Indiana Governor Hopefuls Describe Job Plans

The two main candidates running to be Indiana's next governor continued to unveil pieces of their economic platforms Thursday.

Democrat John Gregg laid out his "Invest in Indiana" plan, which he said would protect taxpayer contributions in economic development deals, place more of state government's deposits and investments in Indiana banks and ensure more in-state companies land government contracts.

Republican Mike Pence also issued an economic statement Thursday. The congressman from Columbus proposed creating the Indiana Applied Re-search Enterprise, a partnership to help connect university researchers with entrepreneurs and investors, and accelerate the commercialization of new technologies.

Pence also proposed a new Executive Innovation Network of governor-appointed business and academic leaders, entrepreneurs and investors who would work to bring more investment and faster commercialization to discoveries made in state universities.

Survey: Indiana Business Climate 'Best in Midwest'

Indiana was ranked as the best place to do business in the Midwest and the fifth best nationwide in the Pollina Corporate Top 10 Pro-Business States for 2012 study, co-published with the American Economic Development Institute. This is the fourth ranking in less than a year in which the Hoosier State's business climate has scored a top ten finish nationally.

The Pollina Corporate Top 10 Pro-Business States study, now in its ninth year, is based on 32 factors controlled by state government, including taxes, human resources, education, right-to-work legislation, energy costs, infrastructure spending, workers compensation laws, economic incentive programs and state economic development efforts. Indiana's ranking in the report has moved up 18 places since 2010, earning it the title of "most improved state" this year.

"Indiana's pro-business policies and solid fiscal house continue to earn national attention as a frontrunner for new jobs and investment," said Dan Hasler, Secretary of Commerce and chief executive officer of the Indiana Economic Development Corporation. "This ranking is the latest validation of this administration's focus since 2005 to make economic development efforts a top priority. Above all else, business climate matters and the pay-off for Hoosiers is new careers and opportunities."

Indiana's 5th place ranking makes it the only Midwestern state and the only Northern state in the publication's top ten. Among neighboring states, Kentucky ranked 28th, Ohio ranked 20th, Michigan ranked 39th and Illinois ranked 48th.

Carmel Moves Toward $183M Refinancing

The Carmel City Council is moving toward a $183 million debt refinancing that will free up cash for further downtown development, but not without conflict over a past move by the Carmel Redevelopment Commission.

The council finance committee heard details Thursday night about the Carmel Redevelopment Commission's refinancing proposal, which would free up $8.8 million for future projects and keep the CRC from operating in the red. The CRC controls revenue from Carmel's tax-increment-financing districts for economic development.

Boone County to Join Four Others in Regional Effort

Boone will join Clinton, Hendricks, Montgomery and Tippecanoe counties in a informal regional agreement intended to attract new businesses to the region.

Boone County Economic Development Corp. director Dax Norton said he will work with his counterparts in those counties to develop a Comprehensive Economic Development Strategy, after a recent meeting at which they agreed to pursue the idea.

Having a CEDS will allow all of the counties to apply for grants from the U.S. Economic Development Administration, an agency of the Commerce Department.

Plans Set for Indiana Logistics Summit

Top national experts in transportation, distribution and logistics will descend upon the Indiana Convention Center on Oct. 17 for the 2012 Indiana Logistics Summit. The 10th annual conference will feature presentations by industry experts, extensive networking opportunities and booth displays.

Co-hosted by Purdue University, Conexus Indiana and Ports of Indiana, the summit brings together representatives from all modes of transportation, government, economic development and academia to discuss issues affecting the industry and how to grow business through logistics.

Indiana is known as the "Crossroads of America" and it ranks among the top 10 states in more than 40 logistics categories, including No. 1 in intersecting interstates. The state's central location, business-friendly environment and extensive transportation infrastructure have made Indiana a leader in the world of logistics. As a result, more than a billion tons of freight travel through the state each year and Indiana has become one of the best places to grow businesses that rely on the movement of goods.
