As an organization, the Boone EDC is constantly researching and benchmarking to learn what our competing communities are doing to attract and retain business.  Boone EDC Weekly is a compilation of noteworthy National and Indiana news about economic development trends.  We will also post information about upcoming conferences, events and webinars that you may find interesting.

 

Boone EDC Weekly is another tool that you can refer to as a community leader to help Boone County continue to move forward in a positive manner. 

 

Commissioners Approve Funding for Montgomery County Economic Development

  

Montgomery County Commissioners have proposed funding Montgomery County Economic Development (MCED) through a .1 percent CEDIT tax after lowering the county's LOIT tax to 1 percent. LOIT is currently 1.1 percent. The .1 percent tax would go directly to funding MCED and economic development in the county.

 

The tax change requires approval by the Montgomery County Tax Board.

 

County attorney Dan Taylor said if the tax proposal is approved, then county taxpayers would actually pay less taxes by lowering LOIT.

 

Bane said the tax would fund MCED in 2013 and beyond giving the county $75,000 that would go back into the general fund. For 2012 MCED is being funded through the county and city's general fund with the city paying $15,000 while the county is paying $75,000. The rest of MCED's budget is paid for through private funding.

Frankfort Redevelopment Establishes TIF District 

 

The resurrected Redevelopment Commission had their first substantial piece of business this week since establishing Frankfort's economic development plan earlier this year.

The members passed a resolution establishing a Tax Increment Financing district, which will be used to capture funds for future infrastructure and economic development projects.

 

An "allocation area" was already created and passed in the first phase of the economic development plan. The allocation area encompasses four companies in the Industrial Park where TIFs will be implemented first.

 

"It freezes money for economic development," said Mayor Chris McBarnes.

 

McBarnes said this is "revolutionary" for Frankfort, and something that brings the city up to speed with other municipalities. It's also an incentive Frankfort has never offered businesses as tax abatements were the only offering for capital improvement projects. McBarnes also expects the TIF district to bring in more industries knowing this is available to them.

City Launches Extensive Rezoning Initiative

 

The city of Indianapolis has launched an initiative expected to result in the first major overhaul of its zoning and development regulations since 1969.


The nearly $2 million effort, named Indy Rezone, is being steered by city planners, private developers, elected officials, architects, community activists and others. Their task is to collect public input and draft a new set of regulations by March 2014.


The new regulations could alter parking space requirements and other details developers routinely contend with. They also could include incentives for green development and make it easier to include such features as solar panels and wind turbines.

Among the goals of the effort is to remove obstacles to development while at the same time encouraging projects that are more environmentally friendly and better suited to pedestrians and multiple modes of transportation.

Is Housing About to Become the U.S. Economic Driver?

 

One of the bullish thoughts now circulating is that the U.S. housing market will take up where the manufacturing sector has left off - that is, as a new source of growth for the economy. Manufacturing was one of the bright spots within the economy during the recent recovery, driving growth even as housing remained depressed.

 

The ISM manufacturing index rebounded to its highest level in years in 2010, and continued to expand this year before slumping into contraction territory in June and reawakening all sorts of gloomy scenarios about the broader economy.

But Josh Lehner, senior economist at Oregon's Office of Economic Analysis (hat tips to Calculated Risk and FT Alphaville), has a couple of interesting reactions.

 

First, manufacturing has been expanding for about three years, which is a pretty good track record from an historical perspective. And more importantly, the economy isn't necessarily doomed if housing can replace manufacturing as a major economic driver.

Redeveloping Downtowns Generate More Tax Revenue Than Suburban Malls

 

Cities may be wowed by flashy retail developments - the malls, shopping centers, and big box stores that some municipalities show off like badges of honor.

 

But according to Joe Minicozzi, cities waste their time by chasing those sprawling big-money developments.

 

Instead, a renewed focus on dense, urban environments simply pays off better for municipalities, Minicozzi says. That's right - redeveloping those much-maligned downtowns generates more tax revenues per-acre than even the busiest of malls.

 
What Makes a City Family-Friendly?

 

When city officials invoke family-friendliness in their advertising strategies, what aspects of the city are they basing that claim on? Arguments from readers fell into three camps: It could be the availability of urban amenities like zoos, museums and public pools that the whole family can enjoy together. Or it might be a dog whistle alerting home buyers and other in-migrants to the presence of a prevailing conservative cultural sentiment, reminiscent of a kind of "family values" rhetoric. Or it could be suburban-style development with the space and creature comforts demanded by a middle class that's slow. 

 

Boone County Polo Event 

  

The 9th Annual Boone County Polo Event will take place on July 14, 2012 at the Hickory Hall Polo Club located north of Zionsville in Whitestown, Indiana. Gates open at noon, with the match beginning at 1 p.m. Proceeds from the annual fundraiser will benefit the Witham Health Services Foundation, which supports hospital projects in the Boone County community, as well as Boone County Senior Services, which provides life sustaining and enriching services for older adult residents.

 

General admission is $20 per car, or polo boxes can be purchased by local businesses, clubs and individuals/families. Polo box registration forms are available at www.booneseniors.org or by contacting 765-482-8112.
