Berth 12 Work Underway

Dozens of temporary construction jobs will be created during the project as well as many long-term direct and in-direct jobs. Survey crews are on site and construction is underway on Port Manatee's Berth 12 dock extension and 10-acre container yard projects. The project is expected to be complete by mid-2013, well in advance of the on-going expansion of the Panama Canal - now expected to be operational in 2015. When finished, Berth 12 will be 1,584 feet long with a 40-foot draft and be capable of handling Panamax-sized ships arriving at Port Manatee's first dedicated container facility. This phase of the project complements dredging completed in October 2011. The port estimates it will purchase approximately $5.7 million in materials during the project, including those needed for water main and drainage pipes, 10 acres of pavement, high-mast lighting and more. American Bridge was selected by the Manatee County Port Authority in April to complete the project from 11 contractors, ranging from the winning low bid of $13,075,487 to a high bid of $15,510,000. CH2M Hill will provide construction-phase engineering services, assuring that the project is built to design specifications. |

Manatee County Port Authority Executive Director Carlos Buqueras was honored July 9th by the Tampa Bay Partnership as a new leader in the bay area's economic development efforts.
Buqueras was joined by seven others being similarly honored at St. Petersburg's Mahaffey Theater.
The Partnership markets the region nationally and internationally and conducts research to coordinate efforts which influence business and government issues impacting the Tampa Bay area's economic growth and development.

Governor Signs Bills
To Boost Florida Seaports
Florida Governor Rick Scott signed companion Senate and House bills in Miami in June, fortifying the Sunshine State's international competitiveness. Dozens of international trade business leaders were on hand in Miami June 14 as Florida Governor Rick Scott signed critical seaport legislation.
Following the signing, the Florida Ports Council praised the governor for his actions on signing Senate Bill 1998 and House Bill 599. Both transportation bills contained critical funding for ports and language creating an expedited hearing process for environmental resource permits.
"Florida's leadership is committed to making sure that our state is prepared to capture some of the growing international trade market share," stated Doug Wheeler, president of the Florida Ports Council. "With Florida ports seeing more cargo and cruise passengers than ever, increased funding in seaport infrastructure is critical. We thank Governor Scott, the Florida Legislature and our partners at the Florida Department of Transportation for their focus on positioning Florida to become a significant global competitor."
Specific issues of note in the legislation include:
- Increasing the statutory minimum for the Florida Seaport Transportation and Economic Development (FSTED) program from $8 million to $15 million. (SB 1998/HB 599)
- Creating the Strategic Port Investment Initiative with a minimum statutory amount of $35 million. This new program will be administered by the Florida Department of Transportation (FDOT), in cooperation with Florida seaports. (SB 1998/HB 599)
- Creating an expedited hearing process for environmental resource permits (dredged material) pursuant to section 120.574, F.S. (SB 1998/HB 599)
- Authorizing a new bondable revenue stream of $10 million, beginning July 1, 2013, for seaport projects in the FDOT "adopted work program." (SB 1998/HB 599)
Following the signing ceremony, the governor received an award for his outstanding leadership and performance in enhancing two-way trade and tourism from the World Trade Center Miami.

Panama Canal Completes First
Monolith At The New Pacific Locks
The construction of this monolith required 232 tons of reinforced steel and 2,605 cubic meters of concrete.
Just as Port Manatee embarks on the final construction phase of its Berth 12 dock extension and container terminal project, a new milestone was reached at the Panama Canal after crews completed the first monolith for the new locks on the Pacific end of the expanded canal.
The monolith is the first completed from a total of 46 such structures being built in the Pacific locks upper chamber. The term monolith refers to each of the sections in which the lock walls are being divided to facilitate construction.
The massive concrete and steel structure is 111 feet high, 25 feet wide and 89 feet deep and is located in the upper chamber's east side. The enormous culverts are part of the locks filling-and-emptying system and will run along the lock walls, made of monoliths. The main culvert is big enough to enable the simultaneous passage of two railroads.
"As we reach another milestone, we at the Panama Canal are proud to acknowledge that this new third lane will be a game changer in world maritime commerce," said Panama Canal Authority Administrator/ CEO Alberto Alemán Zubieta.
Expansion will build a new lane of traffic along the Panama Canal through the construction of a new set of locks, which will double tonnage capacity and allow the transit of much longer, wider ships through the waterway.

| Out With The Old, In With The New
M/V PACIFICGAS undergoes a name change at Port Manatee's Berth 5 following a change in vessel ownership.
Ship agency A.R. Savage & Son assisted the M/V Elversele dock at Port Manatee June 29 for a change of ownership. Once the paperwork was complete, the new owners renamed the vessel the M/V PACIFICGAS and the ship then departed for a vessel call in Trinidad.

VIP Visitors From Thailand
Port Manatee hosted a group of distinguished guests from Thailand in June as part of the U.S. State Department's International Visitor Leadership Program (IVLP). The group visited several U.S. locations to learn about domestic security protocols.

Bottoms Up From Barbados
It came in pieces from the island nation of Barbados but a brewery will soon be back together in Central Florida. The Florida Brewery Inc. purchased the machinery, which was dismantled in Barbados and then shipped to Port Manatee in 11 containers and 89 separate pieces. It will be reassembled in Auburndale, Fla. Bulk Salt
Terminal Operator Kinder Morgan discharged nearly 41,000 tons of salt from the M/V Port Elisabeth at Port Manatee's Berth 6 in late June. The salt came from Chile and will be distributed throughout the southeastern United States for use in water softening and to make chlorine. back to headlines |
Port Earns Two Top Industry Awards

Port Manatee's Deepwater e-newsletter and its 2012 Official Directory each earned top awards from the American Association of Port Authorities.
The Manatee County Port Authority earned two top communications awards from the American Association of Port Authorities, a trade association representing leading port authorities throughout the Western Hemisphere.
Port Manatee's Deepwater e-newsletter earned an Award of Excellence, the association's highest honor, for periodicals and the 2012 Port Manatee Official Directory also earned an Award of Excellence in the directories category. The awards will be presented during ceremonies at the AAPA's 101st Annual Convention in Mobile, Ala. in October.
"When port authorities communicate strategically with their many audiences, including their communities, business leaders and government representatives, they're better able to articulate their value as economic development and jobs drivers," said Kurt Nagle, AAPA's president and CEO. "This competition helps our member ports by rewarding effective communications and highlighting best practices and lessons learned."
Entries were judged by an independent board of experienced communications professionals from the Washington, D.C. area on appropriateness to audience, objectives, content, clarity, style, graphics, design, copy, photography, layout, cost effectiveness and overall effectiveness.
The Annual Communications Awards have recognized excellence in port communications since 1966. The AAPA represents more than 130 of the leading seaport authorities in the United States, Canada, Latin America and the Caribbean. In addition, the association represents more than 300 members with an interest in the seaports of the Western Hemisphere.
