Congratulations! BCSP has reached its
40 year anniversary. That's four decades of striving for safety excellence on a
proactive basis before regulatory organizations like OSHA even existed. I want
to let everyone know, your Board of Directors is making every effort to
continue that tradition and position BCSP for the future.
Although the economy has hampered many
businesses, the pursuit and attainment of certifications, like the STS, has
exceeded all expectations. Professionals are taking the opportunity during the
economic downturn to pursue their professional development, improve themselves
and benefit their employer while differentiating their abilities from their
competitors.
At the end of last year, BCSP bought
out the business interest in the CCHEST joint venture from the American Board of Industrial Hygiene (ABIH). The
acquisition gives our organization greater flexibility and response
capabilities for developing and supporting quality safety related
certifications at all levels. CCHEST continued to operate in 2009 with the same
governance structure. In 2010, the members of the CCHEST Board will be
integrated into a combined structure with the BCSP Board and a revised edition
of the STS Construction and a new STS Mining will be available.
Roger Brauer advised the Board four
years ago of his intention to retire in August, 2010. Roger is internationally
known as the icon for safety professionals and the leading expert in safety
related certifications. He has been associated with BCSP for 26 years
beginning as a volunteer Board member and the last 19 years as staff and
Executive Director. He is one of the hardest working professionals I have ever
had the opportunity to work with, working diligently to lead the safety
discipline and BCSP. He functioned as the "face" of the safety profession in
his public interactions, while continuing to manage and run the certification
business. Supporting our certificants and providing a quality experience has
always been of the utmost importance to him. Roger will continue his
relationship in an "of counsel" capacity until retirement and hopefully in a
consulting role afterwards.
A committee was established to plan a
schedule and process to address Roger's retirement and assure a succession
process. It quickly became evident there was only one Roger Brauer and we
needed to explore how we were going to replace his capabilities. With the
acquisition of CCHEST, we now had over 20,000 certificants in a $4 million
enterprise and our best option was to split the functions. Last spring, the
Board started the process with a nationwide search for an individual to manage
the business of running and growing BCSP. After a series of interviews, Thomas
Adams was selected as the new Executive Director for BCSP.
Tom is a Certified Association
Executive with the majority of his career involved with the management of non-profit
organizations. He brings a great deal of business acumen, having worked with
domestic and international organizations in the membership and certification
arenas. He most recently served as the CEO of the Association of Clinical
Research Professionals (ACRP), in Washington, D.C., a 21,000 member
association. While there, he grew the membership by 7,000, increased the
operating budget from four to ten million dollars and grew staff from 14 to 37
over a seven-year period.
To support Tom in managing BCSP and
compliment his skills, the Board approved the new position of Director for Business
Development. Requirements for this position included a CSP credential, a
broad-based, industry-recognized career in safety and the capability to
represent the benefits of certification. This summer another nationwide search
was completed and at our October meeting, final interviews were conducted with
Eddie Greer selected as the Director of Business Development. Eddie is a
Past President of ASSE, member of the BCSP and CCHEST Board of Directors,
INSHPO Board and has a career in mining, construction, government,
petrochemical and general industry.
Tom, Eddie and the rest of the staff
will be integral to the organic growth of the organization through our current
safety related certifications, merger and acquisition of related certifications
and, following the completion of the upgraded data management system in the
fall of 2010, the capability to manage certification programs for others on a
fee basis.
During each of our Board meetings, at
least one day is dedicated to strategic planning. With the myriad of changes we
have experienced this year, especially the purchase of CCHEST and a new
Executive Director, planning a long-term strategy was paramount. We solicited
the guidance of a professional facilitator to guide us through this process.
During the fall meeting, we dedicated a day and a half to strategic and
business planning for the new, integrated BCSP organization. An ad hoc
committee was established with members from BCSP and CCHEST to develop and
propose governance and business models for 2011 and the future.
One of the issues facing our discipline
is the aging of our certificants and the academics who educate our future
professionals. Our demographics indicate that over 40% of the CSP's will be
eligible for retirement in the next 5 years. Similarly, the educators in our
universities and colleges will also have a large number retiring in the next
few years. The Board has taken a proactive approach to address this issue.
Through the ASSE Foundation there are scholarships established by BCSP and
CCHEST for undergraduate students in safety funded through our operating
budget. A new initiative by ASSEF is to financially support two PhD candidates
in safety by providing a "loan" for three years' tuition. The recipient's
repayment obligations will be forgiven incrementally for each year they stay and
teach at the university level. The Board approved financial support for this
pilot program. With this year's online renewal, there is a link when
you receive your receipt that will take you to the ASSE Foundation website
where you can contribute to the BCSP and or CCHEST Scholarship funds. Please consider
supporting this activity to assist the young professionals needed for our
industry.
It's an honor to work with this group.
It truly represents the gold standard in safety related certifications. We continue
to do everything possible in providing a value added experience for the 20,000
individuals represented by the BCSP family of certifications.

The Board of Certified Safety Professionals (BCSP), announced Thomas
Adams as the new Executive Director effective September 1, 2009 with

ex officio capacity honing existing programs and future plans until his
formal retirement in August 2010...

BCSP Announces New Position
M. E. "Eddie" Greer, CSP, OHST Named Director of Business Development

The Board
of Certified Safety Professionals (BCSP) is pleased to announce Eddie
Greer as the new Director of Business Development effective December 1, 2009.
Greer will develop and implement strategies and concepts for
promotion of all BCSP owned and serviced certifications. His primary duties
will include developing methods to create added value with professional
organizations, major employers, industry and labor associations and
organizations, government agencies, and trade associations at the national and
international level.

Professionals (BCSP) went live on the World Wide Web in early August, 2009.
Featuring easy navigation, expanded content and an interactive salary search
engine, BCSP aims to extend the reach of all their certifications by serving a
broad audience of professionals, paraprofessionals, students and the general
public interested in safety certification and careers in safety, health and
environment.

Moving into the digital age, BCSP's 2008 Annual Report is now available as a downloadable PDF on bcsp.org.
The
report, along with a complete financial breakdown, outlines several
changes of the previous year including the purchase of the ABIH

BCSP Fee/Continuance of Certification Changes in
Early 2010
New Application and Exam Fees Go Into Effect in
January

The Board
of Certified Safety Professionals (BCSP)
Board of Directors has
approved new prices for application fees and exams as well as Continuance of Certification
changes. Prices for
services are reviewed every three years and adjusted at the beginning of the
year. The new prices will go into effect January 1, 2010. Final 2009 fees will be processed on December 30, 2009.
Rising operational costs make the price adjustments necessary; the
increase tracks the rate of inflation. "Unfortunately, BCSP is not immune to
rising costs which are affecting homes and businesses across America today,"
said BCSP Executive Director Thomas Adams. "BCSP has not had a price increase in three years while expenses increase every year. The Board felt that modest increases are appropriate at this time."
Periodically,
the Continuance of Certification categories are reviewed by the BCSP Board
of Directors. The new changes reflect variations in current safety practice.

Rixio E. Medina Honored as Distinguished Alumnus
Medina is a Member of the BCSP Board of Directors

The Oklahoma State University Alumni Association is pleased to honor
Rixio E. Medina of Houston, Texas, as one of the 2009 Distinguished
Alumni Award Recipients. Medina, along with five other recipients,
was recognized at a public reception Sept. 12 in Southwestern
Legacy Hall of the ConocoPhillips OSU Alumni Center in Stillwater and during halftime of the OSU football game against
Houston. The award is presented to alumni for professional achievement
and community service.

Michael Orn Scholarship Awarded

In the Spring of 2008, the Board of Certified Safety Professionals
(BCSP) donated $6,000 toward a new BCSP Scholarship Fund within the ASSE Foundation.
The overall goal for the fund was to ensure one or more endowed scholarships will
be awarded annually. The annual $1,000 scholarship is awarded to an
undergraduate or graduate student studying safety or a safety-related field.
Former BCSP Board President Paul Adams, Ph.D., CSP, P.E., CPE
said of the initial creation of the scholarship, "Education is one of the pillars
that support professional credentialing, and this scholarship affirms the Board's commitment to promoting academic preparation for those entering this
noble profession." The BCSP Scholarship is named anew each year to honor the
contributions and service of outstanding CSPs. The 2009 BCSP Scholarship was named
in honor of Michael K. Orn, CSP.
Mr. Orn
was the first BCSP Executive Director who served from 1976 to 1995 and was instrumental in
the creation of the Council on Certification of Health, Environmental and
Safety Technologists (CCHEST) and the Council of Engineering & Scientific
Specialty Boards (CESB). He spent many years of service with the Department of
the Army where he was responsible for the neutralization of chemical weapons.
He was awarded two Achievement Medals for Civilization Service.
The $1,000 Michael Orn Scholarship recipient is graduate
student of occupational safety and health John R. Hamill of Southeastern
Oklahoma State University in Durant, OK.

ASSE Honors CSPs
Kendrick, Jennings, Medina and Marletta
|
James "Skipper" Kendrick, CSP, was honored as an ASSE Fellow during Safety 2009. Nominated by their peers, candidates for Fellow are selected based upon their ASSE involvement and long-term contributions to the safety profession, something which Kendrick is no stranger to.
In recognition of his continued efforts to enhance workplace safety and health, ASSE named Lieutenant Colonel James Jennings, CSP, of Fort Campbell, KY, as the 2009 Edgar Monsanto Queeny Safety Professional of the Year. The annual Safety Professional of the Year Award is given to the most outstanding ASSE member for accomplishments and contributions in the occupational SH&E field.
Rixio E. Medina, CSP, received ASSE's Diversity in the Safety, Health and Environment Profession Award during Safety 2009. The award recognizes a member for supporting diversity initiatives and Society membership.
The Thomas F. Bresnhan Safety , Health and Environment Standards Medal is presented annually to an ASSE member who is active in the development of voluntary national consensus standards. This year's recipient is William Marletta Ph.D., CSP, a safety consultant in West Islip, NY, and a professional member of the Long Island Chapter.

In Memoriam
Kevin W. Johnston and David Breen
|
Kevin W. Johnston was among the 49 people who died February 13 aboard Continental Flight 3407, which crashed in Clarence, NY.
He earned his bachelor's degree from Buffalo State College in 1978 and later earned his master's degree from Buffalo State. In 1980, he began working in the environmental department of Carborundum Co. in Niagara Falls. He left in 1985 to join Pratt and Lambert and later Pierce Stevens and Sovereign Chemical, which is now Henkel Corp., where he was employed for 14 years as a Certified Safety Professional and industrial hygienist.
He is survived by his wife, Kathleen; his daughters, Melissa, Amanda and Kelsey; his parents, William and Frances; and a sister, Kimberly.
David E. Breen, 75, died on March 10, 2009 at Cape Cod Hospital following a brief illness.
After graduating from the University of California, he spent several years in the US Navy. He was a Professional Safety Engineer and was employed at Factory Mutual Research Corp., Harvard University, Northrop Grumman and Mitre Corp.
Breen served on the Board of Certified Safety Professional's Board of Directors from 1991-1995 as a Society of Fire Protection Engineer Sponsoring Director.
He is survived by his wife, Marjorie Claire Breen, and several cousins.

Common Mistakes on COC Worksheets
Become Error Free

BCSP receives an average of 2,000 COC Worksheets every year.
There are some common mistakes on many of these worksheets. Below is a partial list by
category of these errors and the correct information to provide. Read the full list.
Category 2: Mistake: Listing more than 1 point per
year or more than 5 points per cycle.
Correct: Maximum 1 point per year (5 points per cycle)
regardless of how many memberships you have.
Category 3:
Mistake: Listing more than 2 points per
year if you have multiple activities.
Correct: Maximum 2 point per year regardless of how
many activities you have in a year.
Category 6:
Mistake: Listing ABIH CM points.
Correct: Use the conversion (1 CM = 0.625 COC pts) and
list points in "Points Claimed" column.
Category 7:
Mistake: Listing CPR/1st
Aid/AED/other emergency response skill courses.
Correct: CPR/1st Aid/AED/other emergency response
skill courses do not receive credit because they are courses related to first response skills, and not prevention. These first response skill topics are not tested on the exams.
Category 10:
Mistake: Listing certifications/licenses
not listed in the COC Guide.
Correct: Only pre-approved certifications/licenses
receive credit. It takes months to review a new item; do not wait until the
year you report to ask.

Discipline Decision
Inaccurate Training Reporting
|
Recently, in a hearing relating to someone holding the CSP, The BCSP Board found that the individual was in violation of the BCSP Code of Ethics and Professional Conduct and voted to revoke the person's CSP. Under the BCSP discipline procedures (BCSP Bylaws, Article XIV), the individual may formally apply for reinstatement only once every two years. In addition, should the person be allowed to reinstate the CSP, the Board may require the individual to apply as a new candidate and meet all current requirements, including passing both the Safety Fundamentals and Comprehensive Practice examinations.
The case involved inaccurate reporting of training completion to a federal agency and resulted in the CSP receiving a felony conviction under federal law. The inaccurate reporting involved signing an environmental training completion record for a class that had one attendee leaving the training course a couple of hours early.
In its deliberations, the Board considered the importance of ethics in professional safety practice. Any violation of the trust of others on professional safety practice is considered a serious offense. In its deliberations, one of the standards the Board considered was Standard 2 in the BCSP Code of Ethics and Professional Conduct, which states the following, "Be honest, fair, and impartial; act with responsibility and integrity. Adhere to high standards of ethical conduct with balanced care for the interests of the public, employers, clients, employees, colleagues and the profession. Avoid all conduct of practice that is likely to discredit the profession or deceive the public."

Lisa Spencer, Sean McDevitt, Alexis Mullis, Amanda Hemming and Kathleen Melchior

Lisa Spencer started at BCSP in February, 2009 as the new Marketing Manager. She comes to the position with 20 years
marketing experience with the last 14 years at the American Oil Chemists'
Society (AOCS).
Lisa oversees
the functions of the Communication and Marketing Department. She contributes to and participates in continuous improvement programs of BCSP,
CCHEST and other BCSP owned/serviced certifications. Lisa holds a B.S.
from Eastern Illinois University.
Sean McDevitt, the new Communications Specialist, started in the BCSP office in February, 2009. He assists Lisa Spencer, Marketing Manager, by writing and designing the official publications of BCSP, CCHEST and BCSP owned/serviced certifications.
Additionally, he develops and maintains the contents of the BCSP and CCHEST websites. Sean holds a B.A. from Illinois College and a M.A. from Eastern Illinois University.
Alexis Mullis, CCHEST Customer Service Clerk, started in the office in October, 2009. Her duties change on a day-to-day basis as she assists the Customer Service Department with data entry and reports. In addition, she helps Marketing with magazine leads and other mailings.
She holds a B.S. in Family and
Consumer Sciences with a concentration in Interior Design from Illinois State
University and an A.S. from Parkland College. She brings a combined 10
years customer service and clerical experience to BCSP.
Amanda Hemming, BCSP Customer
Service Associate, started in February, 2009. Her duties include
assisting clients from how to become certified as a
CSP to continuing education once they become certified.
Amanda holds a B.S. in Elementary Education from University of Illinois
Champaign-Urbana. She brings a combined 15 years customer service and
managerial experience to BCSP. Prior to joining BCSP she owned her own business
and worked for Amdocs - Champaign.
Kathleen Melchior joined BCSP in
January, 2009 as a Customer Service Clerk. This position supports the
daily operations of the BCSP Customer Service Department. Kathleen
receives all incoming applications, sends out routine communications, manages
applicant and certificant folders, and sends out all exam packages. In
addition, she provides support to other BCSP departments as needed.
Prior to joining BCSP, Kathleen
served as a Montessori School administrator and Medical Office manager.
She particularly enjoys customer service and being a resource for the BCSP
organization.

Unauthorized Use of a BCSP Certification |
BCSP, pursues cases of individuals claiming to hold BCSP certification without
permission. We pursue those cases in which there is clear evidence of the unauthorized use and the
individual has a clear responsibility, control, or knowledge of the use.
Evidence may be a business card, resume, letter, website, or other
publication. If there is no clear evidence, BCSP cannot act on the case.
Individuals and their penalty period are listed on the website.

The
BCSP Mentor Program recognizes CSPs who assist the career
development of other safety practitioners. All mentors are recognized on the BCSP website. CSPs, who are interested in mentoring an
applicant, should visit the Mentoring page on the website.

Table
top displays are a great way to promote the CSP certifications and earn COC credit under Category 3. A display is available to any certificate
holder for use at chapter meetings, regional or local conferences, career
fairs, and other safety-related seminars, meetings, and presentations. BCSP ships to and from any U.S. venue and
provides literature at no cost.

BCSP Recertification Quiz System |
BCSP offers online quizzes to help people stay current in professional safety practice. Quizzes can be taken at any time.
There are regular quizzes built around ASSE's Professional Safety and NSC's Safety+Health magazines. Quizzes cover the content of technical articles. There are also quizzes on key regulatory changes and hot topics in the profession.
CSPs, OHSTs and CHSTs can earn credit toward recertification -- Continuance of Certification (COC) for BCSP certificants and Certification Maintenance (CM) for CCHEST certificants. Take the free quiz at the website. The free quiz is worth 0.36 COC points.

A Qualified Academic Program (QAP) is an academic degree program in
safety which meets BCSP standards for participation in the GSP program.
Currently, BCSP defines a QAP as a bachelor's or master's degree
