Following a resolution passed by the Los Angeles City Council, Mayor Antonio R. Villaraigosa wrote a letter to Congressman Tim Ryan (D-OH) expressing the city's support for the Community Regeneration, Sustainability and Innovation Act of 2009, HR 932/S 453. The letter, copied to the entire Los Angeles congressional delegation, explained that "recent economic conditions have caused a flood of foreclosures across Los Angeles." The city acknowledges that the surge in mortgage defaults "lead to abandonments in vulnerable neighborhoods, a dangerous first step toward increased in crime and total community desertion." Many communities throughout the Northeast and Midwest-especially those with a history of manufacturing and industry-have long suffered from the crippling effects of abandonment. HR 932 offers three levels grant-based assistance aimed at providing short-term economic stimulus and longer-term strategic regeneration planning to communities with severe population decline.
