Boone EDC Weekly

Greetings from the Boone EDC,

Welcome to Boone EDC Weekly.

As an organization, the Boone EDC is constantly researching and benchmarking to learn what our competing communities are doing to attract and retain business.  Boone EDC Weekly is a compilation of noteworthy National and Indiana news about economic development trends.  We will also post information about upcoming conferences, events and webinars that you may find interesting.

Boone EDC Weekly is another tool that you can refer to as a community leader to help Boone County continue to move forward in a positive manner.

Initiative Seeks to Boost Work-Force

Several northern Indiana economic-development organizations have joined together in an effort to attract and train skilled workers, and fill positions at area companies.

Agencies backing the regional work-force initiative are: the Corporate Partnership for Economic Growth; WorkOne; the Economic Development Corp. of Elkhart County; the Fulton Economic Development Corp.; the Kosciusko Economic Development Corp.; the Marshall County Economic Development Corp.; and the St. Joseph County Chamber of Commerce.

"The regional work-force initiative has three important goals: fill existing positions; assess emerging industries; and develop a complete work-force plan through 2020," CPEG President and CEO Shawn Peterson said in a statement. "We believe the time is right to look at our challenges and opportunities for work-force development and talent attraction as a region - not just by county or by industry."

Incentives Target High Wage Jobs

Tax abatements have drawn heavy scrutiny recently as city and county leaders debate the appropriateness of the incentive for certain developments.

Yet a separate incentive that offers direct payments to local companies for providing high-paying jobs has received barely a look.

Since 2009, Fort Wayne has committed nearly $2.4 million of its income tax revenues to the grant program, and Allen County is examining four new deals worth a combined $900,000. City and county economic development experts said the program provides another way to entice major employers to locate here. Even typically conservative elected officials said the program is a benefit, even if it makes them uncomfortable.

"In order to stay competitive we have to do that," said Allen County Council President Larry Brown, R-4th. "I wish we didn't."

Lebanon Plans for Future Development

The city of Lebanon is moving forward in creating a land use plan for the former Quality Inn property and an adjacent 600 acres along Interstate 65 at Indiana 39. The Lebanon City Council, the Redevelopment Commission, the Storm Water Board, and the Utility Service Board held a special joint meeting Monday afternoon at the Lebanon Municipal Building to discuss creating a plan.

Lebanon Mayor Huck Lewis called the meeting to get a sense of how each entity felt about the proposal of hiring American Structure point to survey the land and come up with a plan for what it calls "good development."

"I think this is one of the single most important things as far as economic development for the future of Lebanon," Lewis said. "And I think it's a critical time to do it."

USDA Announces Federal Resource Guide to Assist Rural Communities

USDA Under Secretary for Rural Development Dallas Tonsager today announced the publication of a guide outlining programs the federal government has available to support rural communities as they promote economic development and enhance the quality of life for rural residents.

"Rural communities across the country are working hard to build their economies and provide services to their residents," Tonsager said during a speech here today at a conference of the National Rural Economic Developers Association. "Creating great places to live, raise families, provide recreational opportunities, and infrastructure for high paying jobs in rural America is very important to the Obama Administration and our efforts at USDA. This publication will provide easy, one-stop access to federal programs."

The publication Federal Resources for Sustainable Rural Communities is a collaborative effort among USDA, the Department of Housing and Urban Development, the Department of Transportation, and the Environmental Protection Agency. It ensures rural communities have access to all of the federal resources that can support their efforts to promote economic competitiveness, protect healthy environments modernize infrastructure, and provide services to residents. The guide has key information on funding and technical assistance opportunities available from the four agencies, as well as examples of how rural communities across the country have benefitted from federal resources.

The Global Best-to-Invest Rankings 2012

Site Selection and Investment Consulting Associates (ICA) presented the fourth annual Best to Invest rankings of nations and metro areas for investment-attraction activity in 2011.

The national Investment Promotion Agencies recognized here were particularly successful at attracting capital investment projects - both expansions of existing facilities as well as new projects - from investors at home and abroad.

The national Best to Invest rankings are determined 50 percent by LocationSelector.com-supplied analysis in these categories - business environment, business risks, foreign direct investment, and infrastructure; and 50 percent by new and expanded facilities announced in 2011 and tracked by Site Selection publisher Conway Data Inc.'s (CDI) New Plant Database.
