| Revised Referral Requirements | |
Last month we notified you that NHP will be instituting a specialty referral requirement for NHP Commonwealth Care and NHP MassHealth members for services rendered on or after January 1, 2012. If an effort to ensure our provider network is ready to accomodate the required changes, NHP has decided to institute this requirement beginning with dates of service rendered on or after February 1, 2012.
As a reminder, specialty referrals will be required for all services/specialists except the following:
- A Gynecologist or Obstetrician for routine, preventive, or urgent care
- Family planning services provided by any MassHealth or Commonwealth Care provider
- Outpatient and diversionary Behavioral Health Services
- Emergency services
As of February 1, 2012, all referrals and most authorizations will only be accepted through NHPNet. If you haven't done so already, we strongly encourage you and your staff to use this additional time to register for the portal at the following link: www.nhpnet.org.

NHP Provider Service Center

Per our November newsletter, NHP's new Provider Service Center is now live!
New Provider Service Center
On December 1, 2011 NHP launched a new Provider Service call center comprised of highly-skilled NHP service representatives with expertise in provider-specific matters. Additionally, select Provider Service Center representatives will be equipped to perform some adjustments over the phone, minimizing internal dependencies.
New Dedicated Provider Service Phone Number
To support the new Provider Service Center, a new toll-free number for Providers has been stablished. Beginning December 1st, the number to call into NHP's new Provider Service Center is (855) 444-4NHP (4647). This number will provide direct contact to the appropriate NHP provider service personnel.
Phone Tree Re-design
Our phone tree has been modified to streamline prompts and create greater call-routing efficiencies to help ensure our service goal of first-call resolution. NHP's Provider Advisory Board was consulted on the new work flow, allowing us to incorporate feedback from multiple provider constituencies.
New Hours
The provider customer service hours will also change to 8:30 am to 5:00 pm Monday through Fridays. Please make a note of this important change when requiring assistance from NHP staff after hours for those services not available via our provider portal, NHPNet. A reminder that on Thursdays our call center currently closes briefly between 3:00 and 4:00 pm for training purposes.
Explanation of Payment (EOP) Message
Beginning with the first EOP you receive in December, you will see a reminder on the top portion of the first page indicating the above changes.
We know your time is valuable and we hope that these changes yield a positive impact in doing business with NHP in the future.
As a reminder, our provider portal (NHPNet) is available 24 hours a day, 7 days a week to provide access to many transactions within seconds and without a dependency on Provider Service staff. Thousands of NHP network providers are already taking advantage of this provider self-service option to check eligibility, claims and authorization status, preview /download copies of NHP Explanation of Payment, and process PCP assignment corrections, to name just a few!

PCP Panel Status |
Have you logged onto NHPNet recently to verify the accuracy of your provider roster and PCP panel status? NHP strongly recommends frequent review of NHPNet's Provider Roster Report to ensure we have all of your providers linked to your group and that we are listing their panel status correctly.
To view the report, logon to NHPNet and click on the Other Reports tab. From there, select Provider Roster Report from the drop-down menu and then click Run Report.
If you notice any discrepancies within the report, please notify your Provider Relations Representative or send an email tlo prweb@nhp.org.
If you have access to NHPNet and you are not able to view the Provider Roster Report, please contact your Site Administrator and ask them to grant you access. |

HIPAA 5010 Readiness Update | |
On January 1, 2012 HIPAA version 5010 becomes effective replacing the current 4010A1 version. Covered entities (health plans, professional and institutional healthcare providers as well as clearinghouses) will be required to use the new 5010 standards when conducting eligible electronic transactions.
These include:
- claims submissions (837)
- claims status (276/277)
- claims payment/remit (835)
- eligibility (270/271)
- referrals, certification & authorizations (278)
- member enrollment and disenrollment (834)
- health plan premium payments (820)
Changes to the data currently exchanged by covered entities are anticipated, resulting in potential system adjustments for both payers and providers.
NHP expects to be fully compliant by the deadline. We are currently accepting test files. NHP strongly encourages providers to submit files prior to the January 1, 2012 deadline.
Providers are encouraged to email us at prweb@nhp.org to share testing schedules and overall conversion strategy, including plans for concurrent 4010 and 5010 testing, if any.

Why Consider Fluoride Varnish in the Medical Setting? | |
Oral health is integral to a child's overall health and well-being. Although it is recommended that a child should visit a dentist at the eruption of the first tooth and no later than 12 months of age, the pediatrician is often the first clinician to examine a child's mouth. During a well-child visit that includes an oral health screening to assess the oral cavity, you can detect whether a child is at moderate-to-high risk for dental caries disease, apply fluoride varnish as a preventive measure as necessary, and refer the child to a dentist for treatment. Fluoride varnish lowers caries-causing oral bacterial levels and repairs and strengthens teeth. It is the first weapon of defense against childhood caries disease.
Fluoride varnish is easy to apply in a medical setting, taking less than two minutes. Varnish is painted on the teeth with a brush and dries immediately upon contact with saliva. The child's teeth may appear yellow after the fluoride varnish application. This is normal and will disappear when the teeth are brushed the next day. The varnish can be applied in any setting and does not require dental equipment. It is safe and well tolerated by infants and children, including children with special health care needs.
MassHealth healthcare professionals, including physicians, physician assistants, nurse practitioners, registered nurses and licensed practical nurses can qualify to apply fluoride varnish after completing a MassHealth-approved training. MassHealth-approved training programs for healthcare professionals are offered through web-based or office-based trainings, and CME credit is available. The training can be taken at any time prior to providing services. In the near future, medical assistants who complete the required training may apply fluoride varnish under the supervision of a physician. Physicians will be notified through a transmittal letter when the program becomes effective for medical assistants. Physicians should bill the CDT code D1206 (topical application of fluoride varnish; therapeutic application for moderate-to-high caries risk patients) using either the 837P electronic submission form or the CMS 1500 form. Reimbursement for the code is for children ages 6 months to 21 years who are MassHealth-eligible. The current rate of $26.00 per application includes the materials and supplies used in the process.
