was visible on the job site on a regular basis.  It was easier to get questions answered," said Sellers.

 

"Minority and women-owned contractors are highly skilled in their own areas of expertise, but many have not had proper training on the administrative side of the business", according to Woods.  Others may struggle with a lack of access to capital or even how to gain information on industry trends and upcoming jobs.  Woods approach to the Bessemer High School project gave minority contractors a level playing field.  "Everybody is given a fair opportunity to compete," said Woods.

at a few select projects
 
Birmingham Intermodal Facility, Phase II
Client:  City of Birmingham
Estimated Project Budget:  $34 million
 
Phase II of the Birmingham Intermodal Facility will expand and transform the existing Bus Transfer Facility (Phase I), at Morris Avenue, into a fully integrated multi-modal transportation center consolidation AMTRAK, Greyhound Bus line services and the existing Bus Transfer System into a single complex.  The City's overall DBE goal for this project has been set at fifteen percent (15%).  
 
Tim AllenMultipurpose Facility Expansion
Client:  Birmingham Jefferson Convention Complex
Estimated Project Budget:  $530 million
 
The planned multipurpose facility will offer 167,000 square feet of flat floor space for conventions and trade shows and seating can be configured for events ranging from 25,000 -65,000 seats.  The new facility will improve the BJCC's competitive edge by providing capacity and suite availability demanded by major entertainment and sporting events and allowing the complex to house trade shows and conventions simultaneously.  Three BCIA certified contractors are apart of the lead design team:  Cohen Carnaggio Reynolds, Formworks Architects, and Hoskins Architecture.  The BJCC's overall DBE goal for this project is thirty percent (30%).
 
Terminal Modernization
Client:  Birmingham-Shuttlesworth International Airport
Estimated Project Budget:  $175 million
 
The airport has embarked on a renovation project to its terminal including upgrades to the airport's existing concourse C and complete renovation of the existing concourse B.  it will also add more security screening areas and a completely new concourse A, as well as US customs offices.  The DBE goal for this project is thirty percent (30%).

Hanoree "Tim" Allen founded Tim Allen Paints in 1994.  Since that time Allen Paints has been a certified contractor with the BCIA.  "My business has grown because of the voices at the BCIA.  They are a resource center which includes plans and training.  Without BCIA, I (Allen) would not have known about any projects with the Birmingham Water Works Board," said Allen.

Tiffany OsborneWelcome to Tiffany Osborne, our new office manager!  Tiffany joined the BCIA staff in November 2009. She comes to the BCIA with a wealth of communication experience and brings a sense of professionalism to the BCIA.   "I am excited to be apart of an organization that strives to look-out for companies which are not always afforded the same opportunities ,"  explained Tiffany! 
 
Tiffany's duties include, but are not limited to, managing the day-to-day operations of the office, contractor certifications, renewals, marketing, and personal assistant to the Executive Director, Michael Bell.
