  • Senate Subcommittee to Act Thursday on DHS Budget

The Senate Subcommittee for the Department of Human Services budget will meet Thursday to make decisions on its version of the 2009-10 budget.

The Governor's budget includes a total of $4.6 billion for the DHS, of which $1 billion is state general fund. Among cuts identified in the Governor's budget are:

    • Elimination of all funding for the 0 to 3 Secondary Prevention Program to fight child abuse and neglect.
    • Elimination of a scheduled increase in child care provider rates.
    • Significant increases for child welfare improvements required to comply with a settlement resulting from a lawsuit against the state for weaknesses in its protective services and foster care systems.
    • An increase of nearly 3 percent in adoption subsidies.
    • Elimination of teen parent counseling funds.
    • Elimination of funding for several community programs providing children's services.
    • Elimination of funding for before- and after-school programs.

Read more about the proposal before the subcommittee in today's Budget Basics report.

Find out what you can do to help stop these cuts in the Feb. 23 Action Alert.

Updated for 2009 - The Budget Process in Michigan: Opportunities to Advocate for Children and Families

The annual budget is the single most powerful expression of the state's priorities. It is during the budget process that decisions are made about the expenditure of approximately $8.9 billion, and there are many competing interests that legislators must consider in dividing up tax dollars. To significantly improve outcomes for Michigan's children, the public must become more aware of and involved in setting state priorities.

Learn more about the budget process and how you can participate in setting state priorities in today's Budget Basics report.
