| Peru Begins $500,000 Downtown Project
Peru began work Tuesday on a $500,000 downtown revitalization project that officials said could attract new businesses to the city.
Mayor Jim Walker said the project entails replacing five blocks of sidewalks on East Main Street and South Broadway Street up to the bridge over the Wabash River.
Three feet of brick cement will run along the new sidewalks, and decorative lighting will also be installed to match the street theme on North Broadway Street.

| Evaluating State Incentives
"Every state offers tax incentives to attract, retain, and expand businesses and jobs. But no state ensures that policy makers rely on good evidence about whether these investments deliver a strong return, according to a new report by the Pew Center on the States. The study comes at a time when most states are trying to rebuild their budgets and many have not regained private-sector jobs lost during the Great Recession.
Pew's 50-state report examined both the quality and scope of states' evaluations of their tax incentives for economic development. The study, Evidence Counts: Evaluating State Tax Incentives for Jobs and Growth, identified 13 leaders: Arizona, Arkansas, Connecticut, Iowa, Kansas, Louisiana, Minnesota, Missouri, New Jersey, North Carolina, Oregon, Washington, and Wisconsin. Twelve other states have mixed results. Half the states have not taken the basic steps needed to know whether their incentives are effective.

Tampa Starts Master Plan to Spurt Downtown Growth
Mayor Bob Buckhorn launched a yearlong effort Monday to write a master plan for downtown with the help of residents, neighborhoods and business owners.
"This is a plan that's driven from the grass roots up," Buckhorn said. "We're going to go out and talk to people about what they want their future to look like."
Starting Wednesday night, the city will hold a series of public meetings to give residents and others a chance to talk about downtown - what stores they want, where they work, how they get around, what they want to do for fun.
The city also plans to engage residents through Facebook, Twitter, YouTube and any other of social media it can think of.

Lararge Building Materials Moving to Illinois
Paris-based building-materials giant Lafarge will relocate its North American headquarters from Virginia to Illinois, Gov. Pat Quinn's office confirmed early this morning.
The manufacturer, which employs 76,000 people worldwide, selected the state due to its Transportation Network, Central Location and Skilled Workforce, according to Quinn's office.
