The Feminization of Higher Education: Implications for Gender Equity

What precisely is the state of women in higher education today? There seems to be a lot of hype surrounding the so-called "feminization of higher education," despite a mountain of evidence that today's academic woman still exists in a tenuous space somewhere on a continuum between "Trust but Verify" and "Lies, Damned Lies and Statistics."

The most recent annual report from the Council of Graduate Schools (CGS) heralds amazing gains for women in higher education. For the first time ever, women in the U.S. earned more doctorates than men. The fact that 50.8% of the U.S. population (women) earned 50.4% of the Ph.D.s in academic year 2008-2009 has caused some unease, even consternation in certain quarters.

Do You Qualify For This Tax Credit?

 

It is called the "Earned Income Tax Credit". It is a credit that people with low to moderate income can claim on their federal income tax return each year. However, in order to do so, the person must have earned income, income from some sort of employment.

People with very low earned income do not generally need to submit federal income tax returns each year. But, even some of these people qualify for the Earned Income Tax Credit. In these cases, by submitting the necessary tax forms, people may actually get a check from the federal government.

Budget Cuts Hit Minorities Hard

Education, health, and social services programs are a large part of the state budget. And federal law, the state constitution, and initiatives passed by the voters prevent the legislature from cutting much from the budgets of other programs that the state pays for. So, inevitably, In times like these, the legislature is forced to make big cuts in education, health and social services funding as it struggles to balance the state budget.

The AIDS Budget

Good And Bad News

The Governor's proposed budget has good news and bad news for those living with HIV/AIDS. Governor Brown proposes an additional $77.2 million for the AIDS Drug Assistance Program (ADAP) during the fiscal 2011-2012 fiscal year (from July 1, 2011 through June 30-2012). The total spending on ADAP would rise to $518.5 million for the fiscal year. The ADAP program helps patients pay for their AIDS medications.

However, the Governor also proposes an increase in what part of costs ADAP clients pay, out of pocket, (called "cost sharing") for their medications. For ADAP clients with no private insurance for medications, the amount they pay out of pocket would depend on their income, and specifically how their income compares to something called the "federal poverty level". The federal poverty level is an estimate of the income the government thinks people would need to avoid poverty.

Governor Brown has suggested doing just that while avoiding deeper cuts by asking the voters to extend certain tax increases approved in 2009. The tax increases are due to expire later this year. He wants them extended for five years to help balance the budget.

The problem with that is that large numbers of People of Color are dependent on the education, health and social services programs that are likely to be cut. That means they get hurt the most when the cuts occur.
