    Thank you for joining the Healthy Kids Action Network!

    My hope is that through this Network, I can share with you the latest policy information related to children's health AND provide you with the needed steps to take action!

    There are many things going on at both the state and federal levels affecting kids health, like the state budget and health care reform.

    I would like for this to be a two-way conversation--that means for you to share information as well as you are taking action to help us to better strategize and coordinate advocacy efforts on behalf of children.

    Senate Appropriations Subcommittee on DCH Passes Budget

    On Thursday, March 11, 2010, the Senate Appropriations Subcommittee on DCH passed its version of the DCH budget.

    The subcommittee proposal comes in at $1.92 billion of state funds, which is $70.8 million in state funds below the Governor's recommendation . The total Senate Subcommittee budget proposal is $13.57 billion.

    Proposed cuts include:

    • Elimination of the Child Care Enhancement Program ($1 million);
    • Reduction of $5 million and rollup of the Healthy Michigan Fund;
    • Limitation of cut to local public health to $1 million (Governor proposed to cut $2.7 million);
    • Elimination of Medicaid coverage for 19 and 20 year olds beginning July 1, 2011;
    • Reduction of 4% in Medicaid physician reimbursements EXCEPT for pediatrics, well child visits, obstetrics, primary care, and emergency services; and,
    • No expansion of MIChild eligibility or services as provided by CHIPRA.

    The Senate Appropriations Subcommittee proposes the following changes:

    • Restoration and increase to CMH multicultural services funding (proposes renaming to "Mental Health Services for Special Populations");
    • Restoration of donated dental program;
    • Restoration of special needs vision clinic funding; and,
    • Restoration of Arthur Hill and Mumford High School Clinics.

    The proposed budget also includes:

    • Transfer of responsibility for MIChild to Medicaid HMOs;
    • Rollup of the Healthy Michigan Fund programming; and,
    • Development by DCH of a process to permit parents and guardians access to the Michigan Care Improvement Registry;

    The budget will now go before the full Senate Appropriations Committee. We encourage you to contact your senators to advocate for young children.

    House Appropriations Subcommittee on DCH - Hearing Schedule

    The House Appropriations Subcommittee on DCH has released the schedule for its first two meetings, which will be held outside of Lansing in Traverse City and Detroit.

    These public hearings are regarding the fiscal year 2011 budget recommendation for the DCH. We strongly encourage you to participate and advocate on behalf of kids.
